Article 4: It is strictly prohibited to keep private cars for public use, reimburse vehicle insurance, maintenance, refueling and other expenses in the name of public use of private cars, and accept or ask for gas cards from management service recipients, subordinate units or other units.

Article 5: It is strictly prohibited to travel on official business trips or use public funds to travel under the guise of unit collective activities, employee recuperation, training, seminars, investment promotion, etc. Subordinate units and relevant interest units , manage service objects to pay travel expenses.

Article 6: It is strictly prohibited to issue self-imposed policies to issue wage subsidy subsidies, issue wage subsidy subsidies beyond the prescribed standard range, and issue wage subsidy subsidies in the form of securities, payment vouchers, commercial prepaid cards, etc.

Improve investigation and research

(1) Pay attention to actual results. When studying and formulating important policies and major reform plans involving the interests of the people and health rights, it is necessary to conduct in-depth investigations and studies, perform social stability risk assessment procedures, extensively solicit opinions from all aspects of society, and fully adopt reasonable suggestions. Committee leaders conduct in-depth grassroots research on at least 1-2 key issues every year, and the research time is no less than 30 days each year. Uphold and improve the system of contact points for committee leaders. Research should go to places where health and family planning reform and development difficulties are concentrated, conflicts are concentrated, and people have many opinions, and more communication should be done with grassroots health and family planning workers and the public. After the investigation is completed, a research report reflecting the actual situation and targeted suggestions should be formed, and feedback should be given to the places and units under investigation in an appropriate manner.

(2) Strengthen overall planning and coordination. Research activities conducted by committee leaders at the grassroots level are coordinated by the General Office.
