In order to further strengthen the management of residential decoration and renovation and effectively ensure the quality, safety and service life of residential buildings, the relevant matters are hereby notified as follows:

1. Improve ideological understanding and strengthen organizational leadership in residential decoration and decoration and the life and safety of the people Closely related, structural safety problems caused by decoration and renovation occur from time to time, especially in buildings damaged by the Wenchuan earthquake. This is directly related to the safety of people's lives and property, and is also related to social stability and the construction of a harmonious socialist society. Based on the actual situation of the region, we must focus on controlling barbaric decoration and preventing damage to house structures, constantly improve the working mechanism, innovate working methods, improve work style, strengthen leadership, clarify responsibilities, pay close attention to implementation, and strive to ensure the safety of residential decoration.

2. Strictly manage the system and implement relevant responsibilities. Construction authorities at all levels must comply with the State Council's "Construction Project Quality Management Regulations" and "Residential Interior Decoration Management Measures" (Ministry of Construction Order No. 110) and other relevant It stipulates that the local residential decoration management system should be further improved and the responsibilities of residential management units such as decorators, decoration companies and property service companies should be implemented. It is necessary to speed up the establishment of a credit management system for decoration companies and strictly punish the violations of laws and regulations by decoration companies and decoration companies. 3. Effectively strengthen supervision to ensure quality and safety. 4. Improve supporting policies and promote fully decorated houses. 5. Strengthen publicity and training and create a good environment.
