Based on the actual situation in the district, the requirements for strengthening epidemic prevention and control in the district are as follows:

1. Road closures

Urban areas. Each sub-district office implements grid management of the communities under its jurisdiction. Back streets and alleys and old communities are closed and managed, leaving only one exit. Dedicated personnel are assigned to guard each intersection 24 hours a day, and access is strictly enforced. The checkpoints must be disinfected and body temperature tested;

Townships. Only one exit is left in each natural village, and the rest are blocked. Special personnel must be on duty at exits, inspections must be strengthened, and disinfection and body temperature testing measures must be implemented.

2. Watching the door

It is necessary to keep an eye on the door. Each sub-district office must fulfill its local prevention and control responsibilities and take overall responsibility for the management of residential buildings and courtyards. The management of courtyards without main buildings is led by each sub-district office; each unit’s courtyards shall strictly implement control measures and submit to territorial management. First, we must publicize it widely. Use large and small loudspeakers, promotional vehicles, slogans, banners, electronic screens, etc. to carry out publicity tips on disease prevention and health knowledge to residents, and improve residents' awareness of prevention. Second, we must strengthen door guards. All buildings and courtyards have strengthened the security guard force, equipped with disinfection facilities, and implemented round-the-clock entry and exit registration; outsiders are not allowed to enter, and internal personnel are not allowed to go out without special circumstances; except for special vehicles, other vehicles are not allowed to enter or exit.

3. Investigation

Each township, town and street must conduct two investigations: first, conduct an investigation from the edge to the bottom of the community and village group, door to door, to prevent missing a household; second, It is to conduct inspections of hotels and inns in the jurisdiction. Each unit is responsible for investigating its staff and family members. The focus of the investigation: whether there are people who have returned from Hubei, whether they have close contact with confirmed or suspected patients, whether they have fever, etc., check every day to find out the situation, and report the results in a timely manner.

4. Control

Implement the four regulations.

Returners from Hubei and Wuhan and those in close contact with confirmed or suspected patients are subject to home quarantine and must be quarantined for 14 days. Implement the subcontracting system. Urban communities implement the "four guarantees and one", that is, 1 street cadre, 1 community cadre, 1 volunteer, and 1 community doctor, subcontracting one household for home quarantine. Townships implement the "four guarantees and one", that is, one township cadre, one village cadre, one group cadre, one rural doctor, and one household for home quarantine. Persons responsible for subcontracting must carry out prevention and control work in an all-round way, strictly implement prevention and control measures, implement 24-hour shifts, strictly prevent and defend, and ensure that publicity, monitoring, and disposal are in place.

Except for official business and special needs, all personnel in the district are not allowed to leave their homes. Implement the requirement of "no going out unless necessary". For families that need to buy daily necessities, they should send someone with strong immunity from home to go out, wear a mask, and return immediately after purchasing. The district epidemic prevention and security patrol team toured various rural streets for publicity and inspection. If they found people traveling with more than three people, gatherings, and mobile vendors, they promptly investigated and dealt with them and encouraged them to return.

Except for medical stores, supermarkets with complete licenses, hotels, and inns, all other stores, restaurants, and stalls will be closed.

Bao village cadres, duty personnel, and grid administrators all wear masks, armbands, inspection certificates and other obvious signs, and take turns to be on duty at each subcontracting point day and night.
