First, why do you want to introduce the "Program"?

A: Public transport is a public welfare undertaking and a major livelihood project that provides basic travel services for the people and provides an important guarantee for urban development and people's lives. In order to implement the decision-making arrangements of the central ministries and commissions and the provincial and municipal governments on giving priority to the development of public transport and green travel, and fully promote the high-quality development of public transport in our county, our county issued the Implementation Plan for the Development of Public Transport in Changsha County in light of the actual situation.

2. What are the clear objectives and tasks of the plan?

A: (1) The clear objectives of this plan are as follows:

1. Highlight the public welfare nature of public transport, fully implement the priority development strategy of public transport, clarify the coordinated and unified development of urban public transport and urban and rural public transport, and strengthen the network integration of "rail transit+public * * * cars+* * bicycles";

2. Strive to basically improve public transport facilities, steadily improve service quality, comprehensively promote intelligent application, realize effective integrated development, basically improve long-term mechanism, and create a "smooth, convenient, efficient, green, safe, convenient and beneficial" public transport service system;

3. Strive for the development and management of county-level public transportation, and obviously enhance the ability to serve the national transportation center city, the strategy of strengthening transportation, the strategy of rural revitalization and the modernization of agriculture and rural areas.

1, strengthen the leading role of planning. In accordance with the new requirements and strategic deployment of policies such as "bus metropolis", "strong traffic province" and "high-quality development", we should give full play to the leading role of planning, improve the public transport planning system, establish the optimization and adjustment mechanism of public transport network, and scientifically allocate transport capacity.

2. Accelerate infrastructure construction. According to "Changsha County Urban and Rural Public Transport Integration Plan" and "Changsha County Conventional Bus Station Layout Plan", the county-wide bus station construction plan is formulated and implemented every year.

3. Actively develop intelligent public transport. Promote the combination of new technologies such as the Internet, big data and artificial intelligence with public transportation, promote the concept of "travel as a service", and promote the system construction of public transportation intelligent operation supervision, enterprise intelligent dispatching, travel information service, electronic stop sign construction, and big data decision support.

4. Increase the promotion of green bus. Actively implement the deployment requirements of carbon neutrality at the peak of carbon dioxide emission, build a green transportation system, improve the green travel environment, and increase the proportion of green travel.

5. Improve bus travel for the elderly. We will build a number of bus (electric) lines that respect and care for the elderly, add and update urban bus (electric) vehicles with low floors and low entrances, promote the aging transformation of urban bus (electric) stations, and equip them with barrier-free crossing boards to facilitate the elderly to get on and off, so as to improve the convenience level of transportation for the elderly.

6. Implement preferential fare policies. In order to reduce the travel cost and let the county residents generally enjoy the reform dividend, the 2 yuan one-vote system is implemented for urban public transport and urban and rural public transport in our county.

7. Strengthen service quality assessment. Establish and improve the public transport service quality evaluation mechanism, and conduct comprehensive service quality evaluation on vehicle facilities, operation services, safety production and operation management of public transport enterprises. Link the service quality evaluation results with government subsidies and rewards, further standardize the management behavior of public transport enterprises through service quality evaluation, and urge enterprises to continuously improve their sense of social responsibility and service level.

8. Scientifically formulate financial subsidy policies. Establish and improve the subsidy mechanism of the public transport industry, constantly improve the financial subsidy policy, and promote the sustainable development of the whole industry.

(3) The Plan specifies the following financial subsidy policies:

2, the city bus purchase subsidies. For the new energy buses listed in the Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles by the Ministry of Industry and Information Technology, with the approval of the county transportation department, the city bus enterprises will be given a one-time new car purchase subsidy. 3, bus IC card fare preferential subsidies. For the elderly, the disabled and other people who enjoy the free bus service by swiping the bus love card, the county finance will make subsidy accounting according to the actual number of people swiping the card provided by Changsha Bus Smart Big Data Technology Co., Ltd. For public transport enterprises that actively improve their management level, fully implement the main responsibility of enterprise safety production and provide quality services, they will be rewarded and subsidized for quality services in accordance with the Measures for the Evaluation of Passenger Transport Service Quality in Changsha County. 6. Other subsidies. The new policy document issued by the superior clearly subsidizes the bus industry, and it shall be implemented in accordance with the requirements of the superior document.
