Chapter I General Provisions Article 1 In order to implement the strategy of revitalizing Sichuan through science and education and sustainable development, strengthen the popularization of scientific and technological knowledge, improve the scientific and cultural quality of citizens, and promote economic development and social progress, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Popularization of Science and Technology and in light of the actual situation in Sichuan. Article 2 These Regulations shall apply to the popularization of scientific and technological knowledge within the administrative area of Sichuan Province (hereinafter referred to as popular science).

The term "popular science" as mentioned in these Regulations refers to the activities of popularizing natural and social science knowledge, spreading scientific ideas, promoting scientific spirit, advocating scientific methods, improving scientific quality and humanistic quality, and popularizing the application of scientific and technological knowledge in a way that is easy for the public to understand, accept and participate. Article 3 Popular science is a public welfare undertaking and a common task of the whole society. Popular science work should adhere to the principle of government leading and participation of the whole people.

Popular science work should adhere to the mass, socialization and regularization, pay attention to pertinence, interest, popularization and effectiveness, make full use of modern means, and carry out popular science work in various ways. Encourage mass invention and method innovation, and adhere to the combination of popularization and improvement.

Popular science work should abide by national laws and regulations and follow scientific principles and spirit. Article 4 Local people's governments at all levels shall strengthen their leadership over popular science work, incorporate it into the national economic and social development plan, create a good environment and conditions for developing popular science work, and encourage and support popular science organizations and popular science workers to carry out popular science activities. Fifth state organs, social organizations, enterprises and institutions, rural grassroots organizations and other organizations should take the development of popular science as an important duty, actively use and open relevant venues, places, facilities and venues, and carry out popular science activities.

Citizens have the right to participate in popular science activities. Sixth to encourage natural science and social science to carry out popular science exchanges between different fields and different majors and share popular science resources; Support and promote foreign exchanges and cooperation in popular science work. Chapter II Organization and Management Article 7 The administrative department of science and technology of the provincial people's government shall be responsible for making plans for popular science work, guiding and coordinating the development of popular science work.

The administrative department of science and technology of the city (state) and county (city, district) shall be responsible for the overall coordination, supervision and inspection of science popularization work within their respective administrative areas, formulate local science popularization work plans and annual plans and organize their implementation, so as to promote the development of science popularization work. Eighth, the administrative department of education shall, jointly with relevant departments, formulate the science popularization plan for minors, regard science popularization as an important content of quality education, and guide schools to carry out various forms of science popularization activities. Advocate colleges and universities to offer popular science courses. Ninth administrative departments of science and technology, education, culture, radio and television, press and publication. We should make a plan for the publication of popular science works, organize relevant experts to create popular science works, compile popular science books and publish a certain number of popular science books, electronic and audio-visual products every year. Tenth administrative departments of agriculture (including planting, forestry, animal husbandry, fishery, etc.). We should strengthen agricultural science and technology training, support and establish agricultural science and technology experiment and demonstration bases, promote the popularization, application and popularization of advanced and practical agricultural technologies, and improve the ability of agricultural science and technology innovation and transformation of scientific and technological achievements. Eleventh health, population and family planning administrative departments shall organize medical personnel to carry out medical and health care consulting services every year, and publicize the knowledge of disease prevention, prenatal and postnatal care, health care and so on. Twelfth human resources and social security administrative departments shall, jointly with relevant departments and units, incorporate scientific quality education into the education and training plan for civil servants. Thirteenth safety supervision, land resources, environmental protection, earthquake, meteorology and other departments should take safety production and scientific popularization of disaster prevention and mitigation as important special activities of popular science, and carry out in-depth publicity, popularization, training and emergency drills to improve citizens' safety awareness and scientific disaster prevention and mitigation capabilities. Fourteenth urban and rural grassroots organizations should combine the needs of residents' life, study, health and entertainment, set up popular science publicity columns and popular science sites, and carry out popular science activities. Fifteenth science and technology associations and social science federations shall, in popularizing natural science and social science, assist the government in making plans for popular science work and provide suggestions for the government to make decisions on popular science work; According to the popular science work plan, formulate corresponding work plans and organize their implementation; Give full play to their respective advantages, organize mass, social and regular popular science activities and various forms of on-the-job training, employment training and entrepreneurship training; Support relevant social organizations, enterprises and institutions to carry out popular science activities. Chapter III Social Responsibility Article 16 All sectors of society and all citizens should support and actively participate in popular science activities and receive popular science education. Seventeenth March each year for the province's popular science activities month, mainly to carry out rural-oriented activities to send science and technology to the countryside; The third week of May every year is Science and Technology Activity Week, which mainly carries out a series of community-oriented popular science activities. Eighteenth citizens should strengthen the study of scientific ideas, scientific methods and scientific and technological knowledge, and enhance the awareness of science and technology. Nineteenth science and technology, education, culture and health workers should take the lead in imparting scientific and technological knowledge to the public, and journalists should use the news media to do a good job in popular science propaganda. Twentieth scientific research and technology development institutions, institutions of higher learning, natural science and social science organizations should organize and support scientific and technical workers and teachers to carry out popular science activities, encourage them to create popular science works and publicize popular science knowledge in combination with their own work; If conditions permit, laboratories, exhibition halls and other places and facilities should be opened to the public, and lectures and consultations should be held.
