In order to ensure the safety of public security and the personal and property safety of residents of our city, reduce environmental pollution and optimize the living environment, In accordance with the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Regulations on the Safety Management of Fireworks and Firecrackers, and the "Regulations on the Management of Fireworks and Firecrackers of Jining City", the municipal government decided to Fireworks and firecrackers are completely prohibited in relevant areas of Jining's central urban area. The relevant matters are now announced as follows:

1. Fireworks and firecrackers as referred to in this announcement refer to fireworks, firecrackers and firecrackers that are made of pyrotechnic powder as the main raw material and can produce smoke and sound after ignition. , fireworks bombs, electronic cannons, etc.

2. The following areas are prohibited from setting off fireworks and firecrackers:

South of the Zikuang Group Railway Special Line in the main urban area of ??Jining, west of the East Outer Ring Road, north of Linhe Road, 105 The national highway goes south to Jining Avenue and east to the south of Binhe Road;

South of Beihuancheng Road in Yanzhou District, west of the west bank of Sihe River, east of Da'an River, Fengyuan West Road-Dayu South Road —South Ring Road—north of the first line of Rilan Expressway.

3. In areas where fireworks and firecrackers are prohibited, no fireworks and firecrackers may be sold, transported, stored or set off at any time.

4. If a major festival truly needs to hold a fireworks show or other large-scale fireworks display in an area where fireworks and firecrackers are prohibited, the organizer shall apply to the public security organ and can only implement it after approval.

5. Anyone who sets off fireworks and firecrackers in an area where the setting off of fireworks and firecrackers is prohibited shall be ordered by the public security organ to stop setting off, and a fine of not less than 200 yuan but not more than 500 yuan shall be imposed; if it constitutes a violation of public security management, he shall be fined according to law. Administrative penalties.

6. Units or individuals engaged in celebrations, weddings, funerals and other services in areas where the setting off of fireworks and firecrackers are prohibited shall not provide related services for illegal setting off of fireworks and firecrackers. Anyone who violates the regulations shall be ordered to make corrections by the public security organ and shall be fined not less than 1,000 yuan but not more than 5,000 yuan.

7. Any unit or individual who illegally produces, operates, stores, or transports fireworks and firecracker products shall be punished in accordance with relevant laws and regulations; if it constitutes a violation of public security management, public security management penalties shall be imposed in accordance with the law; if it constitutes a crime, , pursue criminal responsibility in accordance with the law.

8. Anyone who refuses or obstructs law enforcement personnel of relevant functional departments to perform official duties in accordance with the law, refuses to stop setting off, or refuses to hand over fireworks and firecrackers shall be punished by the public security organs in accordance with the "Public Security Management Punishment Law of the People's Republic of China and the State" "Penalty shall be imposed according to the relevant provisions of "Criminal Law of the People's Republic of China"; if the circumstances are serious enough to constitute a crime, criminal liability shall be investigated in accordance with the relevant provisions of the "Criminal Law of the People's Republic of China".

9. The general public should consciously abide by the provisions of this notice. Anyone has the right to discourage the illegal production, operation, transportation, storage, carrying, and setting off of fireworks and firecrackers, or to report to the public security organs; if it is verified to be true, the reporter will be rewarded. 10. The ban on air pollution should be included in the assessment of air pollution prevention and control.
