For units that have not received the task of planting trees, the greening management department shall not charge the greening fee. Article 4 For those units and individuals who pay the greening fee without approval and refuse to perform the obligation of planting trees for the whole people, or who fail to complete the assigned tasks in the voluntary tree planting activities for the whole people, the greening fee shall be collected according to the standard of 2 yuan per person per year. Fifth national voluntary tree planting and greening fees should be under the guidance of the office of the Municipal Greening Committee, and collected according to the current charging system. Sixth taxi companies and individual taxi drivers pay the national voluntary tree planting and greening fees, the office of the Municipal Greening Committee may entrust the taxi management department to be responsible for the collection; Private enterprises and other individual operators to pay the national voluntary tree planting and greening fees, city and county (city), the District Greening Committee Office may entrust a department or organization with the ability to collect. The entrusted department may withdraw the handling fee according to 5% of the total amount of green fees. Seventh departments that collect the national voluntary tree planting and greening fees shall go to the municipal price department for the license fee, and use the bill for the national voluntary tree planting and greening fees uniformly printed by the provincial finance department; Fee income shall be turned over to the finance at the same level. Eighth to pay the national voluntary tree planting and greening fees, administrative institutions in the balance of funds or extrabudgetary income charged; Enterprises and institutions shall be charged in the after-tax profit; Private enterprises and individual operators who fail to perform the obligation of planting trees shall bear their own expenses.
