Harbin Municipal People's Proposal Collection and Incentive Measures

Article 1 These Measures are formulated in accordance with the Constitution of People's Republic of China (PRC) in order to encourage people to participate in politics and give play to their enthusiasm and initiative in socialist modernization. Article 2 These Measures shall apply to the collection and reward of people's suggestions within the administrative area of this Municipality. Article 3 The people's suggestions mentioned in these Measures refer to the suggestions made by citizens of this Municipality and other places on the economic and social development of this Municipality (hereinafter referred to as suggestions). Article 4 These Measures shall be organized and implemented by the Municipal Petition Office (hereinafter referred to as the Municipal Petition Office). Article 5 People's suggestions mainly include the following scope:

(1) Suggestions on economic development;

(2) Suggestions on the development of social undertakings;

(3) Other suggestions. Article 9 The people's suggestion undertaking department shall, within 90 days from the date of receiving the people's suggestions assigned or transferred, feed back the opinions to the Municipal Letters and Calls Office, which shall reply to the suggestions. Article 10 After the people's proposal is adopted, the competent department of the beneficiary unit shall submit the effect of the people's proposal on the development of economic and social undertakings to the Municipal Letters and Calls Office. Eleventh according to the people's suggestions on the role and benefits of economic and social development, according to the following provisions to be a one-time reward:

(a) the first prize, award certificate, bonus 1000 yuan;
