Provisions of Xiamen Municipality on the Administration of Chinese Characters in Society
(a) official documents, seals, certificates, awards, slogans, billboards and other words;
(two) the words used in newspapers, magazines, books, teaching materials and other publications;
(three) the words used in advertisements, plaques, signs, famous brands, place names and commodity packaging;
(four) the text used in film and television pictures and audio-visual products;
(five) all kinds of schools, kindergartens, teaching characters and campus characters;
(6) Characters used for information processing in computers and typewriters;
(seven) other social characters with notices and signs. Article 4 The following norms and standards must be implemented in the use of Chinese characters in society:
(1) Simplified Chinese characters shall be subject to the Summary of Simplified Chinese Characters, which was re-published by the State Council on 1986 10;
(2) The selection of variant characters shall be based on the First List of Variant Characters jointly issued by the Ministry of Culture and the China Language and Character Reform Commission in February 1955/KLOC-0;
(3) The printing of common glyphs shall be based on the List of Modern Chinese Common Characters jointly issued by the State Language Committee and the Press and Publication Administration 1988 in March;
(4) Chinese Pinyin shall be based on the Chinese Pinyin Scheme adopted by the Fifth Session of the First National People's Congress in February 1958; The spelling and word segmentation of Chinese Pinyin shall be subject to the Basic Rules of Orthography of Chinese Pinyin jointly promulgated by the State Education Commission and the State Language Commission 1988 in July.
(five) the uncommon words of place names at or above the county level shall be subject to the words of place names published nine times in the State Council from 1955 to 1964;
(6) Punctuation marks shall be subject to the Usage of Punctuation Marks jointly issued by the State Language Commission and the Press and Publication Administration in March 1990;
(7) The use of figures shall be subject to the Trial Provisions on the Use of Figures in Publications promulgated by the State Language Commission and the State Publishing Bureau on 1987 1 month;
(8) The use of units of measurement shall be subject to the Legal Units of Measurement in People's Republic of China (PRC) attached to the Order on National Uniform Implementation of Legal Units of Measurement issued by the State Council in 1984.
Newspapers, periodicals, books, audio-visual products and other publications issued overseas in this Municipality shall be implemented according to the Regulations on the Administration of Chinese Characters in Publications issued by the State Press and Publication Administration and the State Language Committee in August 1992. Article 5 The following Chinese characters shall not be used in Chinese characters used in society:
(1)1traditional Chinese characters in the summary of simplified Chinese characters in 1986;
(2) Simplified Chinese characters in the Second Simplified Chinese Characters (Draft) abolished by the state in1986;
(3) 1955 Variant characters excluded from the First Batch of Variant Characters Arrangement Table;
(4) 1965 eliminated old fonts in the old and new font comparison table. Article 6 There shall be no typos or self-made characters in Chinese characters used in society. Article 7 Traditional Chinese characters or nonstandard characters may be used or retained in the following situations:
(1) Original texts of cultural relics;
(two) the words used in the old plaque;
(3) finalize the design of registered trademarks;
(4) Handwriting of historical celebrities and revolutionary martyrs;
(five) calligraphy, painting and other works of art;
(six) Chinese newspapers, periodicals, books, audio-visual products and other publications published in Taiwan Province Province, Hongkong, Macao and other overseas regions approved by the relevant state departments and photocopied according to law;
(seven) other valuable social characters registered by the Municipal Language and Literature Working Committee and allowed to be retained. Article 8 The writing and printing of Chinese characters in society should generally spread from left to right. If you really want to walk vertically, you must walk from right to left.
The writing and printing of Chinese characters in society shall not use Chinese Pinyin alone, nor shall they use foreign languages alone. Article 9 Units and individuals who use Chinese characters in society that do not conform to these Provisions shall correct themselves within three months from the date of implementation of these Provisions. Tenth in violation of these provisions, the municipal or district language management department shall give informed criticism and order it to make corrections within a time limit; If no correction is made within the time limit, the municipal or district urban construction supervision department shall impose a fine of 100 yuan per word per day. Article 11 Where the units and individuals entrusted with writing, printing, lettering, casting and electronic display of Chinese characters in society use nonstandard Chinese characters, the entrusted party, as the responsible unit or person, shall be dealt with according to the provisions of Article 10 of these Provisions. Article 12 The Xiamen Language Working Committee shall be responsible for organizing the implementation of these Provisions, and the district people's governments and government departments shall, according to their respective functions and duties, do a good job in the management of Chinese characters in the city. Article 13 These Provisions shall come into force on 1 May 19961day.
