In the educational activities to maintain the advanced nature of Communist party member, especially party member cadres, I have re-studied the new party constitution, which was approved by the Party's National Congress to revise the Constitution of the Communist Party of China, and adhered to the spirit of the times of reform and innovation. While keeping the overall framework of party constitution unchanged, some contents have been appropriately revised or supplemented, among which the major theoretical viewpoints and major principles and policies reported by the congress are striking. After carefully studying the experience formulated by party constitution, Comrade Jiang Zemin feels that the new party constitution is "new" mainly in the following aspects:

First, the nature of the party's new constitution has been further elaborated.

In the past, we seemed to have become very used to saying, "the Communist Party of China (CPC) is the vanguard of the working class." The revised party constitution further stated the nature of the Party as follows: the Communist Party of China (CPC) is the vanguard of the working class in China, and also the vanguard of the people of China and the Chinese nation. This statement should be said to be in line with the historical development and reality of our party and the requirements of the times. This is because the fundamental purpose of the party is to serve the people wholeheartedly. Of course, it embodies the interests of the whole Chinese nation and has been fighting for the liberation of the Chinese nation since its establishment. However, at that time, our main task was to complete the proletarian revolution, which highlighted this point of the party as the vanguard. Now we have to accomplish the historical mission of rejuvenating the Chinese nation, not only to mobilize the strength of our working class, but also to mobilize the strength of the whole nation. Therefore, this time, it shows the Party as the vanguard of the working class and the people of China and the Chinese nation. The further elaboration of the nature of the party has not changed the nature of the party, because we have always been based on the working class, which represents the nature and represents the development direction of productive forces, and the nature of the working class has not changed. This is more in line with the history and reality of our party, and can better unite and mobilize all positive factors to strive for the grand goal of communism.

Second, the new constitution contains the important thought of "Theory of Three Represents".

Theory of Three Represents is written into the Constitution in the new Constitution, which, together with Marxism–Leninism, Mao Zedong Thought and Deng Xiaoping Theory, is the guiding ideology of the Party. It is of great significance to strengthen and improve the Party's leadership in the new period, constantly improve the Party's ruling ability and leadership level, and accelerate the socialist modernization. It is welcome.

The formation of Theory of Three Represents has its historical background, practical basis and theoretical origin. The Communist Party of China (CPC) has gone through 80 years of ups and downs, from only a few dozen people at the beginning to more than 68 million party member's big party, during which success and failure have accumulated experience and lessons, providing a historical basis for the formation of "Theory of Three Represents". The general trend of globalization and multi-stage development of the world economy in the present era provides the background of technical integration for the formation of Theory of Three Represents thought. The valuable experience of China's opening to the outside world and modernization since the Fourth Plenary Session of the Eleventh Central Committee has provided a realistic foundation for the formation of Theory of Three Represents. Marxism–Leninism, Mao Zedong Thought and Deng Xiaoping Theory are in the same strain, which together provide the theoretical origin for the formation of "Theory of Three Represents" thought. Theory of Three Represents is the crystallization of the wisdom of the whole party headed by Comrade Jiang Zemin. It has solved a major historical issue in the new era, that is, "What kind of party to build and how to build it". In the new era, Theory of Three Represents has reached a consensus on guiding our political, economic, scientific, technological, cultural and military undertakings. The report of the conference said, "Theory of Three Represents has always been the foundation and source of strength for our ruling group."

Third, the new constitution has revised the social strata that can join political parties.

The new party constitution stipulates that "China workers, peasants, soldiers, intellectuals and other advanced elements who have reached the age of 18 recognize the party's program and articles of association, are willing to join the party organizations and work actively in them, implement the party's decisions, and pay party dues regularly, and can apply to join the Communist Party of China (CPC)." This statement covers a wide range, which means that more advanced elements from different departments can join the Communist Party of China (CPC). In addition to absorbing workers, peasants, soldiers and intellectuals as the backbone of the team, party member can also absorb party member from new social strata, such as private entrepreneurs, freelancers, scientists and foreign executives. This is conducive to strengthening the party's class foundation, expanding the party's mass base, and thus enhancing our party's cohesion, influence and combat effectiveness in the whole society.

Fourth, the new Constitution adds a chapter on "National Flag and National Emblem".

In chapter 1 1, the new party constitution stipulated for the newly added chapter "party flag and the National Emblem" that "the pattern of the emblem of the Communist Party of China (CPC) is a the flag of the Communist Party of China (CPC) composed of a sickle and a hammer, highlighting a golden red flag emblem." The emblem and flag of the Communist Party of China (CPC) is the symbol and symbol of the Communist Party of China (CPC). Party organizations at all levels and party member should safeguard the dignity of party emblem and party flag. Strictly abide by the discipline of using the national flag and national emblem. Writing a new chapter in party emblem and party flag has played an important role in enhancing party member's sense of civic pride and mission, and enhancing the cohesion and influence of the Party organization.

Of course, the innovation of the new party constitution goes far beyond this, such as revising and supplementing the relevant provisions of the party's grass-roots organizations, supplementing the responsibilities and tasks of the party's discipline inspection organs, and putting forward some new requirements for party building and leadership. Therefore, we call on all the Communist party member, the Communist Youth League members and the advanced elements who volunteered to join the Communist Party of China (CPC) to study hard, be brave in practice, be diligent in thinking, be models and advanced workers of new political parties, and strive to realize the great rejuvenation of the Chinese nation and the lofty ideal of communism!
