Interim Measures of Shandong Province on Blood Management

Chapter I General Provisions Article 1 In order to strengthen blood management, ensure the use of blood for medical purposes, safeguard the health of citizens and promote the construction of socialist spiritual civilization, these measures are formulated in accordance with the relevant provisions of the state and in light of the actual situation in our province. Article 2 Blood management as mentioned in these Measures refers to the management of blood donation, blood collection, blood supply, blood transfusion and blood use. Article 3 Our province implements the system of citizens' voluntary blood donation. All citizens of school age who live in the administrative area of Shandong Province have the obligation to donate blood. Advocate and encourage citizens to donate blood without compensation.

Organs, organizations, enterprises, institutions and other organizations and individuals within the administrative area of our province shall abide by these measures. Article 4 The system of unified management of blood sources, unified blood collection and unified blood supply (hereinafter referred to as "three unifications") shall be implemented in blood management. Fifth people's governments at all levels should strengthen the leadership of blood management.

Health administrative departments at all levels are in charge of blood management within their respective administrative areas.

The Red Cross Societies at all levels shall cooperate with the administrative department of health to publicize, organize and mobilize voluntary blood donation.

Press and publication, radio and television, culture and education and other relevant departments should do a good job in publicity and education of blood donation and blood science knowledge to the society. Chapter II Management Institutions and Their Duties Article 6 Duties of provincial health administrative departments:

(1) To implement the national laws, regulations, principles and policies on blood management, and formulate relevant rules and regulations and technical specifications;

(two) to formulate the province's citizens' voluntary blood donation planning and annual blood donation requirements;

(three) examination and approval and issuance of blood collection and supply licenses;

(four) supervision and inspection of the province's blood management;

(five) responsible for blood swap with other provinces. Article 7 Shandong Blood Center and blood stations at all levels are entrusted by the health administrative department at the same level to specifically handle the daily work of blood management within their respective administrative areas.

The provincial blood center is responsible for the professional guidance of blood work in the province and the "three unifications" of the provincial capital. Chapter III Administration of Blood Donation Article 8 Healthy citizens aged from 20 to 50 for men and from 20 to 45 for women shall voluntarily fulfill their blood donation obligations.

Before citizens donate blood, blood collection units shall conduct health examination in accordance with the relevant provisions of the state, and only after passing the examination can they donate blood. Ninth units must be in accordance with the requirements of blood donation put forward by the administrative department of health, do a good job of organization and complete the task of blood donation on time.

The Central Committee and other provinces, municipalities and autonomous regions in Shandong Province shall organize blood donation according to local blood donation requirements.

Units that have completed the blood donation requirements will be issued to blood donation card. Article 10 Citizens with work units shall organize blood donation by their units according to the requirements of blood donation and the arrangement of blood stations; Citizens without work units shall organize blood donation by neighborhood offices or villagers' committees according to the requirements of blood donation and the arrangement of blood stations. Eleventh citizens who voluntarily donate blood on a regular basis must bring their ID cards to the local blood station for blood donation registration. Twelfth citizens a blood donation of 200 to 400 ml, the interval between two blood donations shall not be less than 3 months. Article 13 After a citizen donates blood, the blood collection unit shall distribute the nutritional subsidy and snack fee for blood donation stipulated by blood donation card, a citizen's obligation, and enjoy public holidays on the day and the next day of blood donation. During the public holidays, wages, bonuses and other benefits due will not be affected. Fourteenth citizens to participate in blood donation, the blood collection unit issued a "blood donation certificate" and "blood donation medal". Fifteenth any unit or individual shall not engage in profit-making activities in the name of introducing citizens to donate blood, and shall not hire others to donate blood instead of units or individuals. Chapter IV Management of Blood Collection and Supply Article 16 Blood stations at all levels are professional institutions for blood collection and supply. Its blood collection and supply work can only be carried out after obtaining the "blood collection and supply permit" issued by the provincial health administrative department. No other unit may engage in blood collection and supply activities. Seventeenth production of blood products, must be approved by the provincial health administrative department, the blood source is arranged by the local blood station.

Blood, plasma and blood components for teaching and scientific research are supplied by local blood stations. Article 18 Blood stations at all levels shall strictly implement the blood donation physical examination standards and technical specifications for blood collection and supply, protect the health of blood donors and ensure blood quality. Chapter V Management of Blood Transfusion and Blood Use Article 19 When medical units at all levels use blood for patients, they should strictly implement the technical specifications and operating procedures of blood transfusion to ensure the safety of blood transfusion. Promote component transfusion and save blood. Twentieth citizens have the right to use blood when they need it for medical treatment of injuries. Twenty-first citizens who donate blood for free can enjoy the same amount of blood for medical use as those who donate blood for free. Chapter VI Awards and Penalties Article 22 In any of the following circumstances, the people's government, the administrative department of public health and the Red Cross Society shall commend or reward them:

(1) Individuals who donate blood 1 1,000 ml or more without compensation;

(two) all the people who met the conditions for blood donation in that year donated blood without compensation;

(3) Units or individuals that have made remarkable achievements in blood management. Twenty-third units did not complete the blood donation requirements, given a warning by the administrative department of health, and the deadline to complete the blood donation requirements; If the requirements are not completed within the time limit, it is suggested that the local people's government give informed criticism. Twenty-fourth in violation of the provisions of the "measures", one of the following acts, depending on the seriousness of the case, given a warning, informed criticism, confiscation of illegal income, and may impose a fine of less than 5 times the illegal income. If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law:

(1) Taking blood without the approval of the administrative department of health;

(2) Hiring others to donate blood as an impostor;

(3) Organizing others to sell blood for profit;

(four) the blood collection unit fails to collect blood, supply blood or supply unqualified blood according to regulations;

(5) Forging, altering or transferring relevant blood donation certificates;

(6) disturbing the order of blood donation and extorting money from blood donors.
