In order to prevent the use of base channels for drug trafficking, the State Post Bureau requires logistics base enterprises to strictly implement three systems: real-name mailing, mail inspection, and machine security inspection.

In response to the prominent problem of drug trafficking activities using mail and delivery channels, the Office of the National Narcotics Control Commission and the State Post Bureau jointly issued the "Notice on Adapting to the New Situation and Further Strengthening the Anti-Drug Work in Mail and Delivery Channels" (hereinafter referred to as the "Notice"), requiring the establishment and improvement of drug trafficking activities. We will establish a working mechanism that connects management, prevention and crackdown, strengthen organizational leadership, strengthen departmental collaboration, deepen comprehensive management, promote technological innovation, and strictly prevent and severely crack down on drug trafficking activities using mailing channels.

According to reports, in recent years, the problem of drug trafficking through mail and delivery channels has been increasing, and the number of cases of drug trafficking through mail and delivery channels uncovered by public security agencies has increased significantly. In 2019, 2,552 drug trafficking cases through delivery and logistics channels were uncovered across the country, a year-on-year increase of 130%. Drug trafficking cases through delivery and logistics channels were uncovered in all provinces.

Since the outbreak of the new coronavirus, criminals have increasingly adopted the "Internet + delivery" method to engage in non-contact drug trafficking due to the flow of people and vehicles. Since the beginning of this year, a total of 546 such cases have been uncovered across the country.

Yunnan is adjacent to the "Golden Triangle" drug source area and is the starting point for overseas drugs to be trafficked through delivery channels. Since the beginning of this year, Yunnan has cracked 363 cases of drug trafficking through delivery channels and seized 902.1 kilograms of drugs.

The "Notice" requires that postal management departments at all levels and the Office of the Anti-Narcotics Committee must fully understand the importance and urgency of strengthening anti-drug work in delivery channels, further strengthen the main responsibilities of delivery companies, and implement a pre-job safety training system. Strengthen the management of employees, strengthen the construction of safety prevention facilities, clarify the consignee's responsibilities for delivery safety, and strictly implement the real-name collection and delivery system and the acceptance and delivery inspection system in accordance with the law.

The "Notice" emphasizes the need to further strengthen supervision and management, strengthen supervision of the express delivery market, increase law enforcement inspections, investigate responsibility for drug-related cases in delivery channels, and promptly file and investigate clues to illegal behavior of delivery companies. It is necessary to further intensify the crackdown, regularly report changes in the drug situation and the patterns and characteristics of drug crimes, and severely crack down on the organizers behind the scenes who use delivery channels to traffic drugs.

It is necessary to further implement territorial responsibilities and strive to promote the comprehensive management of mailing and delivery channels in various regions, especially in the border areas of Yunnan.
