Chapter I General Provisions Article 1 In order to strengthen the construction of ecological civilization, adhere to ecological priority and green development, protect the ecological green space of Changsha-Zhuzhou-Xiangtan urban agglomeration, give full play to the ecological barrier and ecological service functions of ecological green space, and build a resource-saving and environment-friendly society, these Regulations are formulated in accordance with the provisions of relevant laws and administrative regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the planning, protection, supervision and management of the ecological green core area of Changsha-Zhuzhou-Xiangtan urban agglomeration. ?

As mentioned in these Regulations, the ecological green heart area of Changsha-Zhuzhou-Xiangtan urban agglomeration (hereinafter referred to as the ecological green heart area) refers to the inter-city ecological isolation protection area between Changsha-Zhuzhou-Xiangtan. Its specific scope is determined by the Master Plan of the Ecological Green Central District of Changsha-Zhuzhou-Xiangtan Urban Agglomeration (hereinafter referred to as the Master Plan of the Ecological Green Central District). Article 3 The protection of the ecological green center area shall follow the principles of scientific planning, ecological priority and strict protection. Fourth provincial people's government unified leadership of the ecological green heart area protection work, co-ordinate the handling of major issues in the ecological green heart area protection work. ?

The provincial people's government to determine the ecological green heart area protection coordination mechanism (hereinafter referred to as the ecological green heart area protection coordination mechanism) specifically responsible for the overall planning, organization and coordination, supervision and service of ecological green heart area protection. ?

The competent forestry department of the provincial people's government is responsible for the forestry construction and protection in the ecological green heart area. ?

Provincial People's government development and reform, industry and information technology, finance, natural resources, ecological environment, housing and urban and rural construction, water administration, agriculture and rural areas and other departments in accordance with their respective responsibilities, responsible for the protection of ecological green heart areas. ?

The people's governments of Changsha City, Zhuzhou City, Xiangtan City and counties (cities, districts) involved in the ecological green heart area specifically implement the protection of the ecological green heart area within their respective administrative areas. Fifth Provincial People's Government and Changsha-Zhuzhou-Xiangtan People's Government shall include the protection of ecological green space in the scope of government performance evaluation; The people's governments of counties (cities, districts) involved in ecological green space shall, according to the requirements of ecological green space protection, formulate a special assessment index system for the relevant township people's governments. Article 6 The people's governments at or above the county level and relevant departments shall carry out publicity and education on ecological civilization, publicize the importance of ecological green space protection by means of radio, television, newspapers, internet and other media, and raise the awareness of ecological civilization of the whole society. Chapter II Planning and Spatial Control Article 7 The overall planning of ecological green space is a comprehensive planning of ecological green space based on the regional planning of Changsha-Zhuzhou-Xiangtan urban agglomeration. Special planning, urban and rural planning, overall land use planning and other municipal planning involving ecological green areas should be consistent with the overall planning of ecological green areas. Article 8 The overall planning of the ecological green heart area shall be formulated by the provincial people's government, and its draft shall be formulated by the provincial ecological green heart area protection coordination agency.

When formulating the draft or revised master plan of the ecological green heart area, the provincial ecological green heart area protection coordination institution shall solicit the opinions of the Changsha, Zhuzhou and Xiangtan people's government and other relevant parties, conduct on-the-spot investigation and organize expert review. The provincial people's government shall submit the draft to the Standing Committee of the provincial people's Congress for deliberation before the overall planning of the ecological green heart area is adopted, and study and deal with the deliberation opinions.

After the promulgation and implementation of the master plan of the ecological green heart area, it shall not be revised except for major national construction projects.

After the overall planning of the ecological green heart area is formulated or revised, the provincial people's government shall report it to the Standing Committee of the provincial people's Congress for the record. Article 9 The people's governments of Changsha City, Zhuzhou City and Xiangtan City shall, according to the requirements and actual needs of the overall planning of ecological green heart areas, formulate zoning plans, which shall be submitted to the provincial people's government for approval after being audited by the relevant departments of the provincial people's government organized by the provincial ecological green heart area protection coordination agency, and reported to the Standing Committee of the provincial people's Congress for the record. Article 10 The regulatory detailed planning of the ecological green heart area shall be organized by the people's governments of Changsha, Zhuzhou and Xiangtan, and submitted to the competent department of natural resources of the provincial people's government for examination and approval; Before the examination and approval of the competent department of natural resources of the provincial people's government, it shall solicit the opinions of the provincial ecological green heart area protection coordination agency. Eleventh ecological green center is divided into prohibited development zones, restricted development zones and controlled construction zones, and the specific scope of each zone is determined according to the overall planning of ecological green center. ?

The provincial coordination agency for the protection of ecological green heart areas shall announce to the public the scope of ecological green heart areas, prohibited development zones, restricted development zones and controlled construction zones determined in the overall planning of ecological green heart areas. ?

The people's Government of Changsha, Zhuzhou and Xiangtan shall set up protection signs in prohibited development zones and restricted development zones. The setting style and requirements of protection signs shall be uniformly stipulated by the provincial ecological green space protection coordination agency. ?

It is forbidden to damage or move the protection signs in the ecological green space without authorization. Twelfth in addition to the ecological green zone to prohibit the ecological construction, landscape protection, necessary public facilities and local rural residential construction, other projects shall not be carried out. ?

In the restricted development zone, no other project construction shall be carried out except the construction, land consolidation, village and town construction and the construction of suitable tourism and leisure facilities as stipulated in the preceding paragraph.

Industrial and other construction projects that may cause environmental pollution are prohibited in the construction area.

Industrial and other construction projects that may cause environmental pollution in ecological green space should be withdrawn.
