What do you mean by non-agricultural and non-food?

"Non-agricultural" refers to the use of cultivated land for production and business activities other than agricultural production. "Non-food" mainly refers to farmers using cultivated land to grow non-food crops.

I. Non-agriculture

The scope of agriculture is relatively large, including grain planting, forestry planting, fruit and vegetable planting, aquaculture and animal husbandry, as well as some miscellaneous grains planting.

Among them, miscellaneous grains usually refer to grain and bean crops other than rice, wheat, corn, soybeans and potatoes. Mainly includes: sorghum, millet, buckwheat (sweet buckwheat, bitter buckwheat), oat (naked oats), barley, millet, millet, coix seed, grain amaranth, kidney bean, mung bean, adzuki bean (adzuki bean, adzuki bean), broad bean, pea, cowpea and lentil.

Second, non-food

There are many kinds of cash crops cultivated artificially in China, including fiber crops (such as cotton and hemp), oil crops, sugar crops (such as sugarcane and beet), three-purpose crops (drinks, spices and seasonings), medicinal crops, dye crops, ornamental crops, fruits and other cash crops.

"Non-food" is embodied in:

1, large-scale circulation of cultivated land does not grow food, and it is blindly used to expand urban areas, develop real estate and build roads; Some set up factories as development zones; Others raise the standard of forest belt at will; Or use excellent farmland to return farmland to forest and grassland at will.

2. The forestry and fruit industry occupies permanent basic farmland. Originally a major grain producing area, it was used by farmers to plant flowers and trees at will.

3. Digging pond culture and illegally taking soil. Permanent basic farmland is randomly used for breeding, digging ponds and raising fish.

4. Idle and barren permanent basic farmland, etc. For plots that are inconvenient to cultivate and have little economic benefit from cultivation, or in remote mountainous areas, terraced fields and areas where irrigation is not matched, some farmers neither transfer nor plant their own crops, and abandon their land at will, resulting in land waste.

Six prohibitions on non-agriculture

The General Office of the State Council issued the Notice on Resolutely Stopping the "Non-agriculturalization" of cultivated land, resolutely stopping the "non-agriculturalization" of all kinds of cultivated land, and clearly put forward six prohibitions:

1, illegal occupation of cultivated land for afforestation is strictly prohibited. It is forbidden to occupy permanent basic farmland to plant seedlings, turf and other plants for greening and decoration and other plants that damage the tillage layer.

2, it is strictly prohibited to exceed the standard construction of green channel. Along the highway is cultivated land, and the width of the green belt outside the scope of land use on both sides of the railway and highway shall not exceed 5 meters, of which county roads and township roads shall not exceed 3 meters. It is not allowed to illegally occupy cultivated land around rivers, canals and reservoirs, and it is not allowed to exceed the standard to build a green channel for permanent basic farmland.

The green land within the construction land for transportation and water conservancy projects should be examined and approved in strict accordance with the relevant regulations, and the occupation of cultivated land must be balanced. It is forbidden to illegally occupy cultivated land in the name of urban and rural greening construction.

3. It is strictly prohibited to illegally occupy cultivated land and dig lakes for gardening. It is forbidden to occupy cultivated land and permanent basic farmland without authorization in the name of river course, wetland and lake management, and dig fields and lakes for landscaping. It is not allowed to illegally occupy cultivated land in urban construction to build artificial wetland parks and artificial water conservancy landscapes.

4. It is forbidden to occupy permanent basic farmland and expand nature reserves. Newly built nature reserves should have clear boundaries and should not occupy permanent basic farmland. At present, the permanent basic farmland that has been included in the core protection area of nature reserves should be included in the ecological conversion of farmland and withdrawn in an orderly manner.

5. It is strictly prohibited to illegally occupy cultivated land for non-agricultural construction. Strengthen the approval of rural construction land and the management of rural construction planning permission, and adhere to the utilization of agricultural land. It is not allowed to engage in non-agricultural construction in violation of the plan, and arbitrarily occupy cultivated land to build houses.

6. It is strictly forbidden to grant land in violation of laws and regulations. Land transfer must conform to the national spatial planning, and construction projects that do not conform to the national spatial planning and land management laws and regulations and the national industrial policy shall not be approved. All regions shall not evade the approval of occupying permanent basic farmland by randomly adjusting the land and space planning of counties and townships.

Four prohibitions on non-food production

The General Office of the State Council issued the document "Opinions on Preventing Non-Grain Farmland from Stabilizing Grain Production" (No.44 [2020] of Guo Ban Fa), and put forward four prohibitions:

1, it is forbidden to occupy permanent basic farmland to plant seedlings and flowers turf.

2. It is forbidden to occupy permanent basic farmland to grow perennial cash crops such as fruits and tea.

3. It is forbidden to occupy permanent basic farmland and dig ponds for aquaculture.

4, prohibit idle, barren permanent basic farmland.
