Provisions of the Ministry of Construction on Strengthening the Management of Outdoor Advertising and Neon Lights

Article 1 In order to strengthen the administration of city appearance, beautify the city environment and promote economic prosperity, these Provisions are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation issued by the State Council. Outdoor advertisements, neon lights, slogans, electronic display boards, light boxes, galleries, windows and other facilities (hereinafter referred to as advertisements and neon lights) set up in Nijo Castle City shall be in a reasonable position, and the layout shall be in harmony with the street view, keeping them intact, clean and beautiful. Article 3 Advertisements and rainbow lights shall be healthy in content, standardized in writing and clear in handwriting. The design and lighting display are complete and eye-catching. Article 4 The installation of advertisements and neon lights must be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city, and the examination and approval procedures shall be handled in accordance with the relevant provisions. Article 5 Advertisements and neon lights approved for installation shall be maintained and managed according to the principle that whoever installs them shall maintain and manage them.

Advertisements and neon lights installed on buildings, structures or other carriers shall be maintained and managed by users of buildings, structures or carriers; Independent setting, the setting unit is responsible for; If there is a setting agreement, the maintenance management unit specified in the agreement shall be responsible for it. Sixth advertising and neon lamp maintenance management responsibility units should strengthen maintenance, regular inspection. If patterns, characters and lights are found to be incomplete, dirty, corroded or damaged, they should be revised immediately. Advertisements and neon lights that have expired or lost their use value should be replaced or removed in time. Seventh urban construction supervision personnel should strengthen supervision and management. If it is found that the patterns, characters and lighting are incomplete, unclean, damaged and untidy, which affects the appearance of the city, it has the right to order the maintenance and management responsible unit to make corrections within a time limit until it is removed according to the actual situation. Article 8 The Ministry of Construction shall be responsible for the interpretation of these Provisions. Article 9 These Provisions shall come into force as of the date of promulgation.
