Happiness Neighborhood Committee is located in the suburb of the county, which is 1 km away from Huaicheng Town. It faces the county across the river in the east, Mulan in the west, Black Dragon in the south and Gao Huai in the north. It governs 10 residents' groups, with a total population of 2,539. The cultivated land area is 565 mu, including 447 mu of paddy field and 27 18.5 mu of mountainous area, which is rich in rice, corn, taro, peanuts, wood, wheat, soybeans, vegetables and pine trees.

In recent years, neighborhood committees have actively guided residents to give full play to the favorable conditions of the county's economy, culture, commerce and transportation center, and vigorously developed commerce, catering services and transportation. With Gu Wei and the iron drum factory, the neighborhood committee has developed a 60-mu fish pond and set up collective enterprises such as Happiness Hotel. In 2009, the total social output value reached 44.35 million yuan, of which the total industrial and agricultural output value was16.64 million yuan, and the per capita income was 6 188 yuan, which greatly improved the living standards of residents.

There are tourist attractions such as Tashan Cultural Park, Huaiji Yandou National Wetland Park, Huaicheng Gewen, Yanyan Scenic Area and Huaiji March Nature Reserve near Happiness Community, and there are special products such as Xingang Black Tea, Qiaotou Stone Goat, Huaiji Tea Rod Bamboo, Gangping Cut Powder and Tanmai Watermelon.
