1. Progress of centralized action on environmental remediation

The leading group for special action organized a township government cadre meeting, requiring all Baocun cadres to mobilize village "two committees" cadres, villagers' representatives and other information officers to conduct illegal production and operation of "fifteen small" and "six new small" enterprise workshops within their jurisdiction through various channels and ways, and whether the relevant enterprises sold and illegally discharged, transferred waste water, waste liquid and hazardous waste. The safety supervision staff conducted a net investigation and verification of the results of the bottom-up and the villagers' reports. Through the investigation, 14 illegal production and operation enterprises were found in the area, including 2 small zinc plating enterprises, 3 small oil refining enterprises, 2 small tanning enterprises, 5 small paper making enterprises, 1 small printing and dyeing enterprise, and 1 abnormal sewage treatment facility. For enterprises engaged in illegal production and operation, through interviews with the person in charge of the enterprise, law enforcement departments and towns and villages put pressure on them to explain the pros and cons, and mobilize the person in charge of the enterprise to clean it up by itself within the restricted date. For those enterprises that cannot be dismantled by themselves within the restricted date, on April 1, 11, 15 and May, the environmental protection, police station, fulgurite station, industrial and commercial sub-bureau and other functional stations were organized to take several joint actions. According to the standards of "two breaks and four cleanups" (water cut off, power cut off, equipment removed, raw materials removed, finished products removed, waste removed), 1 illegal sewage discharge enterprises, including Wang Lishan Dyeing Factory, Yan Zongqiang Small Papermaking Company and Zhongliang Small Papermaking Company (among which Yan Zongqiang and other small papermakers have been investigated and dealt with many times in our town this year), have been forced to cut off power, cancel households, seal up equipment, clean up raw materials and. At present, all 14 illegal enterprises in the jurisdiction have been cleaned up and banned, and 5 rebound enterprises have been investigated and banned many times; In addition, there are three pits and ponds in the jurisdiction, namely Renhe Water Washing Factory, Wangzhongliang Paper Mill and Tianjian Watch Factory. At present, they are communicating with technicians, making rectification plans and are in the process of implementation. Through several joint law enforcement actions, the production rebound of illegal enterprises has been curbed, and the pollution in Xiaobaihe waters has improved significantly.

Second, the current problems

1. At present, the "Tenth Five-Small" and the new "Sixth Small" enterprises are workshop-style production, with less capital investment, less land occupation, hidden location and strong mobility, which makes it difficult to investigate and deal with them, and such enterprises tend to move to township boundaries, county boundaries, hidden brick kilns and tunnels.

2. The clean-up and banning of illegal enterprises has achieved remarkable results, but there are signs of rebound, and enterprises also have vague understanding, which is considered as a temporary action. It is suggested that the city coordinate the judicial departments, increase judicial intervention, investigate and try typical cases, increase the illegal costs of enterprises involved, and form a strong shock atmosphere with legal weapons.

3. As the power supply of individual enterprises is North China Oilfield, which is not within the jurisdiction of our city's power company, it is suggested to strengthen the communication and coordination of oil-field power systems and enhance the effect of law enforcement.
