Article 3 All companies, departments and employees have the obligation to protect archives.

Chapter II Archives Institutions and Their Duties

Article 5 Each department of the company shall designate a special person to be responsible for the file management (i.e. the archivist).

Chapter III Archives Management

Article 8 Arrangement:

Business data management regulations

First, the main body responsible for business data archiving

The comprehensive business department is responsible for formulating business data management standards, guiding, inspecting and training the data archiving work of each business department, and each business department is responsible for the collection, collation, storage, identification, statistics and utilization of various professional and specific business data. Completed projects shall be filed by the business department and submitted to the office for unified preservation within the specified time. Second, the filing requirements

1. The contents of archived documents and materials must be true and accurate.

2. The archived documents and materials shall meet the requirements of document production, and the title, signature, time (year, month, day), seal, text and attachments, finalized official documents and their signing and publication, superior communication and undertaking forms, instructions and replies, and special complete sets of materials must be complete.

3. Archive documents should be of good quality, with neat handwriting and legibility.

4. The handwriting of archived documents should meet the needs of long-term preservation. Blue-black or carbon ink and high-quality ink should be used for writing or production. It is forbidden to use faded writing materials. Such as: ballpoint pen, pencil, carbon paper, pure blue (red) ink and other writing materials.

5. The paper format of filing documents shall meet the requirements. Generally, the document material should be A4 paper. A3 paper can be used if necessary, but it should be folded into A4 paper size when filing.

Provisions on the Administration of Business Archives of Financial Enterprises

Chapter I General Provisions

Article 1 These Provisions are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) Commercial Bank, the Insurance Law of People's Republic of China (PRC) and the Securities Law of People's Republic of China (PRC) for the purpose of regulating the management of business archives of financial enterprises.

(5) Companies engaged in exchange business, payment and clearing business and fund sales business.

Article 6 The archival department of a financial enterprise or the centralized management department of archival work (hereinafter collectively referred to as? Archives department? Article 7 A financial enterprise shall establish and improve a unified filing management system for business documents and materials; The formation, accumulation, sorting and archiving of business documents and materials should be included in the business workflow, business work or project plan, the scope of responsibilities of business departments and the post responsibility system of business personnel, the enterprise assessment system and the reward and punishment system to ensure the complete archiving of business documents and materials.

Article 8 A financial enterprise shall establish and improve relevant systems for keeping, utilizing, appraising and destroying business files, so as to ensure the truthfulness, integrity, effectiveness and safety of business files and meet the needs of enterprise evidence, responsibility, information and historical preservation.

Article 9 Financial enterprises shall establish an accountability system for archives work, and shall give corresponding punishment to those who fail to file or damage, lose or disclose archives.

Article 10 The business archives managers of financial enterprises shall have corresponding professional knowledge and skills in archives, and receive regular business training.

Chapter II Arrangement and Filing of Business Documents and Materials

Article 11 A financial enterprise shall, in accordance with the requirements of laws, administrative regulations, rules and regulatory documents of the State Council financial supervision and administration department and archives administration department, and in combination with business workflow, formulate the filing scope of business documents and materials and the retention period table of business files; When the business scope or workflow changes, it should be revised and improved in time.

The determination of filing scope and storage period shall conform to the national regulatory requirements for financial activities and the need to safeguard the interests of enterprises and the rights and interests of customers; The retention period of business files shall not be shorter than that stipulated by relevant laws and regulations; The retention period of electronic business files is not shorter than that of similar paper files.

Article 12 The archival department of a financial enterprise shall study and determine the filing, sorting and numbering methods of business documents and materials, formulate relevant standards and keep them relatively stable in accordance with the principles of following the formation law of documents and materials, keeping them organically linked, and facilitating storage and retrieval and utilization, and in accordance with the relevant provisions of the state.

Article 13 The business department of a financial enterprise shall, in accordance with the relevant provisions, sort out and file the documents and materials that should be filed according to the provisions, hand them over to the enterprise archives department for centralized management on a regular basis, and go through the filing handover procedures. The specific filing time can be determined according to the characteristics of business work. Article 14 The documents and materials of financial enterprises are generally filed in duplicate, and the number of more important or frequently used documents and materials may be appropriately increased.

Fifteenth business documents and materials belonging to enterprise management, the original documents and materials are stored in the management files, and the copies can be stored in the relevant business files and marked with cross-reference numbers.

Article 16 Financial enterprises shall file records in accordance with the relevant provisions of the state.

Seventeenth paper and electronic documents shall be filed simultaneously, and the contents, relevant explanations and descriptions of the documents shall be consistent; Business files that exist only in the form of electronic carriers shall be implemented in accordance with the relevant national regulations and standards on electronic file filing and electronic file management.

Article 18 When building a business information system, a financial enterprise shall have the participation of the archival department, who shall put forward relevant requirements for the filing management of electronic documents to ensure that the formed electronic documents can be filed and the filed electronic documents meet the requirements for the management of electronic documents.

Article 20 Where a domestic financial enterprise established by investment according to law has an overseas institution, it shall establish a business file management system for the overseas institution.

Chapter III Management of Business Archives

Twenty-first financial enterprises should be equipped with business file storage equipment and warehouses that meet the requirements of file protection and safety management, and ensure the normal operation of warehouse facilities and equipment.

Article 22 Financial enterprises should do a good job in the storage and security management of electronic business files in accordance with relevant requirements, ensure the authenticity, integrity, security and availability of electronic business files, and make heterogeneous and remote backups of important business files to ensure the security of business files. Financial enterprises are ultimately responsible for the security of archival information.

Article 23 If a financial enterprise outsources the management of business files, it shall strictly examine the information security guarantee ability and qualification of the contractor. When signing a contract agreement, it should be clear about the relevant responsibilities and agreed terms such as file security, information confidentiality and provision and utilization, so as to ensure the safety and utilization of business files.

It is strictly forbidden to outsource or entrust any social intermediary agency to keep business files involving state secrets.

Article 24 The archives department of a financial enterprise shall do a good job in the management of business archives and the statistical work of research and utilization of statistical data to ensure the integrity, accuracy and continuity of statistical data.

Twenty-fifth financial enterprises should establish a business file management information system, and gradually improve the management level of electronic business files. The functions of the business archives management information system shall conform to the relevant provisions of the state.

Chapter IV Utilization, Appraisal and Disposal of Business Archives

Twenty-sixth financial enterprises should compile business file retrieval tools to facilitate the retrieval and inquiry of business files.

Twenty-seventh financial enterprises should register the access and utilization of business files, and go through the examination and approval procedures if they use them beyond their authority.

Article 28 The archival department of a financial enterprise shall actively provide and use services for business archives, strengthen the compilation, research and development of business archives, and meet the needs of financial business activities and management of enterprises.

Financial enterprises must provide true and accurate business files for the relevant business supervision departments and judicial departments to perform official duties according to law.

Twenty-ninth financial enterprises should set up a file appraisal team composed of competent leaders, archives departments and business departments to appraise the expired business files in accordance with relevant regulations and form an appraisal report; Expired business files that have lost their preservation value can only be destroyed after being approved and signed by the person in charge of the enterprise. Files should be destroyed at designated places and supervised by special personnel. The destroyed files shall be registered and kept permanently together with the appraisal report. Business files that have expired but have not settled debts or other outstanding matters shall not be destroyed. Business files that are of great preservation value to the state and society should be preserved for a longer period of time.

Article 30 Where a financial enterprise is changed or terminated for various reasons, it shall properly handle its business files in accordance with relevant state regulations.

Thirty-first without the permission of the archives administration department, financial enterprises shall not take the business archives involving state secrets out of the country in any way or form.
