Measures for the Administration of Children's Sports Schools (20 1 1)

Article 4 The administrative departments of sports and education at or above the county level shall, under the leadership of the people's government at the corresponding level, make overall plans and be responsible for the division of labor, and coordinate and manage the work of youth sports schools. The sports administrative department is responsible for the daily management of the school, the training of students, competitions, the allocation and training of coaches, etc. The education administrative department is responsible for the management of matters related to students' cultural education, including teaching, teacher allocation and training. Article 5 The State encourages and supports enterprises, institutions, social organizations and individual citizens to establish private youth sports schools.

The establishment of youth sports schools shall not be for profit. Chapter II Establishment and Approval Article 6 A youth sports school shall run independently or be affiliated with ordinary primary and secondary schools from the reality. Article 7 Social organizations that hold youth sports schools have the status of legal persons, and individual citizens have political rights and full capacity for civil conduct. The juvenile sports school should have the legal person qualification. Article 8 The establishment of a juvenile sports school shall conform to the relevant national standards for the establishment of primary and secondary schools, and shall have training venues, equipment and facilities suitable for the established projects.

If a juvenile sports school independently carries out cultural education, it shall have cultural teaching facilities, equipment and teachers suitable for the scale of running a school. To carry out cultural education in the affiliated schools of ordinary primary and secondary schools, a joint school-running agreement shall be signed with the affiliated schools to clarify the rights and obligations of both parties. Ninth primary sports schools should set up sports according to local sports traditions and sports layout. Article 10 The establishment, alteration and termination of a juvenile sports school shall be proposed by the sports administrative department at or above the county level, and approved by the education administrative department at the same level in accordance with relevant laws and regulations. Chapter III Enrollment and Student Status Article 11 Elementary sports schools enroll students for ordinary primary and secondary schools according to the academic year.

When enrolling students in a junior sports school, the students to be enrolled are examined and tested for material selection. Article 12 After enrolling students, junior physical education schools shall conduct trial training for freshmen. Students who are not suitable for continuing special sports training after trial training will still return to their original schools. Thirteenth juvenile sports school students enrolled in the school registration change and management in accordance with the local school registration management measures. Chapter IV Ideological, Moral and Cultural Education Article 14 Youth sports schools should adhere to the principle of educating people, put moral education first, and enhance the pertinence and effectiveness of moral education. Education and teaching activities should follow the law of children's physical and mental development. Fifteenth sports schools should strengthen students' patriotism, collectivism and socialist ideological and moral education, and carry out civilized behavior education, legal education, Chinese sports spirit and sports professional ethics education. Sixteenth youth sports schools shall, in accordance with the compulsory education curriculum plan and curriculum standards stipulated by the state, select nationally recognized teaching materials, carry out cultural teaching, and develop school-based courses and other educational resources with regional characteristics according to local conditions. Seventeenth primary sports schools should ensure that students complete the nine-year compulsory education curriculum. Students who have completed the nine-year compulsory education course and passed the examination will receive corresponding primary and secondary school diplomas. Chapter V Sports Training and Competition Article 18 A juvenile sports school should implement the training policy of "selecting young seeds, focusing on the future, laying a solid foundation, systematically training and actively improving" and do a good job in basic training in selecting materials and cultivating talents. Article 19 A juvenile sports school shall reasonably arrange students' study and training time in accordance with the principle of giving priority to children and supplementing training. Twentieth juvenile sports schools shall, in accordance with the provisions of the "National Youth Teaching and Training Program", carry out scientific and systematic training for students, and the training time shall be controlled within 2.5 hours (including morning exercises) in principle.

If the performance of special sports reaches the technical grade standard of athletes, you can apply for the corresponding grade title. Twenty-first juvenile sports schools should adhere to the principle of using holidays, various forms and competitions nearby, and promote the popularization and improvement of physical training for children through competitions. Twenty-second juvenile sports school students can participate in sports competitions organized by sports and education administrative departments at all levels to train juvenile sports schools and the original transportation schools.

Disputes over the qualifications of student competition representatives shall be handled by the administrative departments of sports and education in accordance with the relevant provisions of sports competitions. Twenty-third youth sports schools should strengthen the medical supervision of students, prohibit the use of stimulants, prohibit overload training and prohibit corporal punishment. Chapter VI Teachers and Coaches Article 24 Teachers of cultural courses in primary physical education schools shall meet the qualifications prescribed by the state. Teachers of cultural courses in public primary sports schools are selected by the administrative department of education. Twenty-fifth youth sports school coaches to implement the appointment system. The appointed coaches shall meet the qualifications and post-holding conditions of coaches stipulated by the state.
