At the same time, the relevant towns, villages, units, biogas production workers and persons in charge of biogas digester construction were notified in a timely manner, requiring self-examination work to strictly prevent the occurrence of accidents and nip various safety hazards in the bud. 2. Comprehensive investigation to eliminate hidden dangers

In this investigation, Mian County made an overall plan, combined all aspects, and highlighted key points. 1. General inspection. The relevant towns and villages will conduct a comprehensive inspection of the biogas safety of the biogas pools built by the biogas users and biogas producers within their jurisdiction, and solve any problems found in a timely manner. 2. Focus on investigation. First, focus on the safety production inspection of central rural biogas projects. Regarding these hidden dangers, the inspection team put forward rectification suggestions: requiring owners to post eye-catching fire prevention and no-smoking signs at the entrance of the gate; standardize the installation of distribution boxes and rationally arrange wires; and add protective fences to sedimentation tanks.

The second is the safety production inspection of biogas projects in breeding communities (fields) in towns and villages. Tonggou Temple is a key breeding town in Mian County. In this regard, Mian County Rural Energy Station organized technical personnel, with the cooperation of town and village cadres, to conduct house-to-house inspections of the biogas projects of the four breeding farms in the town, and to identify the existing problems. In case of safety hazards, a rectification notice will be issued on the spot, and the rectification measures and deadlines will be clearly stated. The third is to investigate potential safety hazards for household biogas users. Banmiao Village in Xinpu Town is the village with more household biogas pools in our county. 3. Pay attention to publicity and enhance awareness

In order to truly make biogas users realize the importance and necessity of safe biogas production, Mian County Rural Energy Station organized technical personnel to go deep into biogas users Conduct on-site inspections and explain publicity, popularize production safety knowledge, carry out technical consultation, and send biogas safety production publicity materials, relevant technical materials, etc., so that rural biogas users can understand biogas safety management operating procedures, daily use precautions, common faults and their solutions Measures, etc. have further improved the safety awareness and emergency response capabilities of the majority of biogas users. 3. Establish and improve biogas user files. In order to strengthen the daily management and supervision of the safe use of biogas, the town agricultural service center has established files for farmers who have built ponds, implemented key management, and written permanent slogans in villages with densely built ponds to sound the alarm.

4. Strictly implement the biogas safety management system. According to the spirit of Guizhou Nongfa [2015] No. 136 document, the town agricultural service center strictly implements the biogas production worker access system and resolutely puts an end to the phenomenon of unlicensed construction. 4. Policy guidance and increased investment. 3. Existing problems.

2. Insufficient biogas construction management personnel. Due to the lack of biogas energy technical personnel in our town, we cannot meet the needs of the scale development of biogas construction.

3. The follow-up management services of biogas pools need to be strengthened. With the implementation of large-scale biogas projects, the construction time of biogas pools has been extended, and a large number of technical services and facility maintenance problems have arisen, such as aging pipelines, slag cleaning, accessories updating, etc., which all require professional institutions and personnel management. Currently, our town lacks A professional biogas maintenance and management team will affect the further development of biogas construction.

4. Farmers give up or are unwilling to use biogas. It is believed that the cost of feeding biogas raw materials is too high and its use is not cost-effective. In addition, many farmers go out to work all year round or have no labor at home, so many families use other energy sources instead.

4. Focus on next steps.

1. Further improve the ideological understanding of town and village cadres, and truly regard biogas construction as an important project that provides practical services to the people.

2. Further strengthen publicity and mobilization to fully mobilize the enthusiasm of the masses.
