In order to protect and cultivate forest resources and improve the ecological environment, these Provisions are formulated according to Article 1 of the Provisions of Liaoning Province on Closing hillsides for Grazing, the Forest Law of People's Republic of China (PRC) and relevant national laws and regulations, and the actual situation of our province.

Article 2 The scope of closing hillsides for grazing prohibition is all forest lands within the administrative region of this province, including barren hills and wasteland suitable for forest and land for returning farmland to forest as determined by the people's governments of provinces, cities and counties (including county-level cities and districts, the same below).

Article 3 The municipal and county people's governments shall be responsible for closing hillsides and forbidding grazing within their respective administrative areas. Provincial, municipal and county forestry administrative departments shall be responsible for the specific work of closing hillsides for grazing prohibition within their respective administrative areas. Animal husbandry, finance, agriculture and other departments shall, in accordance with their respective responsibilities, do a good job in closing hillsides to prohibit grazing.
