Chapter I General Provisions Article 1 The China Disabled Persons' Federation (hereinafter referred to as China Disabled Persons' Federation) is a people's organization recognized by national laws and approved by the State Council, which is composed of disabled persons, their relatives and friends and disabled workers. Chapter III National Organization Article 13 National Congress The highest authority of the China Disabled Persons' Federation is the National Congress. The National Congress of Disabled Persons is held every five years and convened by the Presidium of the China Disabled Persons' Federation. Article 16 The Executive Council is the permanent executive body of the National Congress of the China Disabled Persons' Federation and its presidium, consisting of a chairman, vice-chairmen and directors. Members of the Council shall include representatives of all kinds of disabled persons or their relatives. The chairman is recommended by the presidium of the China Disabled Persons' Federation and appointed by the government for a term of no more than two terms. The vice chairman is nominated by the chairman, approved by the presidium and appointed by the government. Directors are nominated by the chairman and approved by the presidium. The executive board of directors implements the chairman responsibility system. The Council has an office to undertake the daily work of the China Disabled Persons' Federation. Article 17 Specialized Associations The China Disabled Persons' Federation shall set up specialized associations such as blind associations, deaf associations, disabled associations, intellectual disabled associations and their relatives and friends associations. The committees of specialized associations are elected by similar disabled persons and their relatives and friends among the representatives of the National Congress of the China Disabled Persons' Federation. The main tasks of specialized associations are to represent, contact, unite and educate the disabled, reflect their special wishes and needs, safeguard their legitimate rights and interests, seek social help, carry out appropriate activities and participate in international exchanges. A special association shall have a chairman and a vice-chairman, who shall be elected by the committee of the special association. Eighteenth group members and national social organizations related to the cause of the disabled can apply to join this association if they recognize their articles of association. Chapter IV Local Organizations Article 19 Local organizations of the China Disabled Persons' Federation shall be established in accordance with the administrative divisions of the state.
