A few days ago, the Office of the Education Steering Committee of the State Council issued the Work Plan for the Supervision of Innovative Counties (Cities, Districts) by Responsible Inspectors of Primary and Secondary Schools (hereinafter referred to as the Work Plan). 1. Q: Please tell us why it is necessary to carry out the supervision and innovation of county (city, district) responsible inspectors in primary and secondary schools.

A: We have carried out the work of listing and supervising innovative counties (cities, districts) for primary and secondary school responsible inspectors, mainly considering that since the establishment of the listing and supervision system for primary and secondary school responsible inspectors for more than a year, all localities have worked hard in combination with actual conditions and achieved initial results. In particular, Hunan Province established a demonstration county in the provincial inspector responsibility area, Chongqing initiated legislation to strengthen the protection of listing supervision, and Shenzhen, Guangdong Province explored the "Nanshan model" of listing supervision. According to local conditions, it is fruitful and innovative, which is very in line with the reality of management and supervision of primary and secondary schools in China and is worth learning and popularizing. At the same time, because the supervision of primary and secondary schools in China has just started, there are still some problems, such as imperfect system and mechanism, uneven work in various places, insufficient motivation and slow progress in some places, lack of grasping hands in some places, and ineffective results. The role of responsibility inspectors in some places has not yet been brought into play, and the overall quality and work level of inspectors need to be improved, which has become a bottleneck restricting the quality and level of inspectors' work. To this end, on the basis of summing up the practical experience in various places, we decided to carry out innovative county (city, district) listing supervision work throughout the country. By carrying out innovative work in counties (cities, districts), we can fully stimulate the motivation of strengthening school supervision in all localities, mobilize the enthusiasm and creativity of county-level people's governments, innovate the system, mechanism and working methods of responsible school supervision in primary and secondary schools, increase the intensity of conditions, strengthen the application of supervision results, improve the quality and level of supervision, and create a number of counties (cities, districts) with demonstration and leading role, thus promoting the overall promotion and level improvement of responsible school supervision in primary and secondary schools everywhere.

2. Q: What kind of work objectives do you hope to achieve by carrying out the work of listing and supervising innovative counties (cities, districts) by responsible inspectors in primary and secondary schools?

A: Starting from 20 16, we encourage all localities to actively innovate according to local conditions, and carry out the work of listing responsible inspectors in primary and secondary schools to supervise innovative counties (cities, districts). Among them, a strong leading organization means that the people's government at the county level should have specialized agencies and responsible persons to take charge of this work. 5. Q: How can innovative counties (cities, districts) effectively carry out the supervision of primary and secondary schools?

A: Being an innovative county (city, district) for primary and secondary school listing supervision is the key to effectively carry out listing supervision. The "Work Plan" requires innovative counties (cities, districts) to effectively carry out listing supervision from the aspects of attaching importance to standardized work, optimizing supervision methods, strengthening accountability and rectification, and applying results. Fourth, the application of results is effective. For schools, it is necessary to form a working mechanism to implement supervision opinions and suggestions and rectification requirements. For local governments, it is necessary to clearly regard the progress and effectiveness of the school's rectification within a time limit as an important basis for the school and its principal responsible persons to assess rewards and punishments.
