Chapter I General Provisions. The purpose and basis of drafting and issuing the Regulations

The purpose of formulating and issuing the Regulation on Energy Conservation of Thermal Power Plants (Trial) is to promote the thermal power plants to strengthen energy conservation management, carry out energy conservation technological transformation, popularize and apply new energy conservation technologies and products, successfully complete their respective energy conservation and consumption reduction tasks, and ensure the completion of the overall goal.

This regulation is formulated according to the Provisional Regulations on Energy Conservation Management issued by the State Council and the actual situation of thermal power plants. Second, the drafting process and main contents

The provisions on energy saving in thermal power plants are richer than the Provisions on Coal Saving and Electricity Saving in Power Grid and Thermal Power Plants issued by the former Ministry of Water and Electricity 1979. 1. It is stipulated that power plants with 50,000 kilowatts or more should be equipped with full-time "energy-saving engineers". This is by summing up the experience of Wang Ting power plants and referring to the experience of many eastern provinces in Japan, it is stipulated that high-energy-consuming enterprises should be equipped with "energy managers" (Japanese energy managers guide and supervise enterprises to save energy, which has played a great role in reducing energy consumption in Japan). Those that conform to the factory regulations must be implemented.

2. In Article 2 of the Regulations, there is only one article about planning, design and infrastructure. In the implementation, we should implement the requirements of the sixth energy-saving office meeting in the State Council. "For newly built and expanded infrastructure and technological transformation projects, energy conservation departments at all levels should strictly review their energy consumption indicators, and those that do not meet the requirements shall not be approved." The transformation of small and medium-sized units should be carried out according to the planning of the network and the provincial bureau.

3. In the future, all ministries and bureaus will inspect and supervise the energy-saving and consumption-reducing work of thermal power plants on the basis of the Regulations. Article 5 A power plant with an installed capacity of 50MW or above shall be equipped with full-time energy-saving engineers. Whether to set up a power plant with a capacity of less than 50MW is decided by itself according to the situation of the power plant.

The duties of energy-saving engineers are:

(1) Work under the leadership of the deputy director of production or the chief engineer, and be responsible for the daily work of the energy-saving leading group of the factory;

(2) Assist factory leaders to organize the preparation of energy-saving plans and annual energy-saving implementation plans;

(3) regularly check the implementation of energy-saving plans and schemes, and report to the energy-saving leading group;

(4) Analyze and check the technical and economic indicators of various departments in the factory, sum up experience, and put forward suggestions and measures for energy saving improvement to the factory leaders in view of the problems existing in energy consumption;

(5) Assist the factory leaders to carry out energy-saving publicity and education, improve the energy-saving awareness of employees, organize energy-saving training, and guide the work of energy-saving personnel;

(6) Assist the factory leaders to formulate and assess the distribution methods and schemes of energy-saving bonuses throughout the factory. Article 6 The scientific research institutes and electric power experimental research institutes under the bureaus are responsible for the development and experimental research of energy-saving technologies in thermal power plants, and provide technical guidance for energy-saving work in power plants; Carry out energy-saving monitoring and conduct technical supervision on metering devices in power plants; Carry out professional technical training and exchange of energy-saving information and intelligence. Chapter II Basic Management Article 7 Thermal power plants shall formulate energy-saving plans and annual implementation plans according to enterprise energy consumption index grade standards, comprehensive energy consumption assessment quotas and individual economic index requirements issued by the network and provincial bureaus. Eighth thermal power plant energy consumption is an important part of the enterprise economic contract responsibility system, energy conservation should be included in the production and operation management of the whole power plant.
