Regulations of Xiamen Special Economic Zone on Voluntary Service

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of volunteers, voluntary service organizations and volunteers, encourage and standardize voluntary service, develop voluntary service, build a caring Xiamen, cultivate and practice socialist core values, and promote social civilization and progress, these Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the actual situation of Xiamen Special Economic Zone. Article 2 These Regulations shall apply to voluntary service and activities related to voluntary service in Xiamen Special Economic Zone.

The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge. Article 3 The principles of voluntariness, gratuity, equality, honesty and legality shall be followed in the development of voluntary service. Article 4 The municipal and district people's governments shall incorporate voluntary service into the national economic and social development plan, reasonably arrange the funds and resources needed for voluntary service, and support and promote the development of voluntary service. Fifth city and district spiritual civilization construction guidance institutions should strengthen the overall planning, supervision and inspection of volunteer service, establish a coordination mechanism for volunteer service, and organize volunteer service publicity.

The municipal and district civil affairs departments are responsible for the management of voluntary services within their respective administrative areas, and their duties are:

1. Register and manage volunteers and voluntary service organizations;

Second, improve the management measures related to volunteer service;

3 to carry out the statistical work of volunteer service, and regularly release the information on the development of volunteers and volunteer service organizations and the development of volunteer service activities in this Municipality to the public;

4. Investigate and deal with relevant violations of laws and regulations;

Other management duties as stipulated by laws, regulations and rules or determined by the Municipal People's Government.

Other relevant departments shall be responsible for the work related to voluntary service according to their respective responsibilities.

The town people's government and the subdistrict office shall assist the civil affairs department and other relevant departments to do a good job in voluntary service, and provide support and help for voluntary service within their jurisdiction in terms of funds and venues according to the actual situation.

Trade unions, the Communist Youth League, women's federations and other relevant people's organizations and mass organizations shall do a good job in the corresponding volunteer service within their respective scope of work. Article 6 Schools, families and society should cultivate teenagers' awareness and ability of voluntary service. Education administrative departments and schools should incorporate volunteer service education into quality education. Encourage institutions of higher learning and secondary vocational schools to incorporate students' participation in voluntary service activities into the practice credit management. Article 7 The whole society should respect volunteers, voluntary service organizations and the voluntary services they provide, and carry forward the spirit of voluntary service of dedication, friendship, mutual assistance and progress. Encourage individuals to participate in voluntary service activities.

The convention on civil civilization formulated by this Municipality shall have the content of voluntary service. Encourage the spirit of voluntary service in village regulations, property management regulations, industry norms and student behavior norms.

Radio, television, newspapers, internet and other media should actively carry out voluntary service propaganda, spread the culture of voluntary service and carry forward the spirit of voluntary service. Encourage communication operators and advertising operators to release voluntary service publicity information to the society free of charge. Article 8 March 5th every year is Xiamen Volunteer Day. Chapter II Volunteers and Voluntary Service Organizations Article 9 Volunteers participating in voluntary service activities shall have the will, time and corresponding service ability to engage in voluntary service.

Minors participating in voluntary service activities should be adapted to their age, intelligence and physical and mental conditions, and accompanied by their guardians with their consent. Tenth volunteers can register their identity information, service skills, service hours, contact information and other personal basic information. , on their own or through the volunteer service information system designated by the civil affairs department of the State Council (hereinafter referred to as the volunteer service information system) query. Voluntary service organizations shall provide registration services for volunteers.

The basic personal information provided by volunteers should be true, accurate and complete. Eleventh volunteers enjoy the following rights:

(a) voluntary participation or withdrawal from voluntary service organizations;

Choose to participate in voluntary service projects independently;

(three) to obtain true, accurate and complete information on voluntary service activities;

(four) to obtain the material and safety guarantees needed to participate in voluntary service activities;

(five) to obtain the skills training and professional guidance needed to participate in voluntary service activities;

(six) through voluntary service organizations or other means prescribed by the state to obtain my voluntary service record certificate free of charge;

To supervise voluntary service organizations and put forward opinions and suggestions on voluntary service;

Other rights stipulated by laws, regulations and the articles of association of the voluntary service organizations. Twelfth volunteers shall perform the following obligations:

1. Fulfill the volunteer service commitment and complete the volunteer service work;

Accept the guidance and management of the organizers of voluntary service activities;

Maintain the image and reputation of volunteers and voluntary service organizations;

Respect volunteers, and shall not harm the legitimate rights and interests of volunteers, and shall not infringe on personal privacy;

(five) to keep state secrets and business secrets in voluntary service;

6. Do not charge or receive remuneration in disguised form from the volunteer service object;

Other obligations stipulated by laws, regulations and the articles of association of voluntary service organizations.
