Yinchuan city elevator use safety regulations

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of the People's Republic of China on the Safety of Special Equipment, the Regulations of the State Council on the Safety Supervision of Special Equipment and other laws and regulations, and in combination with the actual situation of this Municipality, in order to strengthen the elevator safety work and ensure the personal and property safety of the people. Article 2 These Regulations shall apply to the use safety, supervision and management of elevators within the administrative area of this Municipality.

As mentioned in these Regulations, elevators include manned (cargo) elevators, escalators and moving sidewalks. The specific scope is determined according to the Catalogue of Special Equipment and the safety technical specifications of special equipment approved by the State Council, excluding elevators used by individuals or single families. Article 3 The people's governments of cities and counties (cities) shall strengthen their leadership over the safety of elevator use within their respective administrative areas, establish a coordination mechanism, and co-ordinate the supervision and management of elevator use safety.

Neighborhood offices and Township People's governments shall assist relevant departments to do a good job in elevator safety supervision and management. Fourth city, county (city) district market supervision and management department is responsible for the supervision and management of elevator safety in this area.

Transportation, housing and urban and rural construction, education, commerce, culture and sports tourism, public security, fire protection, health planning commission, emergency departments, according to their respective responsibilities, do a good job in elevator safety supervision and management. Fifth city, county (city) district market supervision and management departments should strengthen the publicity and education of elevator safety knowledge and enhance public safety awareness.

Elevator users, news media and industry associations should popularize and publicize elevator safety knowledge and common sense, and advocate civilized use of elevators.

Kindergartens and schools should take elevator safety knowledge as an important part of safety education, and cultivate the habit of safe and civilized use of elevators for children and students. Article 6 The elevator industry association shall strengthen industry self-discipline and carry out the following work:

(a) to promote the construction of industry credit system, carry out industry information analysis and research, and release industry information such as maintenance hours and maintenance reference prices of different categories (types) and floors of elevators;

(2) Organizing publicity, consultation, education and training;

(three) to participate in the formulation of relevant standards and assist relevant departments in technical appraisal, supervision and inspection;

(four) to participate in the construction and management of the elevator remote monitoring system, to participate in the emergency rescue work of elevator accidents (faults), and to standardize the emergency rescue behavior. Seventh to encourage the use of advanced technology and scientific management measures, the establishment of elevator remote monitoring system, the implementation of elevator operation remote monitoring and emergency treatment. Elevator inspection and testing institutions, regulatory authorities, elevator production, use and maintenance units should be included in the elevator remote monitoring system, and relevant data should be connected to the smart city big data platform. Chapter II Use and Maintenance Article 8 Construction units, design units and construction units shall set up elevators in accordance with relevant regulations and standards, and build elevator shafts, machine rooms, pits and other buildings and ancillary facilities related to elevator use safety. Ninth elevator users should fulfill the obligations of elevator safety management and be responsible for elevator safety.

Elevator use units are determined according to the following principles:

(a) the newly installed elevator has not been handed over to the owner, and the project construction unit is the user;

(two) the elevator entrusted by the property service unit, the property service unit is the user;

(three) the elevator managed by the property unit itself, and the property unit is the user;

(4) If the elevator belongs to * * * and is not managed by others, * * * someone agrees to use the unit in writing.

The elevator that does not clearly use the unit shall not be used. Tenth elevator users should register the use of the elevator before it is put into use or within thirty days after it is used.

If the registration information of elevator use is changed, the user shall go through the formalities of change within 30 days after the information is changed.

If the elevator is scrapped, it shall go through the cancellation procedures within 30 days after scrapping.

When the elevator is stopped for more than one year or the stop period exceeds the regular inspection date, the user should take effective protective measures and go through the stop procedures within 30 days after the stop, and go through the start procedures before re-opening. Eleventh elevators that have not gone through the delivery procedures or failed to pass the supervision and inspection shall not be used by any unit or individual except the elevator installation, renovation and maintenance units for debugging and testing according to the safety technical specifications. Twelfth elevator users should organize maintenance according to the safety technical specifications of special equipment and the requirements of product installation, use and maintenance instructions, as well as the actual use of elevators.

The user shall entrust a maintenance unit with corresponding qualifications to carry out maintenance, and sign a maintenance contract with the maintenance unit to stipulate the maintenance period, content, frequency and the rights and obligations of both parties. Thirteenth elevator users should abide by the following provisions in the management of elevator use:

(a) establish and improve the elevator use and operation safety management system and operating procedures, and strictly implement them;

(two) establish and improve the elevator ledger and safety technical files, users change, should be randomly handed over to the ledger and safety technical files;

(three) users who use more than 30 elevators (including 30 elevators) shall set up elevator safety management personnel, and other users shall be equipped with full-time elevator safety management personnel;

(4) According to the elevator daily inspection and hidden danger investigation system, eliminate hidden dangers in time, make daily inspection records and hidden danger accounts, and collect and file witness materials for safety hidden dangers rectification;

(five) to supervise and cooperate with the elevator maintenance;

(six) elevator safety accessories, safety protection devices, such as regular calibration, maintenance, and make records;

(seven) regularly check the elevator emergency rescue equipment and facilities, and make records;

(eight) effective elevator signs, safety instructions, safety precautions and warning signs, as well as emergency rescue telephone numbers and elevator emergency disposal signs are posted in a prominent position in the elevator car;

(nine) in abnormal circumstances such as elevator failure, passengers are explicitly prohibited from taking the elevator in a prominent position;

(ten) when passengers are trapped due to elevator failure, immediately arrange elevator installation, renovation and maintenance operators to take measures to organize rescue, and do a good job in comforting trapped passengers;

(eleven) in the elevator car set up emergency alarm device and emergency rescue telephone, to ensure its normal use, emergency alarm device and emergency rescue telephone receiver should be sent on duty 24 hours a day;

(twelve) to ensure the normal use of elevator car emergency lighting and other facilities and equipment;

(thirteen) to formulate a special emergency plan for elevator accidents, organize no less than one emergency rescue drill every year according to the plan, and file the witness materials for future reference;

(14) Check the operation of elevator operators, correct the illegal operation in time, conduct safety education and training for elevator safety management personnel and operators, and file the education, training and assessment records for future reference;

(fifteen) handling elevator safety complaints within one hour, feedback the complainant within twenty-four hours, and make a record of complaint handling;

(sixteen) found in violation of the elevator ride norms, to stop;

(seventeen) found that there are serious accidents in the elevator, immediately stop using the elevator, and report to the local market supervision and management department;

(eighteen) other provisions of laws, regulations and technical specifications.
