Regulations of Nantong Municipality on Rail Transit

Chapter I General Provisions Article 1 In order to standardize the management of rail transit, ensure the safety of rail transit, safeguard the legitimate rights and interests of rail transit related subjects and promote the healthy development of rail transit, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, operation, safety and related management activities of rail transit in this Municipality. Article 3 The term "rail transit" as mentioned in these Regulations refers to urban rail public passenger transport systems such as subway, light rail and urban rapid rail.

The term "rail transit facilities" as mentioned in these Regulations refers to the auxiliary facilities of rail transit, such as tracks, tunnels, viaducts, stations (including entrances and exits, passages), vehicles, electromechanical equipment, communication signal systems, and other related facilities set up to ensure the operation of rail transit. Article 4 The development of rail transit shall follow the principles of scientific planning, supporting construction, comprehensive development, safe operation and standardized service. Article 5 The Municipal People's Government shall strengthen its leadership over rail transit, incorporate the development of rail transit into the national economic and social development plan, establish a coordination mechanism for rail transit, timely study and solve major problems in rail transit, build a governance system for rail transit safety operation, and advocate green modes of travel such as rail transit.

The people's governments at the county level along the rail transit shall cooperate with the planning, construction, operation, comprehensive development and emergency treatment of rail transit. The land within the comprehensive development scope of rail transit land shall be planned synchronously, jointly supplied and developed in three dimensions according to the progress of rail transit construction; Projects that are inseparable in structure and must be implemented in a unified way should be built simultaneously with rail transit projects.

The comprehensive land development, commerce and advertising of rail transit shall not affect the traffic function and public service function of rail transit, and shall not harm the public interest.
