Regulations of Liangshan Yi Autonomous Prefecture on the Work of Yi Language and Writing

Chapter I General Provisions

Article 1 In order to guarantee and promote the study, use and development of the spoken and written languages of the Yi people, these Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC), the Law on Regional National Autonomy of People's Republic of China (PRC) and the Regulations on the Autonomy of Liangshan Yi Autonomous Prefecture, and in combination with the actual situation of our state.

Article 2 Yi language is an important feature of Yi people and the main language of Liangshan Yi Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). The use of Yi language is an important autonomous right of the Autonomous Prefecture.

Article 3 State organs at all levels in Autonomous Prefecture adhere to the principle of equality of spoken and written languages, and guarantee the freedom of minority citizens to use and develop their own spoken and written languages in political, economic, cultural and other social activities.

State organs and institutions at all levels in Autonomous Prefecture strengthen the use of Yi language in politics, economy, education, science, culture, health, sports, news and other fields.

Article 4 Yi language and Chinese language are commonly used in Autonomous Prefecture.

State organs at all levels in Autonomous Prefecture educate and encourage citizens of all ethnic groups to learn languages from each other. Advocate Yi cadres to learn and use Mandarin and Chinese, which are commonly used in the whole country, while learning and using their own spoken and written languages; Encourage Han cadres to learn and use Yi language and other local minority languages.

Article 5 All units and individuals in the Autonomous Prefecture shall abide by the Yi language standardization plan approved by the State Council.

Chapter II The use of Yi language by state organs at all levels in Autonomous Prefecture in performing their duties.

Article 9 Election documents, voter lists, voter cards, lists of candidates for deputies and certificates of election of deputies formulated or published by counties and townships (towns) where Yi people live in concentrated communities in autonomous prefectures shall be written in both Yi and Chinese.

Article 10 People's courts and people's procuratorates at all levels in Autonomous Prefecture shall, according to actual needs, use both Yi and Chinese languages to inspect and hear cases, issue legal documents, and provide translators for other minority citizens who are not familiar with Yi and Chinese languages.

Eleventh autonomous prefecture state organs at all levels shall, when accepting and receiving letters and visits from Yi citizens, use the language used by the letters and visitors.

Twelfth autonomous prefecture archives departments at all levels should do a good job in the filing of Yi documents and the collection, collation and utilization of Yi documents.

Thirteenth Autonomous Prefecture People's government personnel, labor, education and other departments should formulate and improve the specific measures for the inclusion of Yi language in the recruitment, employment and entrance examination as soon as possible.

The third chapter is the use of Yi language in various social undertakings.

Fourteenth autonomous prefecture state organs at all levels attach importance to the development of Yi language teaching. Primary and secondary schools and classes that mainly recruit Yi students should generally implement Yi-Chinese bilingual teaching and gradually improve the bilingual teaching system. State-owned secondary specialized schools; Set up Yi language classes or Yi language conversation classes.

Fifteenth autonomous prefecture state organs at all levels attach importance to the development of Yi language education in adult education. Article 16 State organs at all levels in Autonomous Prefecture attach importance to the development of Yi language and culture, strengthen the editing and publishing of Yi newspapers, textbooks and books, develop Yi radio, television and movies, and encourage and advocate Yi literary and artistic creation.

Article 17 The relevant departments of the people's governments at all levels in Autonomous Prefecture shall collect, sort out, compile and publish Yi language classics and Yi folk oral works in a planned way.

Article 18 Xinhua Bookstore and post and telecommunications departments in Autonomous Prefecture shall actively create conditions to subscribe for and distribute books, newspapers and periodicals in Yi language, and gradually increase the transmission services of telegrams, telephones, letters and mails in Yi language in Autonomous Prefecture. Transportation departments should gradually use Yi language and Chinese to serve passengers.

Article 19 The official seals and plaques of all organs, organizations, schools, enterprises and institutions in the Autonomous Prefecture, plaques in public places, inscriptions and slogans of great significance, urban and rural street names and famous brands, and car plaques shall be written in both Yi and Chinese.

Trademarks and commodity descriptions of major industrial and agricultural products produced by Autonomous Prefecture may be used in both Yi and Chinese languages at the same time or separately according to actual needs.

The fourth chapter is the standardization and research of Yi language.

Article 20 The competent department of Yi language of Autonomous Prefecture People's Government shall, according to the basic principles of Yi language standardization scheme and the law of Yi language development, continue to carry out the standardization of Yi language in a planned way, so as to promote the continuous development of Yi language.

Twenty-first autonomous prefecture people's government departments in charge of language and writing should strengthen the management of Yi people's social characters, and gradually realize the standardization and standardization of social characters.

The translation and writing of the names of organs, organizations, enterprises and institutions in the Autonomous Prefecture shall be examined and approved by the competent department of Yi language in the Autonomous Prefecture.

The Yi language place names in the Autonomous Prefecture shall all use the standard place names published by the Autonomous Prefecture People's Government.

Twenty-second autonomous prefecture state organs at all levels to strengthen the scientific research of Yi language, support academic groups to carry out academic exchange activities of Yi language, and promote the development of scientific research of Yi language.

Chapter V Organization and Team Building of Yi Language Work

Article 25 State organs at all levels in the Autonomous Prefecture attach importance to the management and training of Yi language professionals, do a good job in the qualification evaluation of Yi language professionals for technical posts, gradually expand the enrollment plan of Yi language professionals, cultivate on-the-job professionals, and improve the political and professional quality of Yi language professionals.

Chapter VI Assessment and Reward

Twenty-sixth autonomous prefecture state organs at all levels regard the implementation of these regulations as a part of the assessment of the work of state organs, and the people's governments at all levels shall commend or reward the units that have made remarkable achievements in conscientiously implementing these regulations.

Twenty-seventh Autonomous Prefecture People's governments at all levels shall commend or reward the staff of state organs, enterprises and institutions who are proficient in the use of Yi and Chinese languages and have made remarkable achievements.

Chapter VII Supplementary Provisions

Article 28 The right to interpret these Regulations belongs to the Standing Committee of the Autonomous Prefecture People's Congress.

Autonomous Prefecture People's Government may formulate detailed rules for implementation according to these regulations.

Twenty-ninth Muli Tibetan Autonomous County may, in accordance with relevant laws and regulations, formulate separate regulations on the use of Tibetan language in combination with the actual situation of the county, and report them to the Standing Committee of Sichuan Provincial People's Congress for approval before implementation.

Ethnic townships in autonomous prefectures can use one or more languages commonly used in the region.

Thirtieth these Regulations shall come into force after being approved by the Standing Committee of Sichuan Provincial People's Congress.
