1. Significance

Carrying out the national "Poverty Alleviation Day" activity is an important measure to fully implement the spirit of the 19th National Congress of the Communist Party of China and the latest poverty alleviation thought. The full demonstration of the results of guiding xx's poverty alleviation is of great significance in promoting the participation of all social forces in poverty alleviation and development. In recent years, our city's poverty alleviation work has achieved remarkable results. However, there are still 54,200 households and 137,300 people in the city who have not been lifted out of poverty. 122 poverty-stricken villages have not yet been listed, and 4 key counties have not yet been deprived of poverty. The poverty alleviation task remains arduous. All localities and departments should use the "Poverty Alleviation Day" activities as an important opportunity to promote poverty alleviation work, mobilize and guide all sectors of society to pay attention to, support and participate in poverty alleviation, and build a comprehensive poverty alleviation and development pattern that is coordinated by the government, market and society.

2. Basic Principles

The following principles should be followed in carrying out the "Poverty Alleviation Day" activities: first, government guidance and extensive participation; second, top-down linkage and mutual cooperation; third, innovative mechanisms, Precise assistance; fourth, comply with laws and regulations and focus on practical results.

3. Activity Arrangement

(1) Organize and participate in the province’s social poverty alleviation experience exchange meeting and the “Thousands of Enterprises Helping Thousand Villages” targeted poverty alleviation on-site meeting

(2) Citywide Poverty Alleviation Award Selection and Commendation Activities

The Municipal Poverty Alleviation Leading Group will select 10 winners each for the Organizational Innovation Award, Endeavor Award, Contribution Award, Dedication Award, and Organizational Innovation Award. The recipients of the Organizational Innovation Award are counties (cities, districts) and designated assistance units. The Endeavor Award, Contribution Award, Dedication Award and Innovation Award are awarded to individuals who have made outstanding contributions to poverty alleviation.

(3) Selection of essays on the theme of "My Help Story" and "My Journey Out of Poverty"

According to "About Carrying out "My Help Story" >Notice of the theme essay collection activity" (Yixuan Mingdian [2018] No. 20) requires that it be carried out. Selection of individual awards and organizational awards, individual awards: "My Help Story" and "My Poverty Alleviation Journey" essays each have 5 first prizes, 10 second prizes; 20 third prizes; 50 excellence awards; Organization Award: 5 outstanding organization awards will be selected for each county (city, district) and municipal unit; commendations will be given during the Poverty Alleviation Day activities, and medals, certificates and bonuses will be awarded to award-winning units and individuals. The winning works will be compiled into a book and publicized and reported in the news media.

(5) Counties (cities, districts), assistance units at all levels, and village-based poverty alleviation work teams at all levels independently carry out "Poverty Alleviation Day" activities

1. Each county ( The city/district) poverty alleviation and development leading group should organize all sectors of society to carry out a concentrated visit to the village and deliver projects, technology, information and other social assistance activities.

2. Organize a symposium between the village working team and functional departments based on the county (city, district) to communicate the situation, dock projects, implement policies, solve practical difficulties, and plan a number of assistance projects .

3. Designated assistance units and village work teams at all levels should organize unit cadres and employees to help contact caring enterprises to carry out poverty alleviation projects, village enterprise construction signings and other poverty alleviation activities. The assistance unit should carry out a survey activity into villages and households to visit the poor and ask questions about their hardships.

(6) Carry out the "Light up Micro Wishes" activity

All designated assistance units and assistance persons in the city should combine the "Poverty Alleviation Day" activities and go to the homes of poor households in a timely manner , face-to-face understanding of the actual difficulties and urgent problems existing in the production and life of poor households and the formation of "micro-wishes" of poor households. All assistance units and persons responsible for assistance must adhere to the principle of being based on reality and doing what they can, and actively "light up small wishes" for poor households. For those that are not realistic or cannot be helped to solve temporarily, we must do a good job in explaining them. All village-based work teams, poverty alleviation specialists, etc. should assist the person in charge of assistance to use the "China Social Poverty Alleviation Network" to publish "micro-wish" needs, and complete the "micro-wish" docking on the "China Social Poverty Alleviation Network" throughout the process, and all assistance units The person in charge of assistance must all register as caring persons on the Poverty Alleviation Network, and the number of successful connections must not be less than 30% of the number of "micro-wishes" of the unit's poverty-stricken households. This work will be included in the performance appraisal at the end of the year. After the "Poverty Alleviation Day" event, all municipal assistance units submitted a "Micro Wish" docking form (see attachment). Each county (city, district) should focus on the city's annual "Poverty Alleviation Day" activity plan and formulate implementation plans for the region and department based on actual conditions to ensure the effectiveness of the activities.

(3) Standardize operations and scientific management. Strengthen the management of activities, strictly manage the management, use, supervision and other aspects of raised funds, promptly publish information on Poverty Alleviation Day activities, social participation and fundraising funds, increase work transparency, and enhance the appeal and social credibility of the activities.

(4) Summarize the results and promote the good deeds. Leading units in all counties (cities, districts) and districts should strengthen statistics on the "Poverty Alleviation Day" activities, carefully summarize experiences, good practices, and good models, and report them to the Municipal Poverty Alleviation Office before October 23.
