In order to effectively We will do a good job in recruiting non-commissioned officers directly from graduates of ordinary colleges and universities. In accordance with the spirit of the municipal recruitment notice, the relevant matters are now notified as follows:
1. Recruitment targets
Graduates of ordinary colleges and universities born.
2. Recruitment conditions
The majors studied should meet the needs of the army, unmarried, men should be no more than 24 years old, and women should be no more than 23 years old. Recruited graduates from ordinary colleges and universities whose majors have carried out vocational skills appraisal must obtain intermediate or above vocational qualification certificates issued by the state; the political and physical conditions of the recruited subjects shall be in accordance with the relevant regulations on the recruitment of compulsory soldiers.
3. Recruiting majors
The major codes for our school to recruit general undergraduate graduates are: Information Management and Information Systems (110102), Resource Exploration Engineering (080105), Mineral Processing Engineering (080103) ), Surveying and Mapping Engineering (080901), Civil Engineering (080703), Water Conservancy and Hydropower Engineering (080801), Transportation (081201), Electrical Engineering and Automation (080601), Communications Engineering (080604), Computer Science and Technology (080605)* **10 majors.
4. Stage division
This year’s recruitment of non-commissioned officers will begin in April and end in early August. It is specifically divided into the following five stages:
The first stage: organizational preparation stage. Before April 9, we will conscientiously study and understand the spirit of relevant documents issued by our superiors and formulate an implementation plan for direct recruitment of non-commissioned officers.
The second stage: publicity and registration stage. Before the end of May, use various channels to publicize the policy and regulations for recruiting non-commissioned officers from graduates of ordinary colleges and universities; set up registration points and organize college graduates to register; conduct visual inspections of pre-recruitment targets and determine the list of personnel for physical examination; Graduates should register at the college where they attend, and the college will report the registration status to the Ministry of the People's Armed Forces on May 30.
The third stage: the physical examination and political review stage. Before June 10 (the specific time will be notified separately), the district recruitment office will organize the applicants to undergo a physical examination at the Chenggong District People's Hospital; starting from June 15, political review will be conducted for those who pass the physical examination.
The fourth stage: the stage of reviewing new recruits. Before July 5th, the preliminary selection of candidates who have passed the physical examination and political examination will be completed, the files and materials of the initially selected personnel will be compiled, and submitted to the municipal recruitment office; before July 10th, the municipal recruitment office will conduct a review and collective review of the candidates initially recruited by our school. Recruiting soldiers, publicizing and signing the "Agreement on Directly Recruiting Non-Commissioned Officers from Graduates of General Colleges and Universities".
The fifth stage: organizational check-in and summary stage. Starting from August 1, the organization will organize personnel to report; before August 20, a work summary will be reported to the city.
5. Relevant requirements
(1) Pay high attention and strengthen leadership. The work of directly recruiting non-commissioned officers is tight, the tasks are heavy, and the requirements are high. All colleges should regard the direct recruitment of non-commissioned officers as a serious political task and an important task related to military construction and graduate employment, strengthen leadership, and strictly Organize, strictly follow the time nodes divided into five stages, and earnestly implement the work to ensure the successful completion of the direct recruitment of non-commissioned officers.
(2) Conduct thorough research and conduct in-depth publicity. Carry out publicity, mobilization and registration work carefully. Each college should carry out publicity and mobilization work in various forms, adopt various methods, and use various channels to ensure that everyone knows about the graduates; if the required major does not match the name of the major provided by the school, the major code shall prevail.
(3) Strictly control to ensure quality.
Each college must conscientiously implement relevant policies and regulations such as the "Regulations on Recruiting Non-Commissioned Officers Directly from Military Departments" jointly issued by the General Staff and other eight departments, and conscientiously organize registration and check academic certificates, student status files and related professional qualification certificates. During the recruitment work, it is necessary to strictly review conditions and standards, carry out work in strict accordance with procedural requirements, and strictly implement the provisions of the clean recruitment system to ensure the quality of recruitment.

Relevant policies and regulations on the direct recruitment of non-commissioned officers from graduates of ordinary institutions of higher learning
1. Non-commissioned officers refer to voluntary military service soldiers who are selected from compulsory soldiers or recruited from citizens with professional skills in non-military departments and awarded corresponding military ranks. Non-commissioned officers are divided into professional and technical non-commissioned officers and non-professional technical non-commissioned officers according to the nature of their work. In the army, non-commissioned officers include various squad leaders and professional and technical backbones.
2. In addition to performing the general duties of soldiers, non-commissioned officers must also be proficient in their own business, lead by example, assist officers in ideological and political work and administrative management, and play a backbone role in completing various tasks.
Soldiers occupy a special position at the grassroots level of the army, "at the head and the tail". That is, the "shi" of an officer, and the "official" of a soldier. They are the specific implementers of the regular ideological work and regular management work of the army. They are the most basic level of combat, training, management and technical backbone of the army. They are the "bridge" and "link" connecting officers and conscripts and are the basis for the stability of the army.
3. The length of service of a noncommissioned officer. According to the "Regulations on Active-duty Non-commissioned Officers of the Chinese People's Liberation Army" and the "Regulations on the Management of Active-duty Non-commissioned Officers of the Chinese People's Liberation Army", non-commissioned officers implement a phased service system, with six phases in total. The rank of non-commissioned officers corresponds to the service period, with one rank for each period and promotion step by step. That is, those who are approved as non-commissioned officers in each period are awarded the rank of first-class non-commissioned officers; after the first period of active service expires, first-class non-commissioned officers who are approved to enter the second period of active service are promoted to the rank of second-class non-commissioned officers, and so on. The length of service for non-commissioned officers is: three years each for the first and second terms; four years each for the third and fourth terms; five years for the fifth term; and more than nine years for the sixth term.
4. According to the military rank, the non-commissioned officers are divided into six levels: non-commissioned officers of the sixth class, non-commissioned officers of the fifth class, non-commissioned officers of the fourth class, non-commissioned officers of the third class, non-commissioned officers of the second class and non-commissioned officers of the first class.
According to the level: (1) Senior non-commissioned officers: Level 6 non-commissioned officers, Level 5 non-commissioned officers; (2) Intermediate non-commissioned officers: Level 4 non-commissioned officers, Level 3 non-commissioned officers; (3) Junior non-commissioned officers: Level 2 non-commissioned officers, Level 1 non-commissioned officers Level sergeant.
5. The salary package of non-commissioned officers mainly consists of basic salary and allowances and subsidies. Basic salary includes: military rank level salary, basic salary, and military seniority salary. Allowances and subsidies include: military career allowance, food allowance and welfare allowance, living allowance, marital separation allowance, job allowance, living difficulties allowance for military spouses, rent allowance and housing provident fund, child care, education allowance, regional allowance, professional position allowance, Health allowances for toxic and hazardous positions, etc.
6. Undergraduate students who have recently graduated from ordinary colleges and universities are appointed as second-term non-commissioned officers and awarded the rank of second-level non-commissioned officers. The starting salary standard for the military rank level is level two and one: starting from the month of the appointment order, the The corresponding salary standards for noncommissioned officers; other benefits shall be implemented in accordance with the relevant regulations of the State Council, the Central Military Commission, the General Staff Headquarters, and the General Logistics Department.
