Measures of Changdu Municipality on the Administration of Tibetan Social Characters

(3) Tibetan characters such as the names of public facilities in urban public places, jiepai, road signs, traffic signs, vehicle door badges, house numbers and trademarks of enterprises and individual industrial and commercial households within the administrative area of this Municipality;
(4) Tibetan characters such as geographical names, scenic spots, tourist attractions, nature reserves and signs and inscriptions of cultural relics protection units within the administrative area of this Municipality;
(5) Tibetan characters for newspapers, books, audio-visual products, performances, video screens, etc. published in this Municipality;
(6) Tibetan characters for culture, sports, tourism, celebrations and publicity activities held in this city;
(7) Other Tibetan characters that are public and marked. Article 5 Translation of Tibetan social words:
(1) The two-way translation of Tibetan and national common words should follow the principles of fluency, faithfulness and conciseness, be accurate, standardized and concise, and try to adopt free translation except names of people, places and brands;
(2) street characters, signboards, road signs, place names, large-scale advertisements, scenic spots, station and airport signs, identity cards, official seals of government agencies, prefixes, house numbers, large-scale cultural and sports celebrations, banners, logos, slogans, announcements, notices and other important symbolic characters shall be translated by professional translators;
(3) If the translation needs to be standardized and unified or academic differences arise, it shall be examined and approved by the Municipal Tibetan Language Working Committee. Article 6 The standard of Tibetan social characters:
(1) When using Tibetan, organs, people's organizations, enterprises and institutions should choose to use Tibetan block letters, ebony scripts, vermicelli scripts, etc. according to different needs;
(2) Tibetan writing, printing, engraving and painting should be standardized, neat and easy to identify;
(3) Tibetan and national common characters should be standardized in size, and colors and raw materials should be unified;
(4) Tibetan and national common characters should be written according to the following rules: horizontal writing, Tibetan above, national common characters below, or Tibetan before and national common characters behind; Written vertically, Tibetan is on the left, and the national common characters are on the right; Circular arrangement, from left to right, Tibetan in the outer ring, national common characters in the inner ring, or Tibetan in the upper half ring and national common characters in the lower half ring; Tibetan and national common characters are written on two plaques, with the Tibetan plaque hanging on the left, the national common character plaque hanging on the right, or the Tibetan plaque hanging on the top and the national common character plaque hanging on the bottom; If other languages are needed, they shall be arranged in the order of Tibetan, national common languages and other languages;
(5) units with national unified specifications for plaques and signs shall, on the basis of retaining the original specifications, follow the laws and regulations of ethnic autonomous areas and add Tibetan characters. Article 7 The functional departments of the municipal and county (district) people's governments are responsible for the use of Tibetan characters in this system:
(1) The translation of important municipal documents and reports shall be supervised and managed by the municipal Tibetan language and character compilation department;
(2) The departments of culture, radio, film, television and press and publication shall be responsible for the supervision and management of the use of words in newspapers, periodicals, books and other publications, the printing industry, film and television, internet and entertainment places;
(3) The management department of housing and urban and rural planning and construction shall be responsible for the supervision and management of slogans, plaques, billboards, windows and other characters;
(4) The administrative department for industry and commerce and the technical supervision department shall be responsible for the supervision and management of the names of enterprises, individual industrial and commercial households, advertisements, trademarks, packaging, descriptions, licenses and other words;
(5) The civil affairs departments shall be responsible for the supervision and management of Chinese characters such as place name signs, administrative boundary markers and names of buildings with geographical names;
(6) The public security, transportation management and civil aviation departments shall be responsible for the supervision and management of characters such as traffic signs, gate badges of large and medium-sized cars and taxis, and airport signs;
(7) Travel agencies, hotels, residential receptions, farmhouses, scenic spots and highway tourist signs, advertisements and other words shall be supervised and managed by the tourism department;
(8) Chinese characters used in school teaching and campus culture shall be supervised and managed by the education department;
(9) The ethnic and religious departments shall be responsible for the supervision and management of the use of Chinese characters in places for religious activities.
