Start from the integrity of the Yellow River Basin ecosystem, coordinate the development of the upper and lower reaches of the basin, and the left and right banks, and formulate a comprehensive "Yellow River Law" , integrating issues such as water resources utilization, water pollution prevention and control, fisheries, flood control, ports, transportation, landscape, etc. to establish a unified and comprehensive supervision system for the river basin.
