Chapter I General Provisions Article 1 In order to prevent and eliminate plague, safeguard people's health and promote the smooth progress of socialist modernization, these provisions are formulated in accordance with the Regulations of the People's Republic of China on the Administration of Acute Infectious Diseases. Article 2 Plague prevention and control is the same task of health, public security, agriculture and forestry, transportation, railways, civil aviation, commerce, supply and marketing, foreign trade, posts and telecommunications, propaganda, troops and mass organizations, and is led by people's governments at all levels.

Article 3 To prevent and control plague, we must rely on the masses, implement the policy of putting prevention first, and take various comprehensive measures according to local conditions to control and eliminate human plague, and finally eliminate human plague. Chapter II Prevention Article 4 Health departments at all levels shall, under the leadership of the people's government, mobilize the masses, carry out patriotic health campaigns in an in-depth and sustained manner, actively publicize the basic knowledge of plague and preventive measures, prevent and overcome fear paralysis, and persist in long-term and repeated struggles. Article 5 Plague prevention and control institutions at all levels shall monitor and investigate plague foci, suspected foci and necessary areas.

After being re-pronounced by the plague prevention and control institutions at the provincial, municipal and autonomous levels, it shall be reported to the health administrative department for approval. Article 6 Rodents and fleas shall be eliminated in and around major traffic routes, industrial and mining areas, military sites, economic development zones and densely populated areas in epidemic areas.

(4) When hunting animals in epidemic areas, it is necessary to observe safety regulations and conduct it in an organized manner. In the active epidemic areas where human and animal plague still occurs in recent ten years, it is strictly forbidden for individuals to hunt privately. The relevant departments that organize otter hunting should provide protective articles for safe hunting, and the health department should do a good job in health technical guidance and supervision. Article 7 Local plague prevention and control institutions shall be responsible for formulating plague immunization plans and organizing their implementation. All medical and health care units should undertake and conscientiously do a good job in vaccination.

(1) Residents in human plague-prone areas and their adjacent areas, including border areas adjacent to foreign plague-affected areas, should complete vaccination one or two months before the plague epidemic season, once a year;

(2) All residents who have not been vaccinated within half a year should be vaccinated once in the epidemic areas where human or rodent plague is currently occurring and the surrounding areas that may be infected;

(3) Persons who enter an active epidemic area to hunt animals or engage in other activities shall be vaccinated one week ago;

(four) personnel engaged in the work of severe plague should be vaccinated regularly every year;

(5) Anyone who insists on preventive measures and has not found human or animal plague in the historical epidemic area more than 10 may stop vaccination, but hunters, professional rodent control teams and other personnel who often contact with epidemic animals should still be vaccinated; If the epidemic situation has not been found for more than 20 years, vaccination can be stopped. Eighth biological products supply and scientific research units should supply plague vaccines and diagnostic supplies on time with good quality and quantity, and actively improve product quality and strive to develop new products. Article 9 Health quarantine and plague prevention and control institutions at all levels shall, in accordance with the relevant provisions of the Regulations of People's Republic of China (PRC) on Health Quarantine and its detailed rules for implementation and the provisions of the local temporary epidemic prevention headquarters, do a good job in plague quarantine at border ports and traffic arteries. Strengthen joint defense and cooperation between epidemic focus and adjacent areas. Article 10 Health departments at all levels shall, under the unified arrangements of the local people's governments, adjust measures to local conditions, actively carry out harmless and epidemic source elimination work in all possible places in a planned way, and gradually eliminate plague epidemic sources. Chapter III Report on Epidemic Situation Article 11 An epidemic reporting network and reporting system must be established and improved in plague-stricken areas. Plague prevention and control institutions at or above the county level shall have special personnel responsible for epidemic reporting and statistics. Article 12 All medical personnel, inspection, quarantine and epidemic prevention personnel and brigade health personnel who treat patients are legal epidemic reporters. Family members, cadres and the masses of patients have the obligation to report the epidemic situation. Thirteenth after being judged as a plague patient, in addition to notifying the inspection unit, it should also immediately report to the local plague prevention and control institutions and health administrative departments. After receiving the report, the prevention and control institution shall immediately report it step by step in the fastest way, no later than six hours. Suspected patients or patients with sudden death for unknown reasons must report to the local plague prevention and control institutions in a timely manner. If an unknown disease or dead rat is found, it should be reported to the nearby health and epidemic prevention department or medical institution quickly. If a large number of unknown diseases and dead rats are found in the same area, the local epidemic prevention department or medical institution must report to the superior plague prevention and control institution as soon as possible.
