chapter I general provisions article 1 these regulations are formulated in accordance with the laws and regulations of the state and the actual situation of this municipality in order to strengthen the management of city appearance and environmental sanitation, build a clean, beautiful, civilized and orderly modern city, and promote the development of social economy and spiritual civilization. Article 2 These Regulations shall apply to the urban areas, towns, independent industrial and mining areas and urban built-up areas of economic and technological development zones of this Municipality. Article 3 The principle of unified leadership, hierarchical management, division of responsibilities, and the combination of professional management and mass management shall be implemented in the work of city appearance and environmental sanitation. Article 4 Huainan City Appearance Management Bureau is the administrative department of city appearance and environmental sanitation of the Municipal People's Government (hereinafter referred to as the administrative department of city appearance), and is in charge of city appearance and environmental sanitation work according to law. Main responsibilities are:

(1) to implement the laws and regulations on the management of city appearance and environmental sanitation;

(2) to formulate and organize the implementation of the development plan of city appearance and environmental sanitation;

(3) Organize relevant departments to do a good job in the construction and maintenance of city appearance and environmental sanitation facilities;

(4) to organize, coordinate, guide, supervise and inspect the work of city appearance and environmental sanitation in all regions and departments, and carry out special rectification of city appearance and environmental sanitation;

(5) investigate and deal with violations of city appearance and environmental sanitation management according to law;

(6) to supervise and manage the funds and expenditures collected by the city appearance and environmental sanitation management according to law.

the district and town people's governments and sub-district offices shall be responsible for the management of city appearance and environmental sanitation within their respective jurisdictions in accordance with the responsibilities stipulated by the Municipal People's Government. Fifth people's governments at all levels should strengthen the publicity and education of laws, regulations and scientific knowledge of city appearance and environmental sanitation, improve citizens' awareness of city appearance and environmental sanitation, and develop good public health habits. Article 6 Departments of urban planning, industry and commerce, public security, transportation, real estate, public utilities, health, environmental protection, posts and telecommunications, etc. shall, in accordance with their respective functions and duties, cooperate with the administrative departments of city appearance to do a good job in the management of city appearance and environmental sanitation.

Chapter II City Appearance Management Article 8 The buildings and facilities on both sides of the main roads in the city should be kept in good appearance, beautiful and clean, and meet the city appearance standards stipulated by the state. Affect the city and endanger safety, property owners or users should be timely renovation, renovation or demolition. Article 9 Urban roads should be kept flat and smooth, and when pits, pits, bags and stagnant water appear on the road surface, or urban water supply, gas supply, drainage and sewage pipelines overflow, the property management unit should repair them in time. Article 1 The government encourages the decoration of buildings and facades on both sides of urban roads. Decoration should meet the requirements of urban planning, city appearance, traffic and safety, and accept the supervision and management of relevant departments. Article 11 Sunshade awnings set by shops and other units on both sides of major urban roads shall be suspended, neat, beautiful and safe, with a height of not less than 2.4 meters and a width not exceeding the sidewalk.

The balconies, external corridors, windows and roofs of buildings on both sides of main roads shall not be stacked, hung or covered with articles and facilities that affect the city appearance.

Ash, waste water and waste gas outlets are not allowed to face the road. Article 16 It is forbidden to post, depict or hang sundries on buildings, urban sculptures, street trees, telephone poles and other municipal public facilities on both sides of major urban roads.
