Regulations on the Prevention and Control of Pine Wood Nematode in Huangshan City

Article 1 In order to strengthen the prevention and control of Bursaphelenchus xylophilus, protect the pine forest resources in Huangshan City, and maintain the natural ecological security, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Regulations on Plant Quarantine of the State Council, the Regulations on the Prevention and Control of Forest Pests and Diseases, and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention and control of Bursaphelenchus xylophilus and the quarantine of Pinaceae plants and their products within the administrative area of this Municipality. Article 3 "Bursaphelenchus xylophilus disease" as mentioned in these Regulations refers to a destructive Bursaphelenchus xylophilus disease caused by invasion and infection of pine trees.

The occurrence area of Bursaphelenchus xylophilus refers to the occurrence area of Bursaphelenchus xylophilus confirmed by legal procedures but not announced by legal procedures.

Key prevention areas refer to the key prevention and control areas designated and announced by the people's governments at or above the county level according to the needs of pine wood nematode prevention and control.

Pinaceae plants and their products refer to trees and their products that can be infected with Bursaphelenchus xylophilus or parasitized by vector insects, but do not include fiberboard, plywood, particleboard and charcoal that have been treated at high temperature and high pressure. Article 4 The prevention and control of Bursaphelenchus xylophilus should follow the principles of prevention first, comprehensive management, scientific prevention and control, classified policies and supervision according to law, implement the working mechanism of government-led, departmental cooperation and social participation, and adhere to the responsibility system of whoever manages and controls. The command organization for the prevention and control of Bursaphelenchus xylophilus established by the people's government at or above the county level, Huangshan Scenic Area Management Committee and Huangshan Economic Development Zone Management Committee undertakes the specific organization, command, coordination and supervision. (seven) responsible for the supervision and operational guidance of socialized prevention and control organizations.

Forestry pest control and quarantine institutions (hereinafter referred to as forest inspection institutions) under the forestry administrative departments at or above the county level are responsible for monitoring and early warning, inspection and quarantine of pine wood nematodes and related technical services and business training. Eighth relevant departments and institutions of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the prevention and control of Bursaphelenchus xylophilus.

Forestry, science and technology departments should support scientific research on the prevention and control of Bursaphelenchus xylophilus, and encourage the popularization and application of advanced and practical prevention and control technologies for Bursaphelenchus xylophilus.

Forestry, education, culture, radio and television departments should take various forms to publicize and popularize the knowledge of prevention and control of Bursaphelenchus xylophilus, and enhance the public's awareness and ability to prevent Bursaphelenchus xylophilus. The investigation and cleaning of dead pine trees shall be carried out in accordance with the requirements of the deployment and technical regulations of the forestry administrative department of the people's government at or above the county level, and the management units and individuals of pine trees and pine forests shall cooperate with each other and shall not refuse or hinder them.
