Our main practices and experiences are:

Equipping and strengthening the village-level family planning work team is the premise to improve the level of village-level family planning work and fully implement villagers' autonomy. Over the past year, our town has attached great importance to the construction of village-level family planning work network, and regarded whether it can bear the burden of family planning work, whether the grassroots family planning work network is sound, and whether party member cadres can take the lead in implementing family planning as an important content to test the work of rural grassroots party organizations and improve the trinity management service system of village party branches, village committees and village family planning associations.

First of all, choose the appropriate village-level team that can manage the family planning work well. In the general election, we should take the lead in implementing family planning and actively participate in family planning work as an important basis for recommending candidates, give good protection to family planning work, and veto those who violate family planning or are not sure about family planning. During the village-level transition from 2004 to 2005, family planning departments actively participated, and organizations, civil affairs departments and other departments strictly controlled the candidates' family planning. Three village family planning experts were dismissed, and two candidates for village branch committees were rejected for violating family planning.

The second is to optimize the village-level family planning work team. We will fully implement the appointment management system, assessment and reward system and business training system for village-level family planning workers, and constantly improve the ability of village cadres to serve family planning work. Since 2004, the executive vice president of the village family planning association has been given a fixed subsidy. This year, the village family planning experts will be paid a unified salary, and the secretary of the village party branch will be paid 50% of the salary, so that the personnel are capable, the treatment is implemented and the responsibilities are clear.

The third is to consolidate the family planning work network of villagers' groups. The town's 469 villagers' groups * * * selected 462 members of the Family Planning Association to implement various system measures for family planning work to thousands of households.

Two, focus on laying a solid foundation, and actively promote the downward shift of the focus of family planning work.

In order to further shift the focus of work and promote villagers' self-government, our town has given priority to consolidating the foundation of village-level work and promoting balanced development.

The first is to grasp the train of thought in place. By holding training courses for village party branch secretary, village family planning specialist and village family planning association executive vice president, we can unify our thinking and make it clear that developing villagers' autonomy is the inherent requirement of family planning work, the inevitable trend of grassroots democratization process, and an important way to improve people's satisfaction rate, so as to continuously improve the ideological understanding of town and village cadres and lay a solid ideological foundation for promoting villagers' autonomy. In 2004, 26 villages voluntarily applied for villagers' autonomy. This year, villagers' autonomy in family planning has been fully rolled out. By the end of August, 39 villages in 4 1 town had formulated family planning villagers' autonomy regulations according to law.

The second is to catch up with backward transformation. Establish a rectification system of "entering the village later", focus on the management of villages with weak teams, unclear family planning foundation and poor management level, and pay close attention to the transformation of entering the village later in accordance with the requirements of "falling behind in one year, improving in two years and creating advanced in three years" to promote the balanced development of family planning work in the whole town. In 2004, the town dealt with the secretary of a village party branch who concealed the illegal birth of villagers by means of "canceling the qualification of' top ten village cadres', recovering the honorary certificate, recovering the bonus and notifying the whole town", which effectively managed the family planning work environment.

The fourth is to implement responsibility. Establish a responsibility mechanism for family planning work with a clear division of labor and consistent powers and responsibilities, and sign the "Responsibility Letter for the Management of Family Planning Villagers' Autonomy Goals" to clarify the work responsibilities and economic reward and punishment measures for family planning villagers' autonomy. At the end of 2004, 8 demonstration villages and 8 qualified villages were commended and rewarded, and 5 villages with illegal births and missing illegal births were investigated for responsibility. Two village cadres were disciplined by Party discipline, and 35 township leaders with management responsibilities were dealt with economically.

In order to ensure that the villagers' self-government work is carried out in accordance with the law, orderly and solidly, the town regularly supervises the development of the work, adopts the way of grasping the typical and promoting backwardness, and promotes the balanced development of the work by holding on-site war supervision meetings and inviting advanced models to introduce their experiences. The key to promoting villagers' family planning autonomy is to do everything possible to mobilize the enthusiasm of the masses to participate in family planning management and services. Over the past year, we have adhered to the interests-oriented, quality service as the carrier, paid great attention to the vital interests of the masses with great enthusiasm, and done more practical and good things for the masses. By increasing the policy impetus, we will actively create a good working atmosphere, encourage and stabilize the law-abiding behavior of family planning households, so as to make the masses demand family planning ideologically and support villagers' autonomy in action.

First, combine quality service with family planning villagers' autonomy, and make unified arrangements and implementation. In recent years, our town has effectively strengthened the construction of town service offices and village service rooms, invested 350,000 yuan to establish provincial demonstration service offices, improved the hardware facilities of village service rooms, and continuously expanded the service fields. The physical and mental health of people of childbearing age has been effectively maintained, and people's satisfaction with family planning work has been continuously improved. In July, 2004, our county invited family planning technical experts to the village to investigate and treat gynecological diseases, * * * treated 55 women of childbearing age1person, and found 2 women with gynecological diseases16, including 3 women with hysteromyoma, 2 women with endocrine disorders1person and various gynecological inflammations 192 people. In September, 2005, the Town Family Planning Association launched the activity of helping the poor and helping students, and organized its members to raise 7350 yuan, which solved the urgent need for children to go to school for 49 families with two daughters in 34 villages. Zhazi Village Family Planning Association mobilized its members to establish a flower and seedling base, and established a system in which the president and directors of the association contacted poor family planning households. Over the past year, 0/8 poor families in this village have been lifted out of poverty with the help of the association.

The second is to further improve and implement the social security mechanism for family planning families. The town has formulated a series of preferential policies for the one-child family and the two-daughter family, including paying the health care fee for the one-child family, subsidizing the old-age insurance premium for the two-daughter family, and setting up a "scholarship for girls to become talents" to give priority to supporting family planning families. Villages have also formulated preferential measures for family planning families: Zhazi Village implements free schooling for children from two-daughter families; Yongzhong Village subsidizes 5 yuan every time for women of childbearing age who actively participate in pregnancy monitoring, and insures 500 yuan old-age insurance for two women who consciously implement long-term birth control measures; Qiantang Village implements risk salary for the director of the Family Planning Association, and the monthly 60 yuan is linked to work performance. Other villages also responded. According to statistics, * * * 35 villages subsidize old-age insurance premiums for two female households; 23 villages give rewards to families who voluntarily give up giving birth again; 20 villages have stipulated preferential treatment measures for families with only children; 13 village subsidizes tuition fees for children of two female households; Nine villages provide subsidies or rewards to couples who implement pregnancy tests and birth control measures in time.

Through the implementation of villagers' family planning autonomy, the consciousness of village team members, family planning specialists and family planning associations has been generally improved, the villagers' legal awareness of family planning has been significantly enhanced, the enthusiasm of the masses to participate in family planning management has been effectively mobilized, the role of village-level democratic decision-making has been fully exerted, and the level of family planning work in the town has been steadily improved. The new management mechanism of "the responsibility system of the two committees, the association as the backbone, villagers' autonomy and the masses as masters of the country" is gradually taking shape.

Our town has taken an important step in promoting villagers' autonomy in family planning, and achieved certain results, but there is still a gap with the requirements of superiors and the realization of villagers' autonomy in the true sense. In the next stage, we will continue to reform and innovate, improve the initiative of villagers' autonomy, enhance the vitality of villagers' autonomy, and push the work of family planning villagers' autonomy to a new level.

First, improve the network and further build a new platform for family planning villagers' autonomy.

While carrying out centralized publicity activities, we will continue to select "good mother-in-law, good daughter-in-law and family planning demonstration households" in combination with the "Year of Marriage and Childbearing" activities, continue to vigorously publicize the family planning reward and assistance system, continue to preach the benefits and methods of family planning villagers' autonomy, and continuously improve the participation rate of the masses, so as to make the publicity work more targeted and timely, and form a strong atmosphere in which everyone consciously implements family planning.

Third, linking powers and responsibilities to further promote the healthy operation of family planning villagers' autonomy.

First, further create "sunshine family planning" and establish and improve the system of village affairs openness. The establishment of family planning village affairs column, regularly open the villagers' marriage and birth control, family planning rewards and punishments, reporting rewards and so on. For the members of the Family Planning Association, the job responsibilities and tasks are clearly defined through the issuance of member contact cards, information feedback is conducted once a month, and briefings are held once a quarter. At the end of the year, the appraisal is summarized and rewards and punishments are fulfilled; Conditional villages take out some funds from the village collective income every year, which are earmarked for the development and recognition of family planning villagers' autonomy.

The second is to further create "people-oriented family planning" and improve the interest-oriented mechanism. On the basis of implementing the legal social and economic policies of family planning households, we will actively urge villages to implement the villagers' autonomy regulations, implement the published quality service measures, and safeguard the legitimate rights and interests of the broad masses.

The third is to further create "honest family planning" and gradually establish a poverty alleviation mechanism. In the process of villagers' autonomy, we should effectively combine publicity and education, pairing assistance and solving difficulties, so that the living standard of families who consciously practice family planning is not lower than that of ordinary illegal families, and better implement the "four self" function.
