The main production drawings and technical documents of monitoring devices should be approved by the Ministry before they can be used as production basis. The monitoring device newly built or maintained after getting off the bus must be inspected by the quality inspection agency designated by the Ministry before it can be loaded for use. Article 4 Promoting the use of monitoring equipment is an important work to ensure traffic safety. Leaders at all levels should pay full attention to it, and all traffic business departments should cooperate closely. Through careful maintenance, correct use and strict management, the equipment used can fully meet the requirements of the Technical Specification for Train Operation Monitoring and Recording Device issued by the Ministry. Article 5 Diesel locomotives and electric locomotives equipped with locomotive signal equipment for passenger and freight traction on each line shall be equipped with monitoring devices. Shunting and minor operations shall be decided by the Railway Bureau [including Guangzhou Railway (Group) Company, the same below] according to the operation situation. Article 6 If the newly installed section or monitoring device has been used normally, but the relevant parameters of control mode have been adjusted, it is allowed to be put into trial operation for a period of time after it is put into use. During the trial operation, the locomotive brake control equipment shall not be connected, and the railway bureau shall formulate special measures to ensure safe driving and strengthen management. The test operation period shall not exceed 1 month. Seventh without the approval of the competent department of railway administration, the monitoring device that has been put into use shall not be removed or stopped. Article 8 The monitoring devices on locomotives shall be kept in good condition at any time. If the monitoring device in the warehouse is found to be in poor condition, the locomotive is not allowed to pull the train out of the warehouse. Article 9 The monitoring mode parameters of monitoring devices in each operation interval shall be determined by the competent business department of the Railway Bureau and approved for implementation. Without approval, each unit shall not adjust and change the parameters of monitoring mode without authorization. Article 10 When a locomotive enters the factory for overhaul, the relevant infrastructure for installing monitoring devices on the locomotive shall be overhauled with the locomotive in principle and kept intact. The specific maintenance contents and methods shall be agreed by both parties entrusted with locomotive maintenance. Article 11 Personnel engaged in monitoring devices (including data processing, maintenance and management) should have certain professional knowledge and skills, and undergo necessary post-transfer training before taking up their posts. Locomotive attendants should also be trained in working principles and operating methods before using monitoring devices. The Railway Bureau shall make plans and regularly arrange the training and job skills assessment of relevant personnel. Chapter II Organizing Leaders and Cooperating with Departments Article 12 A railway bureau and a railway sub-bureau shall have a leader who is responsible for the work of monitoring equipment within the management, and handle problems in the work at any time. Article 13 Railway bureaus and railway sub-bureaus (including Guangzhou Railway (Group) Company, the same below) shall form a monitoring device coordination group attended by personnel from the departments of maintenance, electricity and safety supervision, study and coordinate the monitoring devices in the pipeline at any time, and regularly carry out grassroots supervision and inspection. Fourteenth locomotive signal conditions and line coordinates are the basis for the reliable operation of monitoring devices, and the maintenance and electric departments should strengthen cooperation and do the following work:

1. Establish a system of regular consultation between leaders of all mechanical and electrical parties at the department level to solve related problems in time;

2. Establish the information feedback system between the relevant departments of the locomotive depot and the locomotive signal maintenance office of the locomotive depot, transmit the fault information of the locomotive signal at any time, and timely handle the abnormal state of the locomotive signal.

3. When the ground signal and insulation section are displaced, the relevant departments shall inform the locomotive depot of the displacement information in time;

4. The insulation section and short circuit of track circuit near the outer end of continuous code sending area shall be intact. Article 15 A locomotive depot shall establish a regular operation analysis system based on operation record data, and formulate stage guides such as traffic safety, crew training and crew management. Chapter III Management System Article 16 The maintenance department of the railway bureau is the competent department of monitoring devices, and its monitoring device maintenance management center (hereinafter referred to as the center) is equipped with necessary maintenance places, equipment and testing instruments, and is equipped with necessary personnel according to business needs.

The main tasks of the center are:

1. Undertake the research on the mode parameters of global monitoring devices and the development of special application software;

2. Responsible for the regular maintenance of board-level monitoring equipment and the maintenance of faulty machines;

3. Responsible for establishing the database of monitoring equipment operation status;

4. Undertake the investigation and data collection in the new paragraph;

5. Assist the maintenance department to guide the management of each locomotive depot;

6. Conduct technical training for the monitoring device staff of each locomotive depot;

7. Entrusted by the maintenance department, coordinate the business contact between the locomotive depot and the manufacturer. Article 18 The locomotive depot will enrich and improve the working mechanism of the existing automatic parking device into the working mechanism of the monitoring device, and its main tasks are:

1. Inspection work: responsible for monitoring and testing the straightening state of locomotives when they are in and out of the warehouse, transcribing operation record data, handling emergency failures, and going through the formalities of entering and leaving the warehouse.

2. Maintenance work: responsible for the maintenance of monitoring devices, the installation of new locomotives and the disassembly and assembly of overhaul locomotives during medium and minor repairs of locomotives; Responsible for cleaning, testing, detection and simple fault handling of mainframe, display and other equipment according to the maintenance cycle.

3. Microcomputer processing: responsible for processing, analyzing, printing and saving the collected data, and establishing the maintenance database.

Inspectors and microcomputer processors should be on duty by turns 24 hours a day.
