Article 2 Anyone who sets up outdoor advertisements within the administrative area of ??this city shall comply with these regulations.

The term "outdoor advertising" as mentioned in these regulations refers to the use of buildings, structures, venues, spaces, waters, roads, means of transportation, public facilities, public, owned or owned by others. Advertising and plaque facilities set up on floating objects and other carriers, including neon lights, light boxes, windows, signboards, electronic display boards (screens), bulletin boards, publicity boards, newspaper reading boards, galleries, signboards, physical models, facade plaques, Independent or affiliated advertising such as slogans and banners. Article 3 The municipal administrative department for city appearance and environment is the competent department for outdoor advertising installation in this city and is responsible for the planning, management, supervision and comprehensive coordination of outdoor advertising installation.

The district and county city appearance and environment administrative departments are responsible for the management and supervision of outdoor advertising settings within their jurisdiction.

Planning, industry and commerce, quality and technical supervision and other departments shall do relevant management work according to their respective responsibilities. Article 4 The city's administrative department for city appearance and environment shall, in light of the city's actual conditions, work with relevant departments to organize the preparation of an overall plan for the city's outdoor advertising settings, and implement it after approval by the Municipal People's Government.

If outdoor advertisements are set up on both sides of outer ring roads, expressways and national highways, they should be strictly controlled according to the outdoor advertisement setting plan. Article 8 Outdoor advertisements set up on roads and both sides shall not obstruct safe sight distance or affect traffic, shall not block greening and cityscape, shall not block street lights, traffic signs, and traffic signals, and shall not hinder the use of barrier-free facilities. Article 13 Where outdoor advertisements are set up attached to buildings, structures and various facilities, the consent of the property owners must be obtained and a written agreement agreeing to the occupation must be signed. Article 14 The right to use outdoor advertising spaces can be obtained through bidding, auction, listing, etc., and the municipal administrative department for city appearance and environment is responsible for the organization and management.

The specific implementation methods for the bidding, auction, and listing of the right to use outdoor advertising spaces shall be formulated by the municipal administrative department for city appearance and environment, and shall be organized and implemented after approval by the Municipal People's Government.

If the Municipal People's Government grants a franchise right for the installation and use of outdoor advertising, its regulations shall apply. Article 15 Anyone who has obtained the right to install and use outdoor advertising in accordance with the law shall complete the installation within 3 months from the date of administrative license approval; if the installation is not completed within the time limit and the extension is not applied for or the application for extension is not approved, the right to use the outdoor advertising installation shall be lost.
