I. Basic information

II. Work progress

(1) Strengthen the organization and leadership of special work. At the same time, three working mechanisms are established. The Standing Committee of the district party committee listens to a report on the implementation of the work once a month; The second is to invest in the guarantee mechanism, led by the District Finance Bureau, and arrange special financial funds of X million yuan for rural human settlements improvement and beautiful countryside construction according to the annual tasks; Third, the supervision and assessment mechanism, led by the district assessment office, will incorporate the rural human settlements improvement work into the district government's annual target performance assessment of relevant departments in townships and districts to ensure the effective implementation of various tasks.

(II) Three revolutions in rural areas

1. Promote the toilet revolution in rural areas in an orderly manner. This year, there are 253 rural latrines in the whole region, including X latrines in combination with the construction of central village in beautiful countryside, and X latrines in natural villages (tasks assigned by provinces and municipalities). On the basis of fully investigating the use of toilet improvement by farmers in 218 and people's acceptance, this year, our district continued to refer to the toilet improvement model in 218, that is, adopting the assembled integrated three-compartment septic tank model, and hired the municipal urban and rural planning and design institute to organize the construction design of toilet improvement projects, formulate technical standards, and simultaneously carry out the bidding and procurement of toilets. The specific tasks of toilet improvement are decomposed into townships and villages, and the implementation director, responsible person and completion time schedule are clearly defined, while the tracking and scheduling of work implementation are strengthened. Up to now, all the work is progressing smoothly, and it is planned to be fully completed by the end of August.

2. Solidly carry out rural garbage control. First, steadily promote the integration of urban and rural sanitation, and establish a market-oriented mechanism for rural garbage collection and treatment. Changfeng Township, Xinzhou Township and Anqing Jinghuan Company signed an agreement in 218, and Jinghuan Company unified management and protection. From January to May, * * * handled 3,238 tons of rural garbage. The second is to strengthen the daily cleaning in the village, and strengthen the provision of cleaning staff. The two townships in the whole region are equipped with X cleaning staff, complete with cleaning equipment, and strive to achieve daily cleaning of domestic garbage. The third is to explore the pilot project of rural domestic waste classification, carry out the pilot project of waste classification in Changfeng Township, establish three waste sorting stations, vigorously carry out the propaganda and guidance of waste classification, and guide the broad masses of farmers to consciously form the habit of waste classification.

3. Steadily promote rural sewage treatment. First, speed up the construction of sewage treatment facilities, invest X million yuan, complete the upgrading of the resident sewage treatment facilities of Xinzhou Township Government, and ensure that the effluent quality of sewage reaches the standard. Combined with the construction of beautiful countryside, a new sewage treatment station will be built in Xinyi Village, Changfeng this year. Second, do a good job in the transportation and management of sewage treatment stations. At present, the sewage treatment facilities in the central village of beautiful countryside in the whole region have been fully covered, requiring townships and villages to strengthen management and protection and capital investment to ensure the normal operation of sewage treatment facilities. Third, strengthen the treatment of black and odorous water bodies in rural areas, and incorporate rural water environment treatment into the daily management of district river length system and lake length system, and at the same time increase the investigation and treatment of black and odorous water bodies. Last year, the treatment of two black and odorous water bodies in the lower drainage river ditch of Lianxing Village and the main river ditch of Hexing Village passed the acceptance of the Ministry of Environmental Protection and the Ministry of Housing and Urban-Rural Development, and

(3) the "three major actions" work

1. Focus on "Five Cleanups and One Reform". Conscientiously implement the spirit of the "Clean Action Plan for Rural Human Settlements in Anhui Province" issued by 18 departments including the Agricultural Office of the Provincial Party Committee and the Department of Agriculture and Rural Affairs, make clear that the main responsible comrades in districts and townships are "front-line commanders", take the village as a unit, guide farmers to participate, adjust measures to local conditions, promote by classification, and focus on the "five clean-ups and one reform" village clean-up action. From January to May, the whole region cleaned up 7 ponds and ditches in the village and cleaned up agricultural production waste. There are 11 administrative villages that regulate livestock and poultry free-range, 14 households have been cleared up, 312 waste billboards have been cleared up, 71 square meters of non-functional building area has been cleared up, and 7 clean sanitation publicity and education activities have been carried out, with 185 participants.

2. vigorously promote the recycling of livestock manure. Combined with the "1515" work of the beautiful Yangtze River (Anqing) Economic Belt and the rectification of environmental problems in the finless porpoise nature reserve, the district government set up a special action leading group for the resource utilization of livestock manure, which was dispatched and promoted by the deputy head of the district every month. There were 11 livestock farms (professional households) above designated size in the whole region, and 6 were closed last year; Five companies have completed rectification and reached the standard, and the matching rate of manure treatment facilities and equipment has reached 1%, and the comprehensive utilization rate of manure has reached over 85%. This year, on the basis of last year's rectification, the investigation and clean-up of livestock and poultry manure pollution were carried out again, and 51 free-range households were rectified. On May 29th, the district party committee held a "monthly dispatch" meeting of the pollution prevention and control headquarters in xx district, and it was made clear that the livestock and poultry breeding industry and farmers in tidal flats within 1 km of the river bank line in our district will be shut down according to law.

3. Continue to promote the promotion of village planning and construction. First, promote the implementation of village planning, and complete the preparation of rural construction planning in the whole region before the end of the year according to the unified deployment requirements of the city. Second, speed up the construction of beautiful countryside Central Village. According to the Layout Plan of beautiful countryside Central Village in Anqing City, our district plans to build 1 central villages, of which 8 have been completed and 2 are under construction, namely, Xinzhou Kangning Pioneer Central Village and Changfeng Xinyi Central Village. This year, the whole district plans to invest X million yuan to implement 12 construction projects. At present, the central village construction projects are being put up for bidding. Third, speed up the renovation to improve the appearance of villages, fully implement the "forest length system", promote the PPP project of ecological corridor and forest landscape improvement in xx District, build the green landscape corridor along the Yangtze River in Changfeng and Xinzhou, and create 1852 mu of economic forest, X mu of green landscape and 18 kilometers of highway landscape forest, with a total investment of about X billion yuan. At present, the project is being put up for bidding.

fourth, the next step of work

(1) further compaction of work responsibilities. We will improve the working mechanism of the "top leaders" of the party and government, strive to form a working pattern of grasping the responsibilities at one level and compacting them step by step, give the greatest support in terms of people, money and materials, coordinate all relevant departments directly under the district, and carry out their duties according to the division of responsibilities. In particular, we will urge the secretary of the township party Committee and the secretary of the village to get started in person, grasp the village leaders, mobilize farmers and organize implementation.

(2) further refine the tasks. Resolutely implement the "four clean-ups and single measures" proposed by the district Committee, that is, the list of problems, the list of tasks, the list of responsibilities, the list of standards and the accountability measures, and earnestly do the work of rural human settlements improvement. Adhere to the problem orientation, study and analyze the causes of the problems exposed in the "three major revolutions" and three major actions in rural areas in the early stage, and make rectification within a time limit, so as to be targeted.

(3) further strengthen supervision and assessment. We will improve the work promotion mechanism of "biweekly scheduling, monthly assessment, reward and punishment", and incorporate the rural human settlements improvement work into the annual target management performance appraisal, which will be included in the monthly enlarged meeting of the Standing Committee of the District Committee.

(4) further do a good job in mobilizing the masses. Intensify the propaganda and guidance of the work, fully mobilize the enthusiasm and initiative of the masses to participate, adopt a way that the masses like, vigorously carry out propaganda to improve the rural living environment, let farmers participate, respect their wishes and satisfy them. Mobilize the masses, organize the masses and serve the masses throughout the whole process of human settlements improvement, and continue to make efforts for a long time.

Since the centralized remediation of rural environment with "four treatments and six transformations" was carried out, XXX has been based on reality, closely focused on the overall goal of centralized remediation, carefully controlled the remediation requirements, refined the remediation content, defined the remediation scope, strictly regulated the standards, followed the supervision and assessment, and implemented the steps. The broad masses of cadres and people in the town have firmly established the idea of "playing a chess game", and formed the idea that leaders take the lead, cadres stay in the village and everyone participates.

(1) strengthen organizational leadership and improve ideological understanding

first, attach importance to thinking and carefully arrange deployment. After the mobilization meeting in the county, we acted quickly, immediately convened a joint meeting of the party and government groups, set up a leading group, studied and formulated an implementation plan, and held a mobilization meeting for centralized rural environment improvement in the whole town, refined specific work measures, carefully investigated and thoroughly investigated, decomposed work tasks, formulated remediation standards, made clear remediation priorities, strictly grasped the time nodes, and paid close attention to implementation. The cadres in the whole town are required to attach great importance to their ideological understanding, face the truth in their actions, and make every effort to carry out centralized rectification of urban and rural environment. The second is to conduct pressure and rely on real work responsibilities. Several meetings have been held to promote the rectification work of cadres of the "two committees" and to report on the progress, so as to further unify thoughts, raise awareness and strengthen rectification measures. Three interviews were conducted with six village trunks that were slow to move and had no obvious remediation effect to strengthen pressure transmission. The "binding" system is implemented vertically to the end and horizontally to the edge. The team members, government cadres and village cadres are responsible, and the villages, road sections, standards and time limits are determined, and the responsibilities are refined and decomposed layer by layer. All the township and village cadres went deep into the front line, took the lead in the rectification, and did not wait to rely on it, so that they worked hard, worked hard, and formed a working situation of mobilizing the whole people and grasping the management of * * *, which effectively ensured the smooth progress of the rural environmental sanitation rectification action in the town.

(2) Strengthen publicity and create a strong atmosphere

First, more than 1, proposals for maintaining environmental sanitation have been issued, more than 4 banners have been made, 15 permanent slogans have been written, 5-1 banners for environmental remediation have been hung in each village, and one leaflet for environmental remediation has been issued to every household. 129 notices of prohibition have been issued to business operators who have illegally built along main roads, and the form of daily radio publicity in each village has been adopted. Make full use of TV, radio, WeChat and other platforms to publicize and report the dynamic situation of environmental sanitation remediation in a wide range of channels, at multiple levels and in all directions, and conduct centralized publicity through propaganda vehicles to create a strong atmosphere for environmental remediation; The second is to publicize with practical actions by wearing party emblem, highlighting his identity and setting an example. The town party committee and government combined this action with the "three questions and four comparisons" discussion contest, with "five cities creating together" and with tackling poverty. They organized more than 4 cadres in party member, used the rest time on Saturday and Sunday, divided into three commandos, went deep into six key villages and participated in the rectification work with cadres and the masses, cleared more than 1,5 "five piles" and transported 2, old garbage. The third is to make XXX "Four Governance and Six Modernization" publicity documentary on urban and rural environmental improvement, publicize the good models and experiences of each village, expose the poor villages, and organize all township and village cadres to watch, so as to achieve the goal that the good villages will continue to upgrade their standards and the poor villages will continue to improve; The fourth is to increase the exposure of the phenomenon of "dirty mess" and bad behaviors such as illegal land occupation, littering and misplacing, educate and guide the masses to enhance their awareness of civilized environmental protection, and create a working atmosphere of centralized rectification of rural environment with interaction between towns and villages, linkage between upper and lower levels, * * * building * * * management * * * *.

(3) Give prominence to key points and carry out comprehensive improvement.

with the goal of "renovating three main highways, upgrading one main street and establishing ten demonstration villages", firstly, the focus should be on "cleaning up". Clean up the domestic garbage, construction garbage and informal garbage dumps, thoroughly clean up the "five piles" in the streets and lanes, implement the garbage disposal mode of "household classification-village collection-village removal-village treatment", build a number of garbage landfills, and implement fixed-point collection, fixed-point dumping, fixed-point removal and centralized treatment. Up to now, 12, cadres and masses have been mobilized, including 3,8 cadres from party member, 31,9 cubic meters of aged garbage have been transported, and 23,1 "five piles" in streets and lanes have been rectified. The second is to persist in focusing on "chaos". Taking "five evils and one beauty" as the main point of rectification, we organized a 4-member law enforcement brigade of the town and city construction office, the safety supervision office, the police station, the food and drug institute and the national land institute to jointly enforce the law on all areas involved in illegal construction, completely demolish 96 illegal construction sites and standardize the management of 82 shops along the road in the town. Standardize and rectify 76 fruit purchase markets in the town. The third is to persist in focusing on the treatment of "breaking". The rural broken walls, abandoned courtyards, rural dangerous houses, main streets, public places and pavement walls were comprehensively repaired and cleaned, and 64 were demolished and repaired, and 46 pavement walls were repaired and rectified. Strengthen the restoration and protection of ancient villages and historical buildings. The walls of 2 villages in the town have been whitewashed for 48, square meters, and the key demonstration villages have been put on cultural walls for more than 2, square meters. Among them, Qinjiazhuang and Nanyang City have completed cultural walls for 45 square meters, and Nanxinzhuang and ma jia zhuang cun have put on cultural pages for 82 pieces, and 15 fixed slogans have been written. The atmosphere of creating a good environment in the town has initially taken shape. The fourth is to persist in focusing on "pollution". Focus on rectifying the problem of cross-flow of rural sewage, increase the construction of drainage facilities in villages, and renovate drains in main streets of three villages and ponds in six villages. The fifth is to persist in focusing on "poor". To solve the problems of poor infrastructure construction and poor public service, and strive for project funds, 41 infrastructure construction projects (involving road hardening, wall beautification, drainage ditch repair, etc.) were completed in 2 villages in the town. Sixth, insist on ensuring "green" as the focus. The village greening work was planned ahead of schedule, and trees were planted on Tongcun Road, along the ditch, along the river and at the edge of the village head lane, in front of the house and behind the house, and on the road in the field. Three small gardens were built, and the upgrading of 8 garden villages and the greening of 3.2 kilometers of passages were completed. Seventh, we will continue to carry out winter operations focusing on garbage and firewood piles. The new cadres of the two committees in 2 villages in the town led the people of party member to set off a new round of rectification climax. At the same time, combined with environmental protection work, the mechanism of leading the main road sections, village cadres and households in party member was implemented. More than 1,5 cadres in party member were mobilized, more than 8 machines were used, and more than 1,2 garbage and firewood piles were cleared, which effectively consolidated the previous rectification results. Eighth, adhere to the long-term mechanism operation as the focus. On the basis of comprehensive improvement, 2 villages in the town have formulated feasible long-term operation mechanism of environmental sanitation according to their own reality, and earnestly consolidated the achievements of improvement. At the same time, leading bodies have been set up in each village to take charge of this work, and the relevant systems such as the Management System for Cleaning Staff, the Garbage Removal System, the Environmental Sanitation Supervisor System and the Reward and Punishment System have been improved, which has truly achieved early, regular and effective results. Guide peach growers to reasonably pile up and pile up at fixed points.

(4) Strengthen supervision and follow up from time to time

The town party committee and government have further strengthened supervision and inspection of centralized urban and rural environmental remediation actions, and all cadres of Baocun villages have gone to the countryside to supervise and support the environmental remediation work of Baocun villages. The town action leading group carried out uninterrupted supervision on the progress of environmental remediation work in 2 villages in the town, established a supervision ledger, tracked the rectification of problems, and conducted step-by-step interviews and supervision on cadres who were slow in remediation and failed to promote their work, and held informed criticism accountable. And this work will be included in the annual assessment, directly linked to rural environmental sanitation funds and main performance pay.
