Chapter 1 General Provisions Article 1 In order to strengthen patriotic health work, carry out in-depth and sustained patriotic health campaigns, and protect people's health, in accordance with the provisions of the "Constitution of the People's Republic of China" and relevant laws and regulations , this regulation is formulated based on the actual situation of our city. Article 2 The term "patriotic health campaign" as mentioned in these regulations refers to activities organized by the government and participated by the whole society, aiming to strengthen social awareness of health, eliminate factors harmful to health, improve environmental quality and quality of life, and protect people's health. Article 3 These regulations apply to regions, units and individuals within the administrative area of ??Fushun. Article 4 The guidelines for patriotic health work are: government organization, departmental coordination, regional responsibility, mass participation, scientific governance, and social supervision. Article 5 People's governments at all levels are responsible for organizing the implementation of these Regulations within their jurisdiction. Chapter 2 Organizational Leadership Article 6 People's governments at all levels must strengthen leadership over patriotic health work, incorporate patriotic health work into national economic and social development plans, and strive to improve health conditions and raise health standards. Article 7 The Patriotic Health Campaign Committee of the people's government at all levels (hereinafter referred to as the Patriotic Health Campaign Committee), under the leadership of the people's government at the same level, is responsible for unified leadership, overall planning, organization, coordination and supervision of patriotic health work in the region. The Patriotic Guards Association is composed of the main leaders of the government, relevant departments, people's organizations, and leaders of the garrison and armed police forces. Article 8 The main responsibilities of the Patriotic Health Associations at all levels are:

(1) Organize and implement national, provincial and municipal laws, regulations, guidelines and policies related to patriotic health work;

(2) Unify planning and deployment of patriotic health work in the region;

(3) Guide, supervise and coordinate the performance of the responsibilities and obligations of the patriotic health campaign by all regions, departments and units;

(4) Organize and mobilize all members of society to participate in social health activities to eliminate pests and prevent diseases;

(5) Supervise and evaluate social health conditions. Article 9 The Patriotic Patriotic Association offices of people's governments at all levels are the offices of the Patriotic Patriotic Association at the same level and are specifically responsible for the daily work related to the patriotic health campaign. Article 10: All relevant government departments must strictly implement various health laws, regulations, guidelines, policies and measures, and manage and maintain social health in accordance with the law. Article 11: Each department and unit shall have a principal responsible for the patriotic health work of the department and unit, and designate corresponding agencies and personnel to be responsible for daily work. Chapter 3 Responsibilities and Obligations Article 12 Municipal and county (district) people's governments must improve health education institutions, establish health education work networks, and carry out social health education work with goals and plans.

Culture and publicity departments should carry out health education work in conjunction with work functions and business.

All types of public places, medical and health institutions, service industries and other enterprises and institutions should use various effective forms to carry out health publicity and health education activities.

Kindergartens (schools) and primary and secondary schools should conduct systematic health education based on relevant teaching content and the cultivation of behavioral norms.

A no-smoking system is implemented in theaters, hospitals, and schools. Each region should also designate a number of public places and units to gradually implement the no-smoking system to form good hygiene habits and habits. Article 13 The municipal and county (district) people's governments must, in accordance with national standards and requirements, gradually build and improve public drinking water facilities and facilities for the collection, discharge and treatment of garbage, feces and sewage in a planned manner, and strengthen afforestation and city appearance. Construction, purification, greening, and beautification of the environment; it is necessary to strengthen and improve professional management teams for health, environmental protection, sanitation, urban management, etc., implement scientific management, and ensure the fulfillment of supervision and management responsibilities. Article 14: All units and individuals must maintain environmental sanitation. In towns and cities, spitting, defecation, and littering are not allowed. Article 15: Each unit shall be responsible for the maintenance of health facilities and health conditions, as well as health publicity and supervision and management in accordance with the areas designated by the local people's government. Article 16 All departments and units have the responsibility to urge their subordinate units and personnel to comply with various health laws and regulations and fulfill the social responsibilities and obligations of the patriotic health campaign. Article 17 The construction unit must ensure the sanitation of the construction site during the construction process and the timely cleaning of the site after the completion of the project; the property rights unit must ensure the function of sanitary facilities after the project is put into use. Article 18 Industrial and mining enterprises should improve necessary sanitary facilities, improve factory appearance, improve sanitary systems, eliminate or control factors harmful to health in the production and living environment, and promote the physical and mental health of employees.

Article 19 Rural county (district), township (town) people's governments and villagers' committees should improve sanitation measures in village planning, construction and management, strengthen drinking water improvement, management and harmless treatment of human and animal excrement, control pesticides, Chemical fertilizers pollute and harm agricultural and sideline products and the environment. Article 20: All units and individuals should participate in activities to eliminate vector organisms such as rats, flies, mosquitoes, and cockroaches in their local areas. Article 21 While adhering to regular hygiene, April every year is Patriotic Hygiene Month, and all units and individuals should participate in Patriotic Hygiene Month activities. Chapter 4 Management and Supervision Article 22 Patriotic health work implements the management principle of “combination of sections and focusing on sections” and a target management responsibility system.

All regions, departments, and units must formulate plans, implement measures, establish and improve various health management responsibility systems and supervision and inspection systems, and improve the self-supervision system.
