1. Basic work situation

Judging from the survey, since the integration of urban and rural sanitation was launched, the overall environmental quality of the region has been significantly improved. First, the system and mechanism have been improved. A district leading group for integrated urban and rural sanitation work has been established. Environmental sanitation stations have been set up in each street and town. Professional supervisors have been assigned to each village. A three-level environmental sanitation management network has been established at district, street, town and village levels. The district urban management bureau will take the lead in specific work. Second, the infrastructure has been improved. 2. Main existing problems
(1) Capital investment has become a bottleneck in establishing a long-term mechanism. There are currently three sources of funding: First, the fiscal budget, about 11 million yuan, accounting for about 33%; second, 11.5 million yuan collected from the masses, accounting for about 34%; third, street taxes, accounting for about 33%. (2) The mechanical equipment is aging and outdated and cannot meet the current work needs.
In accordance with the city's road dust reduction requirements of "one flush and three sprinklers", our district needs to be equipped with 19 sprinkler trucks, but currently only 2 sprinklers can work normally, and the overloaded work cannot meet the current work needs. The district urban management bureau is responsible for cleaning 21 roads in the central city. (3) The assessment and supervision mechanism is not smooth, affecting work efficiency. The urban and rural sanitation work system has not been straightened out, and the district urban management bureau has no law enforcement authority. There are currently 73 overall staff, and only 24 are qualified to apply for law enforcement certificates. Without authorization, they cannot enforce the law. At present, the integrated assessment of urban and rural sanitation in the district implements hierarchical management and level-by-level assessment. The district urban management bureau is responsible for both the assessment and the collection of funds from each street and town. Streets, towns, and villages are in the three-level assessment mechanism. Some villagers lack the necessary understanding of the importance of urban-rural sanitation integration and are not enthusiastic enough to participate in this work. A small number of villagers believe that the sanitation infrastructure in rural areas is inherently poor and cannot catch up with the level in cities no matter how much it is improved. Even some township and village cadres share this understanding.
(6) The garbage processing capacity is limited and there is an urgent need to build a landfill. At present, the daily processing capacity allocated to Luozhuang by Zhonghuan New Energy is 270 tons, and 50 tons per day and 18,000 tons of garbage throughout the year cannot be transported out. In addition, the domestic waste in three communities in the district that have not participated in market-oriented operations is landfilled in an disorderly manner, posing safety risks. 3. Work suggestions
(1) Strengthen publicity and guidance. Adopt various forms that are popular with the masses, carry out extensive publicity and education on environmental sanitation knowledge, environmental sanitation laws and regulations, improve the responsibilities and awareness of the masses, especially village and neighborhood committee cadres, in caring for the environment, and guide the masses, especially rural residents, to develop a healthy and civilized life. habits, consciously invest in rural environmental sanitation management, and build an environmental sanitation management system with national participation. Timely convene meetings such as work summary and experience exchange, increase care, commendation and publicity for grassroots sanitation workers, further enhance the sense of pride and honor in sanitation work, and strive to create a strong public opinion atmosphere for the integrated urban and rural sanitation work in the district.
(2) Straighten out the system and mechanism. Establish a joint meeting system for urban and rural sanitation integration work to strengthen communication among member units and form a work pattern of joint management. At least one meeting will be held every quarter. Collect garbage disposal fees, formulate a more scientific fund management model that is more in line with the characteristics of Luozhuang, and solve the financial bottleneck problem of urban and rural sanitation integration.
(4) Optimize the sanitation team. Establish a normal salary increase mechanism for environmental sanitation and cleaning staff, strive to improve the welfare benefits of cleaning staff, and attract more young and surplus labor to join the environmental sanitation and cleaning work.
