If dissuasion, criticism and education are ineffective, the public security organ shall warn, admonish or stop it; Violation of the laws and administrative regulations of assembly, procession and demonstration, or violation of public security administration, shall be punished by the public security organs according to law by taking necessary on-site disposal measures; If a crime is constituted, criminal responsibility shall be investigated according to law.

article 18 of the regulations on letters and visits, if a complainant proposes a letter and visit in the form of a visit, he shall do so at a reception place established or designated by the relevant authorities.

(4) staying in the reception place for letters and visits, causing trouble, or abandoning people who can't take care of themselves in the reception place for letters and visits.

(5) instigating, colluding, coercing, inducing others with property, manipulating others' letters and visits behind the scenes, or taking the opportunity to collect money in the name of letters and visits.

(6) other acts that disturb the public order and endanger the state and public security.
