1. Strengthen a consciousness

2. Implement two responsibilities

Improve the indicator system for production safety and promote the responsibilities of government safety supervision entities to be in place. Correctly handle the relationship between security and development. When there is a conflict between the two, security should be subordinated. Strengthen the supervisory responsibilities of townships (towns) and departments, and gradually establish a four-level safety production management network system of counties, towns, villages, and enterprises.

Promote the implementation of corporate main responsibilities. Since the launch of the "Double Hundred-Day Commitment of Legal Representatives on Production Safety" campaign among enterprises with major hazard sources and related enterprises and institutions in the county in October last year, various enterprises and institutions in the county have signed 424 letters of commitment to safety production. It involves coal mines, non-coal mines, schools, tourism, hospitals, shopping malls and other public gathering places, covering all major hazardous source enterprises and related enterprises and institutions in the county.

3. Ensure three things are in place

First, supervision of key parts is in place. The focus of production safety work in our county is at the grassroots level, and the difficulty lies in the coal mines. To promote the overall safety production work in the county, we must pay close attention to the rectification of hidden accident hazards and coal mine safety supervision that affects the overall safety production work.

Second, investment protection must be in place. Leaders at all levels, especially those in charge of enterprises, must correct the relationship between safety and production, safety and efficiency, calculate the big accounts and the general ledger, and effectively increase investment in safety production. Enterprises are not allowed to reduce safety investment without authorization under any excuse.

Third, inspection and rectification must be in place. While carrying out in-depth special rectification work on production safety, departments at all levels have further intensified safety inspections and special supervision and inspections. It is necessary to highlight key inspections of key industries, key areas, key periods and key enterprises. It is necessary to investigate major hazard sources on schedule, establish accident hazard files, formulate monitoring and rectification plans, implement responsibilities, and urge units with hidden hazards to implement rectification measures to ensure that hidden hazards are rectified in place.
