According to the results of joint consultation between China National Environmental Monitoring Center, Provincial Meteorological Observatory and Provincial Environmental Monitoring Center, due to adverse diffusion conditions, moderate to severe pollution may occur in our city in the coming week. In order to strengthen regional joint prevention and control, reduce the peak pollution and reduce the pollution duration, according to the relevant requirements of Xinxiang Heavy Pollution Weather Emergency Plan, the municipal attack headquarters decided to start heavy pollution at 10/8 on October 21.

One. Health protection measures

During the early warning period of heavily polluted weather, all localities are required to focus on strengthening the control of sewage enterprises in urban built-up areas and surrounding areas, and strictly deal with enterprises that have not stopped, have not been restricted, deliberately increased emissions and electricity consumption before the warning, or evaded control in the name of "unable to stop for safety reasons" and "equipment debugging and maintenance".

Dust source emission reduction measures

Housing and urban-rural construction departments and urban management departments are responsible for urging construction units to immediately stop outdoor dust-related and gas-related operations on construction sites, stop earthwork operations such as excavation, backfilling, on-site transportation, mixing lime and concrete chiseling, and stop urban building demolition, supporting roads and trench excavation. Approved emergency rescue, major livelihood projects and key projects can be constructed normally under the premise of strictly implementing the "six hundred percent" construction requirements. On the basis of daily road cleaning frequency, the urban management department scientifically arranges the cleaning and cleaning work mode according to the dispatching instructions.
