Decision of the Standing Committee of Shanxi Provincial People's Congress on Administrative Matters of Shanxi Transformation Comprehensive Reform Demonstration Zone

This decision applies to the jurisdiction of the comprehensive reform demonstration zone. The specific area and area of the comprehensive reform demonstration zone shall be determined by the provincial people's government. Two, comprehensive reform demonstration zone management committee (hereinafter referred to as the administrative committee) is the agency of the provincial people's government. Its main responsibilities are:

(1) Coordinating the reform, development and system innovation of the comprehensive reform demonstration zone, and organizing the formulation and implementation of policies and measures related to economic development;

(two) to organize the preparation of the overall planning of the comprehensive reform demonstration zone, and organize the implementation after the approval of the provincial people's government; Organize the revision of the overall planning of the comprehensive reform demonstration zone, which will be implemented after being approved by the municipal people's government with districts where it is located, and reported to the provincial people's government for the record;

(three) the preparation, approval and revision of the detailed planning and special planning of the comprehensive reform demonstration zone, reported to the local Municipal People's government for the record and organized the implementation;

(four) to declare the conversion of agricultural land and land expropriation to the provincial people's government; The Municipal People's Government with districts agrees to examine and approve the land transfer (allocation), recovery and disposal scheme, and handle land transfer (allocation), recovery and disposal, real estate registration and other matters;

(five) to exercise the corresponding comprehensive economic management rights and related administrative management rights in the comprehensive reform demonstration zone, and the specific matters shall be decided by the provincial people's government;

(six) other duties as prescribed by laws and regulations. Three, according to the authorization or entrustment of the provincial people's government, the CMC in the comprehensive reform demonstration zone to exercise the corresponding administrative examination and approval, administrative punishment and other management authority. Four, the provincial people's government and departments set up in the comprehensive reform demonstration zone directly under the relevant institutions or agencies shall perform their duties according to law, serve the comprehensive reform demonstration zone economic development and development and construction work, and implement relevant administrative activities in the comprehensive reform demonstration zone, and shall accept the leadership of the competent department and the administrative committee. Five, the state organs at all levels in this province should actively support the development and construction of economic development and comprehensive reform demonstration zone. Encourage and support the reform and innovation of administrative management system and mechanism in the comprehensive reform demonstration zone. The Municipal People's Government with districts shall be responsible for the management of social affairs in the comprehensive reform demonstration zone and other administrative matters other than Item (5) of Article 2 of this decision. Six, the provincial people's government authorized or entrusted with the comprehensive reform of the demonstration area management matters, should be filed with the Standing Committee of the provincial people's Congress, and announced to the public.

The Standing Committee of the Provincial People's Congress shall supervise the management matters authorized or entrusted by the provincial people's government in the comprehensive reform demonstration zone. Seven, this decision shall come into force as of the date of promulgation.
