2. What are the clear objectives and tasks of the plan?

A: (1) The clear objectives of this plan are as follows:

Highlight the public welfare nature of public transport, fully implement the priority development strategy of public transport, clarify the coordinated and unified development of urban public transport and urban and rural public transport, and strengthen the network integration of "rail transit+public * * * cars+* * bicycles";

2. 7. Strengthen service quality assessment. Establish and improve the public transport service quality evaluation mechanism, and conduct comprehensive service quality evaluation on vehicle facilities, operation services, safety production and operation management of public transport enterprises. Link the service quality evaluation results with government subsidies and rewards, further standardize the management behavior of public transport enterprises through service quality evaluation, and urge enterprises to continuously improve their sense of social responsibility and service level.

8. Scientifically formulate financial subsidy policies. Establish and improve the subsidy mechanism of the public transport industry, constantly improve the financial subsidy policy, and promote the sustainable development of the whole industry.
