Introduction to Resettlement Work Experience
Since the implementation of regional relocation in 2008, Yuhang Economic and Technological Development Zone has had a large number of people transitioning out of the country. Involving 12 communities and 13,967 people. With the gradual delivery of resettlement houses, the resettlement work is facing a major test. Last year, relying on the business guidance of district-level departments and the experience introduction of relevant towns and streets, the development zone combined reality and explored feasible paths for large-scale resettlement through trial and error. From piloting to promotion and implementation, the development zone successfully resettled Xiaolin and Jianfu. There are 1,271 households in the three communities of Zhuangli and Zhuangli, with a resettlement area of ??610,000 square meters. On this basis, this year we further summarized experience and refined the plan. In late June, 139 households in Nangonghe Community were resettled; in mid-August, 85 households in Groups 7 and 8 of Sheung Wanqiao Community, which had relatively complicated public sentiments, were successfully implemented. According to statistics, so far, 1,495 households have been resettled in the development zone, with a resettlement area of ??more than 700,000 square meters.
From last year's "quantity" control to this year's "quality" control, the relocation and resettlement work in the development zone has also experienced a process from scratch, from shallow to deep. There are difficulties and detours in this process, but what I feel most deeply is the full support of the Development Zone Party Working Committee and Management Committee for the resettlement work and the eager expectation of the resettlement households to "go home". This is the basis of our work and the source of confidence.
Revolving around the process of relocation and housing allocation, combined with the guidance of district-level departments and the actual practices of the development zone, let’s make a brief exchange below.
1. Analysis of the development zone housing process
According to the sequence of work, a phased summary:
(1) Mid- and long-term work focus
Relocation and resettlement work is a systematic project and a long-term work. "Look up at the stars and keep your feet on the ground", focus on the long-term plan for resettlement and do a good job in the current work.
1. Construction of resettlement housing
In order to maintain quality and promote the construction of resettlement apartments on schedule, the development zone always adheres to the "five grasps":
(1) Grasp the progress. (3) Pay attention to safety. We always adhere to the concept of "focusing on safety, ensuring quality, and promoting efficiency", tighten the string of safety production, and ensure that both safety and quality must be grasped, and both hands must be strong.
(4) Ensure security.
Establish a leading group for the construction of multi-high-rise apartments for farmers in the development zone to make overall arrangements and coordinate the construction of resettlement apartments, strictly control project quality, prioritize land for resettlement housing construction, and ensure that funds are in place.
(5) Focus on clean government. Focusing on the "Sunshine Project", we formulated and promulgated the "Management Measures for Government-Invested Construction Projects in Yuhang Economic Development Zone" to clarify and refine the management rules for the early stage of the project, bidding, contracts, and engineering changes, introduce a tracking audit system, and implement liaison throughout the entire construction process The order change and contact order reporting system ensures that the project has "high-quality projects and excellent cadres".
2. Construction of organizational system

(2) Convene various types of meetings at all levels, such as community team meetings, group leader representative meetings, household owner mobilization meetings, etc. Inform the room allocation method and each link, eliminate unstable factors, and build a good momentum. In particular, we should mobilize and enhance the enthusiasm of community teams, and regard the resettlement work as a test for community teams to improve their combat capabilities.
2. Issuance of publicity materials

3. Registration

4. Resettlement qualification review

5. Public announcement
In line with the principle of "fairness, openness, and impartiality", we must ensure that the procedures are legal, the process is transparent, and the results are public.

6. Organize house inspections

(4) Focus of work after house allocation
This stage mainly refers to the ten days after the house allocation activity and the subsequent property management period.

Based on the importance of maintaining on-site order, the development zone will postpone the work of fund settlement, signing of agreements, handover and check-in, etc. to a few days after the completion of house allocation. Implemented within days. Professionals will be deployed to form a settlement group and follow-up management group, which will be responsible for the settlement of funds and handover of housing for resettlement households. During settlement, the household is used as a unit, and there are two lines of income and expenditure. Receive first and pay later, and the entire group is settled. If the resettled households believe that the houses are defective, according to the work requirements of "everything is settled and everything has an echo", the follow-up management team will be responsible for the property and maintenance personnel to come to deal with it in a timely manner.
2. Property management
Explore property management methods, listen carefully to the opinions of the community and relocated residents, give full play to the strength of the community team, encourage innovation and courage to try, and start from the current situation of the "community community" Starting from the beginning, in accordance with the spirit of the documents drafted by the relevant departments at the district level, we will first use different management models in different communities to conduct a one-year pilot. (2) The "three public principles" are the foundation. Relocation is an out-and-out livelihood project that involves the vital interests of the relocated households in the jurisdiction. In this regard, the development zone has always implemented the "three public principles" of openness, fairness and impartiality throughout the entire process of relocation and resettlement, making the relocated households feel comfortable and reassured. At the same time, taking the account opening meeting as the starting point, we fully listen to the opinions and demands of the demolished households based on specific implementation measures for relocation and resettlement, such as packaging to groups and lottery rules, and formulate resolutions of the villagers' congress to truly achieve fairness and justice.
(3) Innovative methods are the key. The development zone's relocation and resettlement work faces its own characteristics such as a large number of resettlement people, a wide range of communities involved, and a long construction period of resettlement housing. It is particularly important to innovate the implementation methods of resettlement. In this regard, when formulating and promulgating the implementation measures for relocation and resettlement, the Development Zone went to relevant areas many times to learn from experience, conducted extensive surveys, listened to public opinion, and after many revisions and improvements, innovatively proposed the idea of ??"delivering housing to villages and packaging to groups." (4) Propaganda and mobilization are the guarantee.
