Chapter I General Principles

Article 1 In order to strengthen the technical management of construction safety, standardize the preparation, examination, demonstration, examination and approval, implementation, supervision and management of special safety construction plans, and prevent the occurrence of production safety accidents, these measures are formulated in accordance with the Regulations on the Administration of Production Safety in Construction Projects and the Measures for the Administration of Safety in Dangerous Sub-projects, combined with the actual situation of this province.

Article 2 These Measures shall apply to the preparation, examination, demonstration, examination and approval, implementation, supervision and management of the special construction scheme for the safety of construction projects engaged in construction and its supporting lines, pipelines, equipment installation and decoration projects within the administrative region of this province.

Article 3 The term "special construction scheme for building engineering safety" as mentioned in these Measures refers to the targeted safety technical measures documents independently compiled by the construction unit on the basis of compiling the construction organization (general) design, aiming at the dangerous partial projects.

The term "dangerous sub-projects" as mentioned in these Measures refers to sub-projects that exist in the process of building construction and may lead to casualties of employees or cause significant adverse social impact.

Article 4 When applying for a construction permit or going through safety supervision procedures, the construction unit shall provide a list of dangerous sub-projects and documents of safety technical measures.

Article 5 The construction unit and supervision unit shall establish a system for the preparation, examination, demonstration, approval and implementation of special plans, ensure the pertinence, feasibility and reliability of the plans, and organize the construction in strict accordance with the plans.

Chapter II Scheme Preparation and Scope of Expert Demonstration

Article 6 The construction unit shall prepare a special plan before the construction of the following dangerous sub-projects and temporary electrical equipment on the construction site with more than 5 sets (inclusive) or with a total capacity of more than 50 kilowatts (inclusive).

(1) Earthwork Excavation Project

1, earthwork excavation of foundation pit (ditch, trough) with excavation depth of more than 3m;

2. Earthwork excavation of foundation pits (ditches and troughs) with complicated geological conditions and surrounding environment;

3. Drilling and blasting engineering.

(2) Foundation pit supporting engineering

1, foundation pit (ditch, trough) supporting works with excavation depth of more than 3m;

2, geological conditions and surrounding environment complex foundation pit (ditch, trough) supporting engineering.

(3) Foundation pit dewatering engineering

1, it is necessary to adopt a foundation pit project with artificial water level reduction and excavation depth of 3m or more;

2. Need to use artificial to reduce the water level, geological conditions and complex surrounding environment of foundation pit engineering.

(4) formwork engineering and supporting system

1, tool template engineering, including sliding mode, climbing mode, flying mode, large template, etc.

2, concrete formwork support project

(1) The erection height is more than 5m;

(2) The erection span is more than 10m;

(3) The total building load 10kN/m2 and above;

(4) concentrated line load 15kN/m and above;

(5) The height is greater than the horizontal projection width of the bracket and relatively independent, without structural connection.

(5) Scaffolding engineering

1, floor-standing steel pipe scaffold;

(6) Lifting and hoisting works

1. Unconventional lifting equipment and methods, single lifting weight 10kN and above lifting projects;

2, the use of lifting machinery and equipment for installation engineering.

(seven) lifting machinery and equipment disassembly project

1. Installation, disassembly and jacking of tower crane;

2. Installation and disassembly of the construction elevator;

3. Installation and disassembly of the material hoist.

(8) Demolition and blasting engineering

1. Demolition of buildings and structures;

2. Demolition by blasting.

(9) Other dangerous projects.

4, cable-membrane structure installation project;

5, underground excavation, tunnel, pipe jacking construction and underwater operation engineering;

6. Offshore pile foundation engineering;

8. The adoption of new technologies, new processes, new materials and new equipment may affect the project quality and construction safety, and there are partial projects without technical standards, as well as other projects that need to prepare special plans.

Article 7 The following dangerous sub-projects exceeding a certain scale shall be demonstrated and reviewed by an expert group composed of engineers and technicians.

(1) Deep foundation pit engineering

1. Earthwork excavation, support and dewatering works for deep foundation pits (ditches and troughs) with an excavation depth of 5m or more;

2. Earthwork excavation, support and dewatering works for foundation pits (ditches and troughs) with complicated geological conditions, surrounding environment or underground pipelines;

3, may affect the adjacent buildings, structures and use safety of foundation pit (ditch, trough) excavation, support and dewatering engineering.

(2) Formwork Engineering and Supporting System

1, concrete formwork support project

(1) The erection height is 8m and above;

(2) The erection span is 18m or above, and the total construction load is greater than15kn/m2;

(3) the concentrated line load is 20kN/m or above;

2. Tool template engineering, including sliding mode, climbing mode and flying mode engineering.

3. Load-bearing support system: It is used for full-house support system such as steel structure installation, and bears a single point concentrated load of more than 7kN.

(3) Scaffolding engineering

1, erection of floor-standing scaffolding with a height of more than 50m;

2. Cantilever scaffolding with a cantilever height of 20 meters or more;

3. Attached lifting scaffolding with lifting height 150m or above.

(4) Lifting and hoisting works

1. Unconventional lifting equipment and methods, single lifting weight 100kN and above;

2, 2 or more cranes hoisting operation project;

3. Structural hoisting works with a span of more than 30m.

(5) Installation and disassembly of hoisting machinery

1, installation and disassembly of lifting equipment with lifting capacity of 300kN or above;

2, the height of 200m and above climbing lifting equipment demolition project.

(6) Demolition and blasting engineering

1, demolition by blasting;

2. Demolition works of wharves, bridges, chimneys, water towers and elevated buildings and structures;

3. Dismantle special buildings and structures that are easy to cause toxic and harmful gas (liquid) or dust diffusion and flammable and explosive accidents;

4. Demolition works that may affect the safety of pedestrians, traffic, power facilities, communication facilities or other buildings and structures;

5, the demolition of cultural relics protection buildings, excellent historical buildings or historical and cultural scenic spots.

(7) Other projects

1, curtain wall installation works for buildings with a building height of 50m or above;

2, span more than 36m and above the steel structure installation project;

3. Installation project of grid structure and cable-membrane structure with span greater than 60m and above;

4. Manual digging pile with excavation depth exceeding 16m;

5, underground excavation, tunnels, pipe jacking and underwater operation engineering;

6. The adoption of new technologies, new processes, new materials and new equipment may affect the project quality and construction safety, and there are partial projects without technical standards and other projects that need expert argumentation.

Chapter III Preparation and Approval of Planning

Eighth special planning by the construction unit, the staff should have intermediate professional and technical titles.

The general construction contract shall be organized and implemented by the general construction contractor. Among them, professional projects such as installation and disassembly of hoisting machinery and equipment, deep foundation pit, attached lifting scaffolding, building curtain wall and steel structure should be compiled by professional contractors.

Ninth in addition to the engineering construction standards have clear provisions, special programs should mainly include the following contents.

(1) Project profile: profile, construction layout, construction requirements and technical guarantee conditions of sub-projects with high risks.

(2) Compilation basis: the contents or provisions of laws, regulations, normative documents, standards and specifications, and the names of technical documents such as construction organization (general) design, survey design and drawings.

(3) Construction plan: including construction progress plan and material and equipment plan.

(4) Construction technology: technical parameters, process flow, construction method, inspection and acceptance, etc.

(5) Construction safety guarantee measures: organizational guarantee, technical measures, emergency plan, monitoring and monitoring, etc.

(6) Labor organization: full-time safety production management personnel and special operations personnel.

Article 10 The technical person in charge of the construction unit shall organize professional and technical personnel from the departments of construction, technology, equipment, safety and quality to review the special scheme.

At least two auditors should have intermediate or above professional titles. Among them, if expert argumentation is needed, at least 2 auditors should have senior and above professional titles.

Qualified, approved by the technical director of the construction unit; The implementation of construction general contracting shall also be reported to the technical director of the general contracting unit for approval.

Eleventh engineering supervision units shall organize professional supervision engineers to review the special scheme submitted by the construction unit, and those who are qualified shall be examined and approved by the chief project supervision engineer of the supervision unit.

Twelfth special plan preparation, review, approval and other personnel should be signed by me on the special plan approval form and indicate the professional and technical titles.

Chapter IV Expert Demonstration of the Scheme

Thirteenth experts need to review, after the approval of the special plan, the construction unit shall organize experts to review and demonstrate the plan, or entrust experts from third-party institutions with corresponding qualifications such as survey and design, scientific research, universities and engineering consulting to review and demonstrate the plan.

The implementation of the general construction contract, the general construction contractor shall organize experts to demonstrate.

Article 14 The expert group consists of more than 5 experts who meet the requirements of relevant majors. The number of personnel in the same unit in the expert group shall not exceed half; Personnel from all parties involved in the construction, survey and design, construction and project supervision of this project shall not become members of the expert group.

Experts of the expert group shall meet the following basic requirements:

(a) honest and trustworthy, decent style, academic rigor;

(two) engaged in professional work 15 years or more or have rich professional experience;

(three) with senior professional and technical titles or senior technician occupation qualification.

Fifteenth expert argumentation review should take the form of joint hearing. The following persons shall participate in the expert demonstration meeting:

(1) member of the expert group;

(2) personnel who plan;

(3) The project leader or technical leader of the construction unit;

(four) the construction unit responsible for safety, technical director, project director, project technical director, project full-time safety management personnel;

(five) the supervision unit project chief supervision engineer and related personnel;

(six) the technical person in charge of the project of the survey and design unit and the relevant personnel.

Article 16 The main contents of expert argumentation include:

(a) the content of the special program is complete;

(two) whether the calculation and checking basis of the special scheme conforms to the relevant engineering construction standards, and whether the mathematical model of the special scheme of the engineering project adopting new technologies, new processes, new materials and new equipment is accurate;

(three) whether the special plan is feasible and whether it conforms to the actual situation on the spot.

Seventeenth special planning demonstration, the expert group shall submit a demonstration report, and put forward clear opinions on the content of the demonstration.

The members of the expert group shall sign the demonstration report, indicate the professional and technical titles, and be responsible for the evaluation conclusion.

The report of the expert group should be attached to the special plan.

Eighteenth the construction unit shall, according to the demonstration report submitted by the expert group, revise and improve the special plan, which can be implemented only after the signature of the technical director of the construction unit, the project chief supervision engineer and the project director of the construction unit.

The implementation of construction general contracting, but also by the construction general contracting unit technical director of the audit and signature.

Nineteenth experts believe that the special construction plan needs major revision, the construction unit shall organize the revision according to the demonstration report, and reorganize the expert demonstration.

Article 20 The municipal construction project management department or the municipal construction project safety supervision institution with districts shall establish a special scheme demonstration evaluation expert database and an expert integrity file, update the expert database in time, publicize the list of experts, and provide personnel information for the scheme demonstration organization unit.

The professional categories and the number of experts in the expert database should be set according to the local actual situation, and the management system of personnel qualification examination methods, scope of application and expert responsibilities should be formulated by the municipalities.

Chapter V Implementation of the Plan

Twenty-first construction units must strictly implement the special plan, and shall not modify the approved special plan without authorization. Due to changes in design, structure and other factors, it is really necessary to modify, and the review, demonstration and approval procedures should be re-performed.

Twenty-second before the implementation of the plan, the planner or technical director shall make safety technical disclosure to the management personnel and operators of the project construction, technology, safety and equipment.

Construction personnel shall carry out the construction in strict accordance with the special scheme and safety technical disclosure.

Twenty-third in the process of the implementation of special planning, the construction unit or the project construction, technology, safety, equipment and other relevant departments shall check the implementation of special construction planning. The construction unit shall designate a special person to supervise the implementation of the special plan on the spot and monitor it according to the regulations. If it is found that the construction is not carried out in accordance with the special construction plan, the construction shall be stopped and rectified immediately.

Full-time safety production management personnel should conduct on-site supervision, and in case of emergency that endangers personal safety, they should immediately organize workers to evacuate the dangerous area.

The technical director of the construction unit shall regularly check the implementation of the special plan.

Twenty-fourth construction units shall establish and improve the acceptance system for the implementation of special programs. In the process of scheme implementation, the construction unit (or project) and supervision unit shall organize relevant personnel to accept the dangerous sub-projects that need to be accepted according to regulations. Acceptance, signed by the construction unit project technical director and project chief supervision engineer, before entering the next process.

The acceptance of sub-projects and sub-projects that need expert argumentation must be organized by the construction unit and signed by the technical director of the construction unit. The implementation of general contracting of engineering construction shall be organized and implemented by the general contracting unit.

Twenty-fifth engineering supervision units shall incorporate the projects requiring special planning into the supervision planning and supervision implementation rules, and shall formulate detailed and specific work flow, methods and measures for safety production supervision according to the engineering characteristics, surrounding environment and construction technology.

The supervision unit shall carry out on-site supervision of the division and sub-projects that need expert argumentation.

Twenty-sixth engineering supervision units should strengthen the supervision of the implementation of special programs. If it is not implemented in accordance with the special plan, the construction unit shall be required to correct it in time; If the situation is serious, the chief supervision engineer shall issue a project suspension order and report to the construction unit; If the construction unit refuses to rectify or stop construction, it shall report to the local construction project management department in time.

Article 27 If there are dangerous sub-projects on the construction site, the construction unit shall list them in a prominent position for publicity, and the publicity contents shall include: name, location, measures, construction period, person in charge of safety monitoring, report telephone number, etc.

Twenty-eighth construction project management departments at all levels should take dangerous projects as the focus of supervision, and if one of the following acts is found, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, it shall be punished in accordance with relevant laws and regulations.

(a) the construction unit fails to provide a list of dangerous sub-projects and safety management measures in accordance with the provisions when applying for construction permits or handling safety supervision procedures;

(two) the construction unit has not compiled, examined, demonstrated, approved and implemented the special plan;

(three) the supervision unit fails to review the safety technical measures or special construction plans in the construction organization design; Finding hidden dangers of safety accidents, failing to ask the construction unit to rectify or temporarily stop construction in time; The construction unit refuses to rectify or stop the construction, and fails to report to the relevant competent department in time.
