Providing technical services for tobacco farmers is a bridge and link between tobacco and local governments, an important carrier to implement the strategy of developing tobacco through science and technology, and an important force to promote the construction of modern tobacco agriculture. The State Tobacco Monopoly Bureau attaches great importance to the construction of grass-roots tobacco stations. In 2009, the State Tobacco Monopoly Bureau issued two documents: Opinions of the State Tobacco Monopoly Bureau on Establishing Excellent Grass-roots Units in the National Tobacco Industry (Guo 2009 149) and Notice of China Tobacco Corporation on Printing and Distributing (Zhongyanji No.200936), which made comprehensive arrangements for the construction of grass-roots tobacco purchasing stations. At present, the tobacco departments in our district and our city are taking measures to strengthen the construction of grass-roots stations according to the deployment and requirements of the State Administration and local conditions. On this occasion, we went deep into the tobacco-growing areas, listened to the opinions of all parties, learned from the advanced experience and practices of establishing grass-roots tobacco stations in Qujing, Dali and other places in Yunnan, and put forward my humble opinion on strengthening the construction of Baise leaky tobacco stations for the benefit of colleagues.

First, the current outstanding problems in the construction of grass-roots tobacco stations in Baise tobacco-growing areas

Over the years, the tobacco department of Baise City has implemented the relevant arrangements and requirements of the National Bureau and the District Bureau on the construction of grassroots tobacco stations, increased investment, strengthened the construction of basic conditions of tobacco stations, strengthened the training and education of grassroots tobacco technicians, and promoted the construction of grassroots tobacco stations, and achieved certain results. But on the whole, there is still a certain gap between the construction of grass-roots tobacco stations and the new situation and requirements of tobacco work, which is more obvious than that of advanced tobacco-growing areas. The basic conditions of tobacco stations are lagging behind, the ranks of tobacco technicians are unstable, the skills and qualities are uneven, the functions and responsibilities are unclear, and the management system is not smooth, which has become a major bottleneck restricting the implementation of tobacco technical services.

(A) cigarette station infrastructure construction lags behind, affecting the work and life of employees.

If Baise tobacco-growing area is the weakest link in the construction of grass-roots tobacco stations, it is the backward living and working conditions of tobacco stations. At present, among the 46 tobacco workstations (stations) in the city, the infrastructure of tobacco stations barely reaches 12, and the remaining 34 stations basically rent old places such as original grain stations, supply and marketing cooperatives and primary schools built in the 1950s and 1960s, and even rent private houses as temporary working and living places. These places are not only small in space, but also outdated and crude in equipment, which has potential safety hazards. Due to the limitation of conditions, tobacco leaves can't be stored in the peak season of tobacco purchase, and they often have to stop harvesting, which delays the purchase time. In addition, due to the poor site equipment, the stored tobacco leaves are easy to regain moisture, which leads to mildew and heavy losses. At the same time, the poor facilities have greatly hindered the study, work and life of employees, and seriously affected the improvement of the quality of grassroots services. Therefore, it is an urgent task to speed up the construction of tobacco stations.

(2) The ranks of tobacco technicians are uneven, making it difficult to provide technical services in an all-round way.

At present, there are 6 18 tobacco workers (including leadership and management positions) in the city, including only 42 undergraduates, college graduates 14 1 person, and only 42 tobacco majors. A large number of them are recruited from middle school students and high school students in society. Most of them lack practical work experience and theoretical knowledge of tobacco agricultural science and technology.

(3) The institutional setup is not perfect and the management system is not smooth.

At present, most tobacco stations are only equipped with webmasters, directors and computer operators, which leads to imperfect institutional setup and insufficient staffing. Individual tobacco stations lack a complete and systematic tobacco management system, the internal management system is not perfect, the grass-roots management is extensive, and the business process needs to be further optimized.

Second, the basic ideas and objectives and tasks of strengthening the construction of grass-roots tobacco stations

(1) Basic ideas. It is necessary to implement the deployment and requirements of the relevant work of the National Bureau, take Scientific Outlook on Development as the guide, persist in reform and innovation, combine the construction of grass-roots tobacco stations with the construction of modern tobacco agriculture, develop high-quality tobacco leaves with characteristics, and build base units, starting with meeting the scientific and technological needs of tobacco farmers, taking the effect of serving tobacco farmers as the test standard, and aiming at creating regional first-class excellent tobacco stations. Focus on tobacco station infrastructure construction, tobacco station technical team construction, tobacco farmers management system construction and grass-roots service function construction, effectively improve the working and living environment conditions of tobacco station employees, improve the quality of tobacco station technicians, and comprehensively improve the level of public service capacity of tobacco stations. In order to ensure the effective supply of raw materials, promote the construction of modern tobacco agriculture, promote the income increase of tobacco farmers and the sustainable development of tobacco production, it provides effective technical service support, and makes new efforts and contributions to building a new socialist countryside and promoting the reform and development of tobacco-growing rural areas.

(2) Overall objectives and tasks. Strive for 2-3 years of efforts, that is, by 20 12 years, the city's outstanding grassroots tobacco stations will reach more than 80%. Among them, in 20 10, there were 7 excellent grass-roots stations in the city, namely 3 in Jingxi, 2 in Longlin and 2 in Debao.

Three, to strengthen the construction of grass-roots tobacco stations, the current problems to be solved

(a) to solve the problem of lagging behind the construction of tobacco stations, and strive to improve the study, work and living conditions of employees.

In view of the slow construction of grass-roots tobacco station facilities, measures should be taken to speed up the construction and reverse this weak situation as soon as possible. In accordance with the principles of overall planning, adapting to local conditions, rational layout and classified queuing, and in accordance with the construction ideas of multi-function, integration, frugality and practicality, and easy management, we will strengthen the construction of facilities and conditions for tobacco stations. Focus on strengthening the construction of procurement sites and inventories, equipment and office equipment, so as to realize that tobacco stations have places, services and tools to go to the countryside, ensure that grassroots tobacco technicians can provide timely, convenient and efficient services, and make employees feel at home at tobacco stations.

(two) to strengthen the construction of technical team, improve the quality of tobacco technicians.

Strengthen in-service re-education. Implementation of tobacco technical personnel knowledge update training plan, relying on the Tobacco Research Institute, China Tobacco Group, teaching units, as well as district and city tobacco, according to different needs, take off-site training, centralized teaching and on-site practice. Train tobacco technicians in tobacco stations at different levels and in different categories. Implementation of tobacco technician education promotion plan, batch selection of tobacco technician backbone personnel to high school and other tobacco agricultural colleges and research institutes for professional training, further study, improve their professional technology level and education level, and create a group of modern tobacco agricultural technology backbone talents with high professional level and strong comprehensive ability.

Encourage and support college graduates to work in grass-roots tobacco stations, innovate the employment mechanism, guide and encourage college graduates with high professional quality and hard work to display their talents in grass-roots tobacco stations, give play to the advantages of college students' new knowledge, wide vision and strong information spirit, and inject high-quality talents into grass-roots tobacco stations.

(C) a clear post responsibility system, establish and improve the performance appraisal mechanism

According to the characteristics of tobacco production and the actual needs of tobacco technicians, the job responsibilities should be reasonably determined, the personal job responsibilities, scope, objects and contents should be clearly defined, and the work indicators and task requirements should be quantified. We will fully implement the work log and attendance system, and establish and improve the first inquiry responsibility system and accountability system.

Formulate scientific and reasonable performance evaluation methods and implement a performance evaluation mechanism involving tobacco farmers, tobacco and township governments. Taking the workload of tobacco technicians and the performance of serving the village to the household as the main assessment indicators, the evaluation of tobacco technicians by tobacco farmers as an important assessment indicator, and the evaluation of tobacco technicians by tobacco farmers as the assessment content. The assessment results should be linked to salary, job promotion, job title evaluation, evaluation first and evaluation first, and further education.

(4) Innovating technical service methods and enhancing service vitality.

Focusing on the standardized production requirements of high-quality cigarettes and the needs of tobacco farmers, we will constantly innovate technical service methods. The technical service responsibility system with tobacco technicians as the main mode can be implemented, and a new mechanism of tobacco production service can be formed in which tobacco technicians are responsible for grasping demonstration households and demonstration households driving radiation households. Make full use of modern media such as television, radio, wall newspaper and printed matter to provide technical services; Give full play to the role of modern service means such as "agricultural technology 1 10", "farmer's mailbox" and SMS, and promote the informationization of tobacco technical services. It is necessary to adapt to the trend of multi-level and multi-form service demand and service subject of tobacco farmers under the new situation of modern tobacco agriculture development. Give full play to the guiding role of public organizations in tobacco stations and accelerate the diversified development of tobacco station services. Solve the problem of guiding and exploring the development of large tobacco farmers, tobacco farmers' specialized households and tobacco professional mutual aid societies, cultivate specialized social service organizations with specialized households or collective organizations as the main body, further refine the division of labor, face the market, and actively promote the professional division of labor in the whole process of tobacco production, such as seedling raising, soil preparation, transplanting, field management, harvesting, tobacco weaving, baking, grading, feeding, pest control and so on. Actively organize and guide specialized service organizations to carry out specialized family seedling raising, specialized mechanical farming, specialized baking, specialized plant protection, specialized grading and other tobacco production services, standardize service behavior, and improve service level.

(five) to increase publicity and encourage grassroots tobacco technicians to make contributions.

The majority of grassroots tobacco technicians have worked and lived in the production line with difficult conditions for many years. They often come and go in the wind and rain, climb mountains and wade into the fields to provide various services for tobacco farmers. They are called "the cutest people" in tobacco fields by tobacco farmers. Should be concerned and cared for by the society and industry, vigorously commend and publicize their advanced deeds, and encourage the majority of grassroots tobacco technicians to take root in the countryside and make contributions. Grassroots tobacco technicians who have taken root in rural areas for a long time, served tobacco farmers and made great achievements should be commended and rewarded. Vigorously publicize the advanced deeds of grassroots tobacco technicians who keep in mind the purpose, take root in the countryside, work hard and serve tobacco farmers; It is necessary to conscientiously sum up and popularize the successful experience of grassroots tobacco technicians in serving tobacco-growing areas, and vigorously publicize their important role in promoting the construction of modern tobacco agriculture, developing high-quality tobacco leaves with characteristics, and promoting the income of tobacco farmers; It is necessary to further care for the majority of grassroots tobacco technicians, establish and improve the incentive mechanism, improve their living and welfare benefits, improve their status in the entire tobacco team, establish a new image of tobacco technicians, and create a new situation in the work of grassroots tobacco stations.

(6) Strengthen leadership and create an atmosphere.

Strengthening the construction of grass-roots tobacco stations is related to promoting the construction of modern tobacco agriculture and increasing the income of tobacco farmers, to the contribution of tobacco to the economic and social development of tobacco-growing areas, and to the image of sustainable development of tobacco industry. Strengthening this work is an important basic project of the whole tobacco industry at present and in the future. Our city should regard it as an important task, put it on the important agenda of tobacco work, earnestly strengthen leadership, carefully organize, make careful arrangements, make overall plans, and make solid progress to ensure new achievements in strengthening the construction of grassroots tobacco stations.
