Measures for the administration of Shibanpo Yangtze River Bridge, Niujiaotuo Jialing River Bridge and Shimen Jialing River Bridge in Chongqing

Article 1 In order to ensure the safe, smooth and normal operation of Chongqing Shibanpo Yangtze River Bridge, Niujiaotuo Jialing River Bridge and Jialing River Shimen Bridge, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Urban Roads and the Regulations of Chongqing Municipality on the Administration of Municipal Engineering Facilities. Article 2 These Measures shall apply to the management of Chongqing Shibanpo Yangtze River Bridge, Niujiaotuo Jialing River Bridge and Shimen Jialing River Bridge (hereinafter referred to as the Third Bridge) and their ancillary facilities and safety protection.

The ancillary facilities of the Third Bridge in these Measures include: bridge approach road, bridge toll monitoring facilities, metering facilities, fire safety facilities, lighting facilities, etc. Article 3 The municipal administrative department shall be responsible for the supervision and management of the Third Bridge and its ancillary facilities and safety protection zones.

During the authorized operation period of the Third Bridge, the management unit of the Third Bridge is responsible for the maintenance, management, facility safety management and bridge toll management of the Third Bridge according to the authority granted, and accepts the industry guidance and supervision of the municipal administrative department.

Public security, transportation, port supervision and other departments should cooperate closely according to their respective responsibilities to do a good job in the management of the Third Bridge. Article 4 Motor vehicles crossing the Third Bridge shall pay tolls according to law. However, police cars, engineering rescue vehicles, sanitation special vehicles, postal vehicles with fixed signs, and disabled scooters with disability certificates are exempt from tolls after the bridge management unit handles relevant procedures; Military vehicles pass through the Third Bridge for free.

If the charging standard is adjusted upon approval, the municipal administrative department shall put forward opinions, which shall be approved by the municipal price department and reported to the municipal government for publicity. Fifth motor vehicles running on the third bridge should obey the command of the public security traffic police and the management of the bridge management unit.

When a motor vehicle stops on the Third Bridge for some reason, it should park in the right lane, immediately turn on the danger warning flash or set up an emergency stop sign at the rear of the vehicle. For motor vehicles parked on the Third Bridge for some reason, the public security traffic police should immediately remove them to ensure the safety of the Third Bridge and the normal traffic of vehicles. Article 6 When crossing a bridge, tracked vehicles, iron-wheeled vehicles, vehicles exceeding the limit (heavy, wide, long and high) and vehicles loaded with inflammable and explosive dangerous goods shall obtain the consent of the bridge management unit in advance, report to the municipal administrative department and the public security traffic management department for approval, take necessary protective measures, cross the bridge under the supervision of the bridge management personnel within the approved time, and bear the bridge supervision fee. Seventh in the third bridge set up outdoor advertising, should be unified planning, standardized management; It shall obtain the consent of the bridge management unit in advance, report to the municipal administrative department for examination and approval, pay the occupation fee of outdoor advertising facilities according to law, and obtain the advertising license formalities of the administrative department for industry and commerce. Article 8 The laying of pipelines on the Third Bridge shall conform to the requirements of the bridge design specifications, take corresponding safety protection measures with the consent of the bridge management unit, and pay the facility occupation fee according to law. Ninth bridge business units shall, in accordance with the standard requirements of urban bridge maintenance, prepare a maintenance plan for bridge facilities and report it to the municipal administrative department for the record.

The bridge management unit shall regularly check the safety of the facilities of the third bridge and take corresponding measures according to the specific situation. Article 10 The maintenance and repair of the third bridge facilities should avoid the peak of vehicle operation. The construction site shall be provided with obvious signs and safety protection facilities to ensure the safety of pedestrians and vehicles.

If it is really necessary to temporarily or partially close the bridge deck due to maintenance work, the bridge management unit shall report to the municipal administrative department and the public security traffic management department for approval and make an announcement. Eleventh the third bridge safety protection zone is:

(1) Shibanpo Yangtze River Bridge: the south bank is 300m upstream and 100m downstream along the bridge axis, and the bridge head is bounded by Nanping Tunnel; The north bank is 50m upstream and downstream of the bridge axis, and 1 pier is 200m upstream and downstream of the water area. The bridge head is bounded by Shihuang Tunnel Interchange.

(2) Niujiaotuo Jialing River Bridge: 60m upstream and downstream along the axis of the bridge on the south bank, 20m south of the lampholders of the bridgehead group, and from Pier 5 to the upstream and downstream of the water area150m; The north bank is 60m upstream and downstream along the axis of the bridge, 20m north of the lampholders of the bridgehead group, and the water surface and beach from Pier 0 to the upstream and downstream of the water area are100m.

(3) Shimen Jialing River Bridge: the main bridge is 200m upstream and150m downstream along the bridge axis; On the north shore, pier No.4 to platform No.8 are 30m upstream and downstream along the bridge axis, and platform No.8 extends northward160m; On the south bank, platforms 0 to 9 are 30m upstream and downstream along the bridge axis, and platform 9 extends southward145m.

Bridge business units shall set up boundary markers and boundary markers of bridge safety protection zones.

The facilities of the Third Bridge and the open space of its safety protection zone are managed by the bridge management unit, which is mainly used for landscaping construction. Twelfth in the third bridge and its safety protection zone, the following acts are prohibited:

(a) damage to bridge facilities;

(two) random test, overtaking and parking;

(3) moving or damaging surveying markers, boundary markers or boundary markers;

(four) unauthorized occupation of bridge facilities;

(5) engaging in business activities without authorization;

(six) unauthorized construction of buildings (structures);

(seven) engaged in sand mining, stone extraction, excavation, earth borrowing, blasting and other activities that endanger the safety of bridge facilities;

(eight) posting, hanging slogans and setting up outdoor advertisements without authorization;

(nine) motor vehicles along the way dripping, scattering, flying debris;

(ten) dumping garbage, waste residue and stacking materials;

(eleven) randomly docked ships and rafts.
