Article 2 Volunteers refer to individuals who register with a volunteer service organization and use their own knowledge, skills, physical fitness, etc. to voluntarily help others and serve the society without the purpose of obtaining compensation.
Individuals who voluntarily participate in volunteer service projects, register with the volunteer service organization undertaking the project and obtain volunteer qualifications, and are arranged by the organization to participate in post services are called project volunteers.
Voluntarily register through grassroots volunteer service organizations and become members of higher-level volunteer associations. Individuals who persist in participating in volunteer service activities for a long time are called registered volunteers. Registered volunteers should also register according to project requirements when participating in specific volunteer service projects. Article 3 Basic Conditions
(1) Have a spirit of dedication;
(2) Have basic qualities suitable for the volunteer service projects and activities you participate in;
(3) Comply with laws, regulations, and the charter and other management systems of volunteer service organizations;

Registered volunteers should also meet the following conditions:

Article 4 Registration and Registration Agencies
(1) Provincial, municipal, county (city, district) volunteer associations shall be the volunteer registration and approval agencies.
(2) Branches of volunteer associations at all levels, volunteer service organizations in colleges and universities, scientific research institutes and provincial and ministerial enterprises are authorized by associations at the same level to carry out volunteer work within the scope of their responsibilities Registration, registration and approval work.
Volunteer service organizations in townships (towns, streets), authorized by superior volunteer associations, carry out volunteer registration, registration and approval within their own administrative regions.

Article 5 Registration and Registration Procedure

Article 8 For registered volunteers who are unable to complete their volunteer service hours within one year due to special reasons, grassroots volunteer service organizations may retain their registered volunteer status if the grassroots volunteer service organization reports to the affiliated registration and approval agency for approval. Article 10 Obligations
(1) Comply with the charter and other management systems of the volunteer service organization;
(2) Fulfill volunteer service commitments and participate in volunteer services Volunteer service work arranged by the organization;
(3) Do not harm the legitimate rights and interests of the volunteer service recipients, and keep the privacy and confidentiality of the volunteer service recipients;

(5) Maintain the image of volunteer service organizations and volunteers, and not engage in activities that are for-profit or contrary to social ethics as volunteers;

Article 12 The scope of voluntary services mainly includes poverty alleviation, helping the weak and disabled, helping the elderly and the young, supporting teaching and learning, emergency rescue and disaster relief, environmental protection, science and technology dissemination, medical and health, public security and prevention, psychology Consultation, community services, large-scale social welfare activities and other social welfare services.
Article 13 Voluntary service organizations shall release service information to volunteers and provide service positions based on the needs of service objects, and volunteers shall carry out voluntary services in accordance with relevant requirements.
Article 14 Volunteer service organizations and service recipients shall clarify the content, time and related rights and obligations of volunteer services through service agreements and other forms.
Article 15: For volunteer services in large-scale social welfare activities, the organizer of the event shall sign a special volunteer service agreement with the relevant volunteer service organization.
Volunteer service organizations that undertake voluntary services for large-scale social welfare activities can cooperate with other volunteer service organizations to carry out voluntary services as needed. Recruitment of volunteers for large-scale social welfare activities can be carried out through organizational recruitment or public recruitment.
Article 16: Community volunteer service organizations determine community service projects, formulate service plans, and recruit volunteers based on actual conditions.
Community volunteer service organizations can sign long-term volunteer service agreements with volunteer service objects in the community and arrange for volunteers to provide long-term services. Article 17 Volunteer service organizations refer to non-profit social organizations registered in accordance with the law and engaged in volunteer services, including volunteer associations at all levels, registration and approval agencies authorized by associations, and grassroots volunteer service organizations (including volunteer service stations, service teams, etc. ).

(4) Grassroots volunteer service organizations are responsible for the daily management of volunteers and the implementation of volunteer service projects. They should establish and improve systems for publicity and mobilization, registration, concept training, and management assessment.
Article 18 Volunteer associations at all levels and grassroots volunteer service organizations should carry out volunteer training, provide volunteers with training on the basic concepts of volunteer service, volunteer service-related skills, etc., and provide backbone volunteers with Provide specialized training and strive to improve the service capabilities and overall quality of volunteers.
Article 19 When carrying out volunteer service activities, volunteer service organizations should use a unified logo. The basic colors of volunteer flags and clothing are red, blue and white.

Article 21 Volunteer service organizations should establish a system for accumulation of volunteer service time and performance evaluation system. After the volunteers participate in the volunteer service project, the service recipients should generally sign their opinions on the volunteer's service time, content, etc., and after the volunteer service organization has confirmed it, the project volunteers will be provided with a volunteer service certificate. It will be marked on the volunteer ID card. Service time is the actual service time (excluding round-trip time), measured in hours. The volunteer service certificate is provided in a standardized format by the Provincial Volunteer Association (see attachment 5 for reference format).
Article 22 Volunteer associations and volunteer service organizations at all levels should safeguard the rights and interests of volunteers in accordance with the relevant provisions of the "Jiangsu Province Volunteer Service Regulations".
Article 23: Various types of volunteer service organizations are encouraged to enter the community. Volunteer service organizations can rely on social welfare organizations with relatively concentrated service needs to create volunteer service bases through signing agreements, naming and listing, etc.
Article 24: Registered volunteers with the same service intentions and hobbies are encouraged to form a professional volunteer service team under the guidance of volunteer service organizations to carry out services.
Article 25 If a volunteer causes losses to the volunteer service recipients due to fault during volunteer service, the volunteer service organization shall bear civil liability in accordance with the law. After a volunteer service organization assumes civil liability, it may seek compensation from volunteers who have committed intentional or gross negligence.
Article 26 In volunteer services, if volunteer service organizations and volunteer service objects cause damage to volunteers due to their own fault, they shall bear legal responsibility in accordance with the law.
In volunteer services, if volunteers are harmed due to other reasons, volunteer service organizations can assist them in obtaining appropriate compensation in accordance with the law.
Article 27 Registered volunteers can participate in management work under the guidance of volunteer organizations and become management volunteers. Give full play to the initiative of management volunteers and volunteer backbones. Article 28 Project volunteers can participate in special selection and commendation activities for their volunteer service projects based on their performance.
Article 29 Volunteers who have accumulated 400 hours of volunteer service can apply to their county (city, district) volunteer association for issuance of volunteer services with their volunteer service certificate or registered volunteer card. On the honor card, the accumulated time should be marked. The volunteer service honor card is uniformly printed by the Provincial Volunteer Association (see Attachment 6).
Article 30 Registration and approval agencies at all levels should establish a star certification system for registered volunteers, and volunteer associations at all levels should establish a medal awarding system to certify registered volunteers based on their volunteer service time.
Article 31 Star Certification System
The registration and approval agency will identify volunteers as one to five-star volunteers based on the cumulative time they have participated in volunteer services after registration.
(1) After a volunteer is registered, if the volunteer service time reaches 30 hours in total, he or she will be recognized as a "One-Star Volunteer";
(2) After a volunteer is registered, Those who have participated in voluntary service for a total of 60 hours will be recognized as "two-star volunteers";
(3) After registration, volunteers who have participated in voluntary service for 100 hours in total will be recognized as "three-star volunteers" "";
(4) After registration, volunteers who have participated in voluntary service for a total of 200 hours will be recognized as "four-star volunteers";
(5) Volunteers After registration, those who have participated in voluntary service for a total of 300 hours will be recognized as "five-star volunteers";

Article 32 Medal Awarding System
Volunteer associations at all levels will award different levels of volunteer service medals based on the accumulated time spent in volunteer service after being certified as a "Five-Star Volunteer" .
(1) Registered volunteers who have accumulated 200 hours of volunteer service after obtaining the "Five-Star Volunteer" will be awarded a medal by the county-level volunteer association.
(2) If a registered volunteer has accumulated 300 hours of volunteer service since receiving a medal from the county level, the medal will be awarded by the municipal volunteer association.
(3) If a registered volunteer has accumulated 800 hours of volunteer service since receiving a medal from the municipal level, the provincial volunteer association will award the medal.
